Le ministre délégué à la Digitalisation, Marc Hansen, a annoncé lors de l’ouverture du deuxième Infrachain Summit à la Spuerkeess, ce jeudi matin, le lancement d’une blockchain «publique», développée par le CTIE et le Sigi. Une première mondiale.
«Nous allons lancer une blockchain publique, probablement unique au monde, dont les opérateurs seront le CTIE et le Sigi, à un niveau national et local.» Le ministre délégué à la Digitalisation, Marc Hansen , n’a pas fait le déplacement à la deuxième édition du sommet Infrachain pour rien.
«Nous allons mener des expériences sur les premières applications possibles, pour mieux comprendre les opportunités. Mais nous sommes déterminés à être des pionniers! Si les autorités se lancent dans cette initiative, cela devrait amener le secteur privé à en faire autant», ajoute-t-il.

Après San Francisco, New York, Francfort ou Singapour, l’ex-start-up luxembourgeoise Talkwalker a annoncé ouvrir un sixième bureau – le cinquième à l’étranger –, à Paris, en septembre.
Un mois après avoir lancé en première mondiale une solution d’analyse de 150 millions d’images et de vidéos par jour, Talkwalker a annoncé la semaine dernière ouvrir son sixième bureau à Paris après l’été.
«Établir une présence locale à Paris est un choix stratégique pour répondre aux besoins de proximité de nos clients et partenaires français, de plus en plus nombreux», a indiqué la directrice des ventes en France, Charlotte Clemens, qui va prendre la tête de la nouvelle équipe d’une vingtaine de personnes. La voiture autonome existe déjà. Des laboratoires, elle est passée sur les routes de France, d'Allemagne et du Luxembourg. Pour la rendre commercialisable d'ici 2030, les ministres des trois pays ont lancé mercredi à Schengen le premier «site expérimental transfrontalier» européen.
La voiture 100% autonome sur route ouverte dans laquelle vous pouvez vous laisser conduire les yeux fermés, «ce n'est pas encore pour demain parce qu'il y a encore des tests à effectuer», pose Anthony Auert, cluster manager automobility chez Luxinnovation. L'agence nationale de l'innovation luxembourgeoise a pour mission de mettre en relation les différents partenaires pour y arriver.
Un an et demi après l'accord signé entre l'Allemagne, la France et le Luxembourg au Salon de l'automobile de Francfort, le premier «site expérimental transfrontalier» européen a été officialisé mercredi à Schengen en présence de cinq ministres des trois pays. L'objectif étant de montrer des projets concrets qui sont déjà lancés mais aussi ceux qui vont se réaliser sous peu comme le projet européen 5G-CroCo qui devra permettre aux futurs véhicules autonomes de recevoir et d'émettre toutes les données en temps réel, y compris au moment de franchir une frontière. Auf die Frage, wie lange er, der die Dauer, in der ein Minister kontinuierlich Mitglied der Regierung sein darf, im Referendum vom Juni 2015 ja auf zehn Jahre begrenzen wollte, sein Regierungsamt dann noch auszuüben gedenke, gab Schneider an, dass im Leben etwas passieren könne, das einen dazu bringe, etwas anderes zu machen. Im Moment habe er jedenfalls noch große Lust, und sei in seinen beiden Ressorts voll motiviert. Er werde also bis auf weiteres auf seinem Posten bleiben.
Die jeweils wichtigsten Punkte aus dem Regierungsprogramm zum Wirtschafts- und zum Gesundheitsministerium fassen wir nachstehend zusammen.
Dezentralisierung der Wirtschaft
Etienne Schneider zeigt sich überzeugt, dass man nicht alles rund um die Hauptstadt konzentrieren dürfe. So soll zum Beispiel die „Nordstad“ weiter ausgebaut werden, die zu einem wichtigen „Pôle de développement économique“ werden soll. Auch werde versucht, eine Reihe von Aktivitäten an den Grenzen anzusiedeln, um dort die Leute aufzufangen, die ja sowieso zu einem Großteil aus dem Ausland kommen würden. Hier gebe es bereits konkrete Projekte.

