The most promising ideas today for reconstructing countries after war and disaster are coming from war-damaged Ukrainian municipalities. But will those municipalities ever get to use them? It might seem strange, even perverse, to express optimism after more than three years of Russia’s war against Ukraine. The conflict has killed tens of thousands of Ukrainians, injured hundreds of thousands, and displaced millions. But the war has also inspired highly detailed and creative local and regional planning that promises to change how the world rebuilds itself after conflict and disaster.

Croatia has earmarked EUR 25 million for households at risk of energy poverty. They will use the funds for the energy renovation. The subsidies for households at risk of energy poverty are part of a EUR 652 million package for 2025 launched by the Ministry of Environmental Protection and Green Transition and the Environmental Protection and Energy Efficiency Fund (EPEEF or FZOEU). The incentives will be used for renewable energy sources, decarbonization of the district heating system and road traffic, and waste management.

The construction industry is not on track to decarbonise by 2050 and uses more resources than most. In 2020, the UK produced a staggering 59.1 million tonnes of non-hazardous construction and demolition waste. Despite most of this material (92.6%) being recycled, much of it was crushed for use in roads and building foundations.

Buildings in the worst energy efficiency categories have above-average carbon emissions, so targeting them first for refurbishments would have a significant climate impact, according to a report published by the German National Academy of Sciences. Insulating and converting such buildings to a climate-neutral heating supply is an important lever to rapidly reduce emissions in the building sector, which have remained stubbornly high for years.

Across the EU, the housing crisis is spiralling out of control. Millions live in overcrowded, inadequate homes, face energy poverty, or are homeless—while rents skyrocket and housing costs devour incomes. In 2023, over 10% of city households spent more than 40% of their income on housing, and rents jumped 18% in just over a decade. Why? Decades of chronic underinvestment in public housing have left governments handing the reins to private developers and investors who drove up prices with speculation. This has created a system that prioritises profits over people. It’s time to rewrite the rules.

In the northeastern Italian city of Trieste, a construction project intended as a model for Europe is getting underway. On the southeastern outskirts of the city, eight buildings with social housing dating from the early 1950s will be demolished and replaced by energy-efficient apartments. What’s more, green spaces will be created and existing ones improved around the new homes to enhance the attractiveness of the area and foster outdoor activity and social interaction.

Buildings are in the spotlight as the EU contemplates a long, hard winter on the back of an energy price crisis intensified by Russia’s invasion of Ukraine. Already the EU’s ‘Fit for 55’ climate package aimed to double renovation rates by 2030 and pioneer minimum energy performance standards for buildings. The REPowerEU proposals – issued in response to the Russian invasion – complement this with a solar rooftop plan and raise the EU’s overall energy efficiency goal for 2030 from 9% to 13%.
