Beckley Foundation's insight:

We agree with the author of this article (Julian Huppert MP); the Advisory Council on the Misuse of Drugs; Professor David Nutt; Norman Baker MP; and everyone who has seriously considered the evidence: There's simply no case for banning khat.

And yet the ban is likely to get the go ahead because we have a system of drug control which is often only based on evidence which aligns with the pre-determined decision to ban. The arbitrary, actively anti-evidence decision to ban khat, highlights once again the importance of a proper debate about how psychoactive substances are best controlled. 

If khat can be banned in 2014, when all the evidence points to this being a counter-productive policy in every relevant sense, how likely is it that all the currently illegal drugs are illegal for a good reason?

Since the past 20 years Nigeria has been known as a corridor for illicit drug movement. Drugs like cocaine, heroin and cannabis pass through Nigeria. While the latter is hugely consumed and also grown locally, until recently not many Nigerians consumed cocaine and heroin. 


Airport security experts have at various fora disclosed that there is a drug cartel at the airports in the country, especially the Murtala Muhammed International Airport, Lagos, that most members of the cartel are agency officials, especially those of Aviation Security of the Federal Airports Authority of Nigeria.

The commission was established to bring to the international level an informed, science-based discussion about humane and effective ways to reduce the harm caused by drugs. The war on drugs is a complete failure, with overwhelming effects for individuals and societies in every corner of the world. The documentary film about the global war on drugs "Breaking the Taboo" lays out the reasons why we need a new approach to drug policy. Organizations such as Legal Services for Prisoners With Children, which works here in the Bay Area, are doing great work by addressing this as a civil and human rights issue, working with formerly incarcerated people, prisoners and their allies. California Gov. Jerry Brown vetoed a bill last year to reduce the criminal penalty for drug possession here from a felony to a misdemeanor, but I will be rallying behind groups such as the Drug Policy Alliance who is supporting in 2014 an effort to put this issue on the ballot, thus moving our drug policies toward a health-centered approach.