The Luxembourg Government IT Centre has implemented a Notary system based on blockchain in view to demonstrate the benefits of this new technology. The system allows registering any kind of document, ensuring its integrity over time, and providing a time stamp for the registration. It is therefore an ideal solution for the notarisation of important documents such as audit logs. This first European Notary system based on blockchain optimizes security and collaboration of notarization processes while reducing costs. There are also other potential applications for this system in other use-cases where the guarantee of immutability of records is required. The European Commission announced on 26 February the investment of over €63.5m in the launch of four pilot projects aimed to strengthen the EU’s cybersecurity capability.
The University of Luxembourg is the only organisation in Europe to be present in three of four of them.
It is anticipated that each of the four projects, Concordia, Echo, Sparta and CyberSec4Europe, will further advance the EU cybersecurity ecosystem, something critical in an era where it is anticipated that much of geopolitical risk will be linked to cyberthreats. Blockchain Law passed in Luxembourg

WOO! But what is the Law about?
On 14thof February, the Luxembourg parliament passed Bill 7363 into Law on Blockchain and the circulation of tokens as dematerialized securities.
This addendum to the Law of 2001 on the circulation of securities was proposed by the Minister of Finance, Pierre Gramegna, at the end of September 2018 and approved unanimously with 58 votes in favor and 2 against it.
The possibility to issue dematerialized securities had already been introduced into Luxembourg Law in 2013. Bill 7363 is a new amendment that qualifies tokens as dematerialized securities and sets up a legal framework for the use of distributed ledger technologies (DLT) in the context of their circulation.
COOL! So, what does all that mean?
From now on, securities may also be registered in an account and transferred using secure electronic registration mechanisms such as distributed ledger technologies (i.e. Blockchain). One of the particularities of DLTs highlighted within the text is the fact that every issuance, transaction and exchange is recorded on it. Once transactions have been verified and included on a block, they can no longer be removed. This is the principle of immutability. The second principle of a DLT technology is its traceability. A distributed ledger is a secure database that keeps a record of every movement of an asset, from its first issuance on the DLT to its last ownership. The protection of this data is ensured for every transaction added to the distributed ledger as it is encrypted and “hashed” into a code. This traceability at the level of the transaction ensures the security of the system. DLT technologies are being recognized by the Luxembourg Law as a new way of managing securities accounts. While there were already some conditions for the dematerialization foreseen in the previous legal framework, this constitutes an additional alternative. Die luxemburgischen Regierung will in möglichst vielen Teilen des Landes Wifi installieren. «Die Verbesserung der Konnektivität ist eines der Ziele des Programms Digital Luxembourg», erklärten Premierminister Xavier Bettel (DP) und Innenministerin Taina Bofferding (LSAP) am Montag auf eine parlamentarische Anfrage des Abgeordneten Sven Clement von der Piratenpartei. Der Ausbau der Wifi-Angebote ermögliche es, den Internetzugang zu verbessern, aber auch «die Mobilfunknetze zu entlasten», so die Minister.
«In den meisten Verwaltungen» sollen öffentliche Netzwerke installiert werden, so Bettel und Bofferding. Auch die CFL ist dabei die Bahnhöfe des Großherzogtums aufzurüsten. Darüberhinaus ermutigt die Regierung die Gemeinden, «beliebte Orte wie Kultur- und Sportzentren» ebenfalls mit kostenlosem Wifi auszustatten. Depuis quelques années, le Luxembourg multiplie les efforts pour se positionner en réelle nation digitale. Le chemin parcouru est considérable. Bien connecté, avec des infrastructures résilientes et des compétences ICT poussées, le pays dispose désormais de solides atouts. Mais il lui reste encore de nombreux défis à relever.
Le Luxembourg peut-il aujourd’hui prétendre au statut de «digital nation»? «Sans doute plus qu’hier et moins que demain, explique Mario Grotz, premier conseiller de gouvernement au ministère de l’Économie, chargé de la direction générale Recherche, propriété intellectuelle et nouvelles technologies. C’est un enjeu essentiel de façonner un écosystème digital qui puisse soutenir le développement de l’économie, mais aussi améliorer la qualité de vie de chacun. Robotique, Smart and Green Energy, Smart Home, électromobilité, Internet of Things, réseaux de communication … autant de nouvelles technologies de plus en plus employées dans le secteur industriel et qui, en matière de formation professionnelle, ouvrent la voie à des métiers d’avenir.
Cinq lycées luxembourgeois, qui se distinguent par une grande expérience dans le secteur technologique et dans la formation professionnelle, lancent en septembre 2019 une nouvelle formation de technicien en Smart Technologies.
