Lithuania and Luxembourg became the first EU member states to agree on the transfer of renewable energy statistics on Thursday (26 October), meaning the Grand Duchy will now probably hit its 2020 target. Estonia hopes to broker a similar deal to finance its wind power ambitions.

The EIB and SKB, Sweden’s largest non-profit privat housing co-operative, signed a EUR 56 million loan agreement to build new minimum energy apartments in the Stockholm region. This is the first time the EIB provides direct financing for energy efficient residential buildings in Sweden, which are also known as “nearly zero-energy” buildings.

Mis en place dès 2005, le marché du carbone européen suscitait d’ambitieuses promesses et apparaissait comme l’élément pionnier d’un système à vocation planétaire. S’il a effectivement permis de réduire les émissions de gaz à effet de serre en Europe depuis sa mise en place, les expert-e-s s’accordent à dire qu’il ne permettra pas, dans ses modalités actuelles, de respecter l’objectif fixé par l’Accord de Paris d’une limitation de la hausse de la température moyenne en-deçà des 2 degrés d’ici la fin du 21ème siècle.

In the Annex “Accelerating clean energy in buildings” of the European Commission's legislative proposal “Clean Energy for all Europeans”, the Commission presents possibilities for "smart financing for smart buildings". Besides informing on details of the Investment Plan for Europe and the associated funds, the Commission suggests that financial incentives for the renovation of buildings, provided by public funds, should be linked to the energy savings achieved. This is also foreseen in the current legislative proposal on the Energy Performance of Buildings Directive. This overview article gives a brief overview of the information on financial incentives that is available on BUILD UP and also analyses how financial incentives are currently managed in Germany, France and Greece. Is there a clear link to the energy savings planned or realised?

My initial research question, for the International Refurbishment Symposium, was about an ex-ante evaluation of the impacts on the renovation market of the European Commission’s proposed Smart Finance for Smart Buildings (SFSB) initiative. To illustrate my theoretical evaluation; I decided to assess how the SFSB would impact the French energy renovation market. France was selected as a case study for the availability of data and the ambition level of the French energy transition. In fact, France ticks almost all the boxes of known best practices to ensure the overall building stock will be renovated and decarbonised by 2050

Significant investment is needed in the energy sector to help the EU achieve its ambitious climate change targets, which were agreed as part of the Paris Agreement. The Clean Energy for All Europeans package aims to set the legal framework to make this transformation possible. To look at the issues involved, the European Parliament will host a high-level conference on financing clean energy for all Europeans in Brussels on 7 November from 9.30 to 18.30 CET. It is organised by the Parliament and the European Commission. Registration starts at 8.30 CET.
