Le Dictionnaire historique des inspecteurs des finances, paru aux éditions de l'IGPDE, retrace, sur deux siècles, l'histoire des membres de ce corps d'élite.

Le Dictionnaire historique des inspecteurs des finances (1801-2009) vient de paraître. Dans la partie thématique, une quarantaine d'auteurs analysent les parcours, les pratiques et les activités des inspecteurs des finances au cours des deux siècles écoulés. Y figure également l'analyse des figures singulières de soixante-deux inspecteurs, connus ou méconnus, qui ont marqué de leur empreinte la vie économique, financière et politique.

La partie biographique, issue d'un travail collectif, rassemble 1 217 notices détaillées des membres des promotions qui se sont succédé entre 1801 et 2009. S'y ajoutent de nombreuses annexes, qui font de ce dictionnaire un indispensable ouvrage de référence.

Bercy publie le Dictionnaire historique des inspecteurs des finances
Sous le patronage de Pierre MOSCOVICI, Ministre de l'Economie et des Finances, le Comité d'histoire économique et financière, rattaché à Bercy, publie le 18 septembre 2012 le Dictionnaire historique des inspecteurs des finances de 1801 à 2009.
Dans la famille des dictionnaires, il est original par son contenu et la méthode qui a conduit à sa réalisation.
Il contient bien entendu des notices biographiques détaillées, celles de 1217 membres des promotions qui vont de 1801 à 2009.
Mais il comporte aussi des articles variés et approfondis, rédigés par une quarantaine d'auteurs, qui y analysent la grande diversité des parcours professionnels, les pratiques et les activités des inspecteurs des finances au cours des deux siècles écoulés.
Soixante-deux inspecteurs dont les parcours sont particulièrement remarquables font l'objet d'une présentation plus détaillée.
Ce dictionnaire est le fruit de travaux de plusieurs années entamés par l'IGF et ses membres, construit selon les normes de l'Université, effectué en toute transparence par des scientifiques, afin de parvenir à un texte de haute tenue pour la communauté des historiens.
L'ouvrage publié n'est pas une histoire de l'IGF comme institution et comme corps, mais constitue un éclairage sur les parcours professionnels des inspecteurs des finances depuis un peu plus de deux siècles et jusqu'en 2009. Il illustre sans fard la nature et la diversité de ces parcours, ainsi que les responsabilités des membres du corps dans l'actualité économique, sociale et financière, française, européenne ou internationale, qu'elles s'exercent au bénéfice de la puissance publique, dans des fonctions politiques ou pour l'entreprise.

Le Dictionnaire historique des inspecteurs des Finances (1801-2009) vient de paraître. Il est conçu comme un état des lieux des études scientifiques sur les membres du corps d'élite de l'inspection des Finances et sur l'institution elle-même, mais aussi comme un outil de travail durable en vue de recherches nouvelles.

Ce dictionnaire comprend une partie thématique et une partie biographique. Dans la partie thématique, une quarantaine d'auteurs analysent, dans leur diversité, les parcours, les pratiques et les activités des inspecteurs des Finances au cours des deux siècles écoulés. Dačić said on Wednesday that he was "upset" at the report's wording on “territorial integrity” and that this problematic formulation could become an obstacle to continuing the dialogue with Pristina.

Serbia apparently saw in the report a new condition that it should recognise the “territorial integrity” of Kosovo, its former province which it still considers part of its territory (see background).

The 2012 Enlargement strategy paper reads on its page 26: “Addressing the problems in northern Kosovo, while respecting the territorial integrity of Kosovo and the particular needs of the local population, will be an essential element of this process”.

After receiving Füle in Belgrade, Dačić said that that the mention of territorial integrity did not apply to the status of Kosovo, explaining that the request merely meant that the European Commission did not want the partitioning of Kosovo. The Northern part of Kosovo is populated mainly by Serbs and the Commission progress report on Serbia in fact deplores that Belgrade continues to fund and maintain its structures in Northern Kosovo.