Le secteur de l’électrotechnique a en effet fortement évolué ces dernières années. La numérisation, l’automatisation, la mise en réseau des appareils et l’accent mis sur le développement durable requièrent de nouvelles compétences. Le secteur, toujours en demande de personnel qualifié, offre de réelles chances d’embauche.
Les élèves en Smart Technologies seront amenés à faire le lien entre l’informatique et les différents domaines techniques pour pouvoir, au terme de leur formation :
planifier, réaliser et documenter des projets ;
faire communiquer des appareils et des systèmes informatiques différents ;
faire fonctionner et entretenir des installations électriques complexes ;
reconnaître et réparer des pannes dans les installations techniques ;
conseiller les clients. Luxemburg will den Bildungssektor digital fit machen. Dazu gehören auch Tablet-Klassen, die es bisher meistens auf den unteren Klassen des Lyzeums gibt. Das soll sich bald ändern.
“Wir streben die Vollausstattung der Sekundarschulen mit Tablets an”, sagt Luc Weis vom Service de Coordination de la Recherche et de l‘Innovation pédagogiques et technologiques (Script) des Luxemburger Bildungsministeriums. “Aktuell kaufen wir zwischen 5.000 und 5.500 Tablets pro Jahr ein. Das sind etwas mehr als die Gesamtzahl der Schüler die landesweit eine 7e-Klasse beginnen. So werden wir es in nur wenigen Jahren schaffen, dass alle Schüler ein Tablet haben.” Das lässt sich der Staat 2,5 Millionen Euro im Jahr kosten, zuzüglich der Instandhaltung der schon gekauften Hardware.
Aber auch die Eltern sollen ihren Teil der Kosten tragen. “Wir nutzen ein Leasing-Modell. Die Eltern zahlen während 4 Jahren pro Jahr 50 Euro, den Rest übernimmt der Staat.” Die Vollausstattung wird aber nur für die Lyzeen angestrebt. Die Infrastruktur der Grundschulen bleibt in den Händen der Gemeinden. “Zudem sind wir skeptisch, dass eine eins zu eins Ausstattung in den grundschulen pädagogisch sinnvoll ist”, gibt Weis zu.

Das grenzüberschreitende Testfeld für automatisiertes und vernetztes Fahren zwischen Deutschland, Luxemburg und Frankreich hat bereits erste Projekte angelockt. Getestet werde beispielsweise, wie Fahrzeuge mit einem Wechsel in ein anderes Land autonom umgingen, sagte Verkehrsminister François Bausch der Deutschen Presse-Agentur in Luxemburg. Weitere Projekte drehten sich um die Kommunikation zwischen Autos, den Einsatz automatisierter Minibusse für Grenzgänger oder um intelligente Ampeln, die mit dem schnellen 5G-Mobilfunk vernetzt würden.
«Wir sind das erste grenzüberschreitende Testfeld in Europa überhaupt», sagte Bausch. Mit dieser Zone wolle man der Industrie, der Forschung und der Wissenschaft einen internationalen Raum zugänglich machen, um neue Technologien auf allen Straßenarten zu erproben. Dazu habe man eine «einheitliche grenzüberschreitende Reglementierung geschaffen», sagte Bausch. Eine Zulassung zu Tests aus einem der drei Länder gelte auch für die beiden anderen Staaten. In Luxemburg mehren sich die Initiativen, die Kinder, Jugendliche und junge Erwachsene direkt ansprechen, um ihnen die Cybersicherheit näher zu bringen. Dazu gehöre etwa das „Game of Code“ oder auch Aktivitäten wie „Hack4Kids“. „Security Made in Luxembourg“ (SMILE) ist an vielen dieser Initiativen beteiligt. Pascal Steichen, CEO des SMILE, erklärt, worin der Fokus besteht.
