2021 Road Program, Purchase of Police Vehicles, Ford F-350 Truck, and Mowers
The following is a brief summary of the February 10, 2021, Newtown Township Board of Supervisors (BOS) public meeting based upon the official minutes of that meeting.
Public Works
January 2021 Report: Joseph Schiavoni, Public Works Director, reported that the Department continues to monitor the parks throughout the winter, has repaired 34 streetlights, answered 74 PA One Calls, repaired numerous potholes and cracks in the roads and have had two snow events.
Reports from Board Members
Phil Calabro: Mr. Calabro recently learned that Council Rock School District will be raising taxes again this year and he expressed dismay that although the district raises taxes every year, it does not experience the public outcry that the Township recently faced when it raised taxes for the first time in many years.
Davide Oxley: Mr. Oxley said has shared with the Board a memo from the Economic Development Committee (EDC) outlining their ideas and recommendations to create a business friendly Newtown Business Commons and he asked the Board to consider the EDC’s suggestions.
Public Safety
Police Report: Police Chief John Hearn reported that the Department responded to 1536 calls, including one investigation at Newtown Middle School, 18 arrests and 18 deer/vehicle collisions. He reminded the public of the many fraud schemes conducted over the phone.

The recently completed Newtown Citizens Survey reveals that many residents are concerned about the condition of roads, streetlights, etc.
Question 8 of the survey asked respondents to rate several services as Excellent, Good, Fair, or Poor. Responses weighted using scale of 1 to 4, with 1 being “poor” and 4 being “excellent.”
Snow removal, street cleaning, street lighting, and street maintenance received were among the services receiving the worst ratings.
One of the goals of the Newtown Township 5-year financial plan is to attract new business to Newtown and help all businesses thrive. When asked to identify the two TOP priorities that the township should focus on for attracting new business, Public Infrastructure was the top choice with 45.6 % of respondents.

The Newtown Township Board of Supervisors (BOS) engaged Econsult Solutions, Inc. (ESI Solutions) to develop a comprehensive multi-year financial management plan. This effort is partially funded by a Strategic Management Planning Program grant awarded by the Pennsylvania Department of Community and Economic Development (read "Newtown Applies for DCED Grant to Assess the Township's Financial Condition"). A five-year plan, including recommendations to improve operational efficiency and promote fiscal stability in Newtown Township, will be publicly released later this year.
As part of this process, Newtown is asking the community to help by completing the Newtown Township Citizen Survey. Specifically, the Township would like to know how you feel about the current state of municipal services.

On July 27, 2018, PennDOT officials met with Newtown Township officials and agreed to provide the following upgrades to Swamp Road at the intersection of Twining Bridge Road:
1. Shifting double yellow along the center line 2 feet to the east to provide wider inside shoulder through the curve in the southbound direction.
2. Install “SLOW Curve Marking” legends in both directions to provide additional warning to the motorists.
3. Install “Raised Pavement Markers” to enhance the visibly of roadway alignment at night and/or during inclement weather.
4. Stabilize the shoulder with 2A aggregate to address pavement edge drop off from ST project.
5. Replace existing warning signs with larger doubled up advance warning signs for additional conspicuity.
6. Replace damaged roadside delineators to define the edge of road.
7. Bucks County Maintenance will evaluate the area to address drainage concerns
This meeting with PennDOT was called in response to resident complaints made at the June 13, 2018, Board of Supervisors meeting. View the video of Jennifer Brennan and other residents of the Knob Hill community who commented regarding trucks on Swamp Road at that meeting.
UPDATE (3/21/22): A resident emailed me about an injury he sustained by hitting an unmarked pothole on Twining Bridge Rd. "Hi John. I got in a serious bike accident on Twining Bridge Road on the way to Tyler Park. A pothole was hidden in shade and I hit it, snapped the front bar stem, and flew over the handlebars. I suffered a hamstring injury along with various scrapes and cuts, but it could have been a lot worse. There should have been a cone on the pothole, or at least spray painted around it to make it more visible to the cyclist."
UPDATE (3/24/23): I gave the resident the phone number to call and he responded a few days later: "I left a message on the number you gave me last week yesterday morning, and all the potholes on Twining Bridge road were at least circled in spray paint, and the one that caused my bike crash was circled, and filled. Local government doing good work!!"