Rumours of possible partition of Kosovo, with the North being integrated to Serbia in exchange of some Serbian Albania-populated territories in the region of Preševo becoming part of Kosovo have been circulating over time, but never obtained political support.

Dačić insisted that there are no new conditions for Serbia’s EU accession.

"Commissioner Füle informed me that there are no new conditions for the continuation of the dialogue and that the dialogue, if Serbia participates in it, will be status neutral,” the Serbian official said after the meeting. This diplomatic jargon means that the status of Kosovo will not be an obstacle to regional cooperation.

“The answer is that there are no new conditions, that those are conditions of the European Council that clearly say that a visible and sustainable improvement of relations between Belgrade and Pristina is necessary and that is not disputable for us. The sentence about Kosovo’s territorial integrity was disputable for us, bearing in mind that it could lead to a conclusion that there are new conditions. And that is unacceptable for us,” Dačić stressed.

He explained that Serbia was ready to continue the dialogue with Pristina if there were no new conditions.

Ce changement vise notamment à fournir aux usagers de la route une information encore plus précise et plus détaillée pour faciliter la prise de décision avant un déplacement.

Working with Variable Lists

I mentioned in a previous post that it wasn’t possible to import long variable lists into a Studio Translation Memory using the desktop version of Studio. You can do this with GroupShare, but the ability to do this in the desktop version is a work in progress.

Well that wasn’t quite true and as I’ve been preparing for some roadshows and events that are coming up this month I figured out a simple workaround using SDL Trados 2007 Suite.

The principle uses the ability of Studio to upgrade a Trados 2007 Translation Memory and migrate all the language resources at the same time, so segmentation rules, abbreviation lists, variable lists and ordinal follower lists. So, here’s what I did… I have a Studio Translation Memory, in this case English to German, and it has no variables at all. I also have a text file containing thousands of post codes which I would like to be variables in my Studio TM. So first I create an empty Translation Memory using SDL Trados 2007 Suite and I copy and paste the list of variables in one go into the variables list in Workbench here (no lessons on how to use Workbench here… hopefully not needed!):

Every text contains words which are specific for one or another field. At the same time the main difficulty we meet when translating texts from foreign language is several variants of the translation of the same word. Very often the meaning of the translation seems quite similar. But to make the text easy to read and understand these words must be translated the same way. These words are called terms.

Term – a name, expression, or word used for some particular thing, esp in a specialized field of knowledge.

About Glossary

When translating large texts within limited time frames one must involve several translators. It lets the customer put his product on the market as soon as possible. But we should understand that each person has his or her own style and vocabulary. That is why different people will use different words for one term.

It is clear that one of the main features of the high quality translation is terminology consistency. And in fact this aspect is carefully checked during Language Quality Inspection by the world known large companies-customers like Microsoft, Oracle, Google and many others.

La Asociación Latinoamericana de Academias Nacionales de Medicina, España y Portugal (ALANAM) ha anunciado que va a crear una edición panhispánica del Diccionario de Términos Médicos tras recibir la propuesta de la Real Academia Nacional de Medicina (RANM).

Este anuncio se produce un año después de la publicación de la "primera gran obra de lexicografía médica en español" elaborada por la Academia, el Diccionario de Términos Médicos pensado y escrito en español. Ahora, con esta nueva publicación, se pretende "lograr la consolidación del español como lengua de comunicación científica de primer orden", explica el presidente de la RANM, el profesor Joaquín Poch.

Además, las academias tienen el objetivo común de "normalizar el lenguaje médico en español defendiéndolo de la proliferación de neologismos". Para ello, el manual "recogerá la riqueza del léxico biomédico del habla hispana aportando las variantes y usos específicos del lenguaje sanitario propio de las distintas áreas", indican.

El primer paso para el nacimiento de esta obra ya se ha dado con la firma del protocolo de actuación durante el pasado fin de semana en Madrid. Durante este acto, Poch ha afirmado que la aparición de este manual "posibilitará la defensa del español frente a la injerencia, cada vez más presente, del inglés".