„Die Digitalisierung mit all seinen Technologien hat unseren privaten und beruflichen Alltag erobert. Auch wenn die jüngere Generation damit aufgewachsen ist, stellt man fest, dass sich zu sehr auf das reine Nutzen dieser Technologien konzentriert wird. Dies wird auch von den involvierten Unternehmen so vorangetrieben. Das Begreifen dieser Technologien gerät hier ins Hintertreffen. Es ist eben einfacher geworden, das Internet zu nutzen, was auch gut ist. Doch im Hintergrund ist die Komplexität des Netzes extrem gestiegen in den letzten 30 Jahren. Im Ernstfall wird diese sichtbar und überfordert viele Nutzer. Deshalb ist es wichtig, die Jugend möglichst früh anzusprechen, denn sie werden bereits im jungen Alter mit diesen Technologien konfrontiert. Beim rezenten Meetup der Teilnehmer der ,Cybersecurity Challenge‘ wurden Workshops unserer Partner angeboten. Der Kontakt mit den Firmen ist wichtig, weil die Teilnehmer so potenzielle Arbeitnehmer kennen lernen. Während einst mehrere hundert Seiten starke Wälzer den Besitzer wechselten und anschließend immer schmalere USB-Sticks, gab es gestern Morgen lediglich eine Visitenkarte. Darauf gedruckt: Ein QR-Code, dessen „Scan“ auf das Portal budget.public.lu führt, wo sämtliche Dokumente zum Haushalt hinterlegt sind.
Sozial gerechtere Politik
„Eine Visitenkarte, weil dieses Budget die Visitenkarte unseres Landes ist und das Spiegelbild der Politik, welche die Regierung in den kommenden fünf Jahren machen will“, erklärte Finanzminister Pierre Gramegna. Und diese Politik könne sich auf eine solide Grundlage stützen, die durch eine präzise Haushaltspolitik und eine gute Konjunktur geschaffen worden sei. So schrieb der Zentralstaat 2018 zum ersten Mal seit zehn Jahren wieder „eine schwarze Null“. Die Wirtschaftsaussichten - das Land hat in den letzten fünf Jahren drei Prozent Wirtschaftswachstum im Durchschnitt verzeichnet - bleiben weiterhin gut, auch wenn weiter mit Risiken wie Brexit, Handelskonflikte, Protektionismus und Börsensprüngen zu rechnen sei. Gute Konjunktur bedeutet hohe Steuereinnahmen, weniger Arbeitslosigkeit und mehr Konsum. Und mehr Einnahmen ermögliche eine sozial gerechtere Politik. Durch fiskalische Maßnahmen (s. Kasten) aber auch durch weitere Mittel etwa für Familien- und Schulpolitik. Der Finanzminister erwähnte in diesem Zusammenhang die 43prozentige Steigerung der Mittel für das in der letzten Legislatur reformierte Erfolgsmodell Elternzeit auf 237 Millionen Euro. Das Budget des Bildungs- und Jugendministeriums knacke 2019 erstmals die 2,5 Milliarden Euro-Marke. Mehr Investitionen will die Regierung insbesondere für die Bekämpfung der Jugendarbeitslosigkeit und die Schaffung von Alters- und Pflegeheimen aufwenden, für die Begleitung von behinderten Mitbürgern, den Wohnungsbau - das Budget des betroffenen Ministeriums soll um 6,8 Prozent steigen -, aber auch für Sport und Kultur. Am Entwicklungshilfebudget, das ein Prozent des Bruttoinlandseinkommens ausmacht, wird indes nicht gerüttelt. 420 Millionen Euro (+6 Prozent) stehen hier bereit.
Mehr Mittel gibt es auch für die Steigerung der Wettbewerbsfähigkeit der Betriebe. Über steuerliche Maßnahmen hinaus, wird der „Fonds de l’Innovation“ um 25 Millionen Euro aufgestockt. 90 Millionen Euro stehen bis 2022 für die Förderung von Forschung und Innovation bereit und 88,5 Millionen für die Schaffung neuer Gewerbegebiete. Stark gefördert wird die Digitalisierung auf allen Ebenen.

The European Commission has recently launched four Cybersecurity Competence Networks with the aim of accelerating cybersecurity research by drawing together Europe’s leading experts. Each network brings together some 40 partners from across Europe, with a total initial financing of around €65 million provided by the Horizon 2020 programme. The objective is to scale up existing research for the benefit of Digital Single Market cybersecurity and to arrive at a blueprint for the governance of ongoing large-scale collaboration in the field.
Participation in the networks was highly competitive, and the University of Luxembourg was selected for three of the networks. Through its Interdisciplinary Centre for Security, Reliability and Trust (SnT), it will contribute experts working in resilient systems for the Internet of Things (IoT), biomedical data protection, automated detection and fixing of Android app vulnerabilities, big data, and blockchain based distributed systems.
Cross-sector expertise
Professor Paulo Esteves-Veríssimo, FNR PEARL Chair, is coordinating SnT’s involvement in the initiative, alongside colleagues Professor Yves Le Traon and Professor Radu State: “SnT is a good example of a research centre with expertise across cybersecurity, from cryptography and blockchain to IoT and software testing. But if we are to secure our critical industries — healthcare, energy, finance, transportation, and public administration — we need actors from across Europe pulling together and challenging one another to reach new heights,” he says.
Professor Esteves-Veríssimo’s own efforts focus on extreme threats to critical information infrastructures, such as power grid control and autonomous driving systems. “The systems we use today are complex, and that creates vulnerabilities,” he explains. “My team investigates innovative algorithms and mechanisms we can apply to make systems tolerate faults and intrusions in an automatic way; our critical information infrastructures need to endure and adapt, regardless of whether the problem is an accidental malfunction or a malicious attack. We call it resilience, and it needs to be built into our digital infrastructure. Joint AI Laboratory to open in the Grand Duchy as part of agreement.
Digital Luxembourg, Luxembourg’s research community & NVIDIA launch collaboration following MoU last summer
January 30, 2019 – Luxembourg announced today that it will become the first European country to launch an AI partnership with NVIDIA, a global pioneer in AI technology and GPU computing.
This collaboration follows a memorandum of understanding (MoU) signed on July 5, 2018 by NVIDIA and the Luxembourgish Government.
As part of this national agreement, a joint AI laboratory will be set up in Luxembourg. Here, the nation’s research community will have access to state-of-the-art NVIDIA hardware and software, as well as the opportunity to work closely with the organization’s world-class computer scientists.

SECURITYMADEIN.LU is pleased and honored to represent the Grand-Duchy of Luxembourg in the construction of the future guidelines of the OECD on cybersecurity. This is an important milestone in the country’s history that had benefited from the international organization’s publications in the development of its own strategy.
The OECD has been involved in the digital security sector since the early 1990s as part of its mission to promote policies that will improve the economic and social well-being of people around the world.
In 2002, the publication of the “OECD Guidelines for the Security of Information Systems and Networks: Towards a Culture of Security” was one of the main inspiration of the Luxembourg government to create a national culture of cybersecurity. The “cyberworld awareness and security enhancement services”, CASES, was created in response of these guidelines and to meet the needs of the growing digital economy. In line with the government’s strategy, this state-supported organization quickly developed the MONARC project, a risk assessment tool made available to private and public organizations.
From 2002 to 2015, the cybersecurity culture of the Grand-Duchy flourished and has been integrated into the national economic and social strategy. The first notable mention in the government program was officially made in 2009. It took only three years to develop the first National Cybersecurity Strategy, followed by two consolidated versions in 2015 and 2018. This trend also led to the creation of different entities such as BEE SECURE in 2008 and “Security made in Lëtzebuerg” (SMILE) in 2010.
All of these initiatives aim to implement the OECD guidelines at the national level. This resulted in a strategic alignment with the latest OECD recommendations on “Risk Management for Economic and Social Prosperity” published in 2015. This close correlation of vision was further confirmed at the presentation in 2017 of the report “Supporting an effective cyber insurance market”, which provided G7 countries with guidance for the development of this market. It was also a topical issue in the Luxembourg insurance sector which was discussed at the event organized by the Chambre des Métiers in the framework of the Cybersecurity Week Luxembourg 2018. Indeed, Luxembourgers are considered the most qualified in the world in terms of basic digital skills (over 90%). Le ministre délégué à la Digitalisation, Marc Hansen, a annoncé lors de l’ouverture du deuxième Infrachain Summit à la Spuerkeess, ce jeudi matin, le lancement d’une blockchain «publique», développée par le CTIE et le Sigi. Une première mondiale.
«Nous allons lancer une blockchain publique, probablement unique au monde, dont les opérateurs seront le CTIE et le Sigi, à un niveau national et local.» Le ministre délégué à la Digitalisation, Marc Hansen , n’a pas fait le déplacement à la deuxième édition du sommet Infrachain pour rien.
«Nous allons mener des expériences sur les premières applications possibles, pour mieux comprendre les opportunités. Mais nous sommes déterminés à être des pionniers! Si les autorités se lancent dans cette initiative, cela devrait amener le secteur privé à en faire autant», ajoute-t-il.
