NATO adopted an official hymn for the first time in the Alliance’s history on Wednesday (3 January 2018). Composed for NATO’s fortieth anniversary in 1989, the “NATO Hymn” was written by Captain André Reichling, conductor of the Luxembourg Military Band.

Since then it has been played at many NATO events, including the most recent meeting of Allied Heads of State and Government in May 2017.

Les entreprises industrielles partent à la rencontre des lycéens du pays

Plus de 1.000 élèves sont attendus jusqu’à vendredi au Forum Geesseknäppchen pour la deuxième édition de HelloFuture. Le principe est simple: pendant deux heures, les adolescents sont conscientisés au poids de l’industrie au Luxembourg et découvrent des réalisations concrètes d’une série d’entreprises. Celles-ci se présentent et échangent avec les élèves. A Luxembourg, ce sont SES, CDCL, Paul Wurth, CEBI et KetterThill qui participent à l’évènement. Différentes sociétés se joindront aux prochaines étapes.

Car l’opération prend la forme d’un «roadshow» pour partir à la rencontre des élèves du pays jusqu’au printemps. Sur la feuille de route, on retrouve une vingtaine de lycées situés à Esch-sur-Alzette, Junglister, Mamer, Dommeldange, Mersch, Echternach, Wiltz, Diekirch, Redange et même l’Ecole Européenne I.

Susciter des vocations

«Nous voulons montrer que l’industrie au Luxembourg est une branche d’avenir», a expliqué mercredi à la presse le ministre de l’Education nationale, de l’Enfance et de la Jeunesse. Claude Meisch a souligné la dimension «captivante» de ces métiers, mais aussi le rôle que peut jouer une initiative comme HelloFuture dans la prévention contre le décrochage scolaire.

Die Luxemburgisch-Kurse des nationalen Sprachen-Instituts (INL) sind überfüllt. Wie Bildungsminister Claude Meisch (DP) am Donnerstag in einer Antwort auf eine parlamentarische Antwort bestätigt, gibt es bis zum 6. Juli dieses Jahres keinen einzigen freien Platz mehr. “Ich muss Angebot und Kurse reorganisieren”, schreibt Meisch an den Abgeordneten Marc Spautz (CSV), der die entsprechende Anfrage gestellt hatte.

Das Phänomen ist neu. Bis zum April 2017 mussten Anwärter maximal einen Monat auf einen Platz in einem Luxemburgisch-Kurs warten. Wegen des neuen Nationalitätengesetzes von Justizminister Félix Braz (déi gréng) sei die Nachfrage allerdings drastisch gestiegen, so dass die Wartezeit mittlerweile bei sechs Monaten liegt. Braz hatte im Gespräch mit dem Tageblatt am Mittwoch erklärt, dass sein Gesetz ein voller Erfolg war. Die Beantragungen der luxemburgischen Nationalität hätten sich verdreifacht, seit der Text im April 2017 in Kraft getreten ist. Bei einer Einbürgerung durch “Naturalisation” müssen Anwärter die Sprachkurse ablegen.

An American artist will be arriving in Luxembourg this month to take part in an emerging artist-in-residence programme at Bourglinster Castle.

Chris Maddox from Madison, Wisconsin, was selected by the Museum of Wisconsin Art (MOWA) for the programme, which is offered by MOWA exclusively to Wisconsin artists.

The mixed-media artist's work has previously been acquired by museums and private collectors in the US, Italy and Japan.

His current work focuses on book art projects and installation work.

MOWA executive director and chief executive Laurie Winters said Maddox "stood out as a rising star".

She added: "I know he will be inspired by the Luxembourg culture and community of artists to both grow and create while aboard."

En 2017, en un peu plus de six mois, 48.813 visiteurs ont pu être enregistrés au ‘natur musée’. En effet, flanquées par une exposition temporaire très attrayante sur les félins, les nouvelles expositions permanentes du Musée national d’histoire naturelle ont connu dès leur réouverture, le 26 juin 2017, un grand succès populaire. Après avoir été fermées au public pendant presque deux ans, elles invitent maintenant à nouveau à la découverte des riches collections du musée. S’y rajoute le Science Festival au mois de novembre qui attirait comme ses éditions précédentes les foules au Grund et au ‘natur musée’.

Malgré une pluie incessante, près de 10.000 curieux des sciences ont pu participer pendant quatre jours aux 58 ateliers et 6 spectacles. Initiateur et organisateur de la plus grande fête des sciences au Luxembourg depuis 1995, le Musée national d’histoire naturelle assurait à lui seul 13 ateliers dont la plupart avaient lieu dans les nouvelles expositions du ‘natur musée.

Apprendre le luxembourgeois intéresse de nombreux étrangers qui travaillent au Grand-Duché. Faute de temps ou d’horaires fixes, ils se tournent parfois vers des méthodes en ligne. L’offre est relativement importante au Grand-Duché. Le gouvernement lui-même s’y est mis, avec le dictionnaire en ligne LOD (lëtzebuerger Online Dictionnaire), soutenu par le ministère de la Culture.

Le site en cinq langues «est complété en permanence par une dizaine de personnes», indique le ministère. En 2017, le site, consulté par 23 023 personnes, a enregistré en moyenne 288 234 requêtes par mois, en hausse de 73% sur un an! Des évolutions ont déjà été apportées, avec une page spéciale consacrée au vocabulaire médical en luxembourgeois.

Ab Mitte 2018: Passkontrolle am Findel wird automatisch

Das automatische Grenzkontrollen-System (in engl. Automated Border Control; kurz ABC) soll Mitte 2018 am Luxemburger Flughafen eingeführt werden. Das gab der Minister für Innere Sicherheit, Etienne Schneider (LSAP), in einer Antwort auf eine parlamentarische Frage vom LSAP-Abgeordneten Marc Angel bekannt.

Dass eine Einführung des ABC-Systems in Luxemburg in Betracht gezogen wird, ist schon länger bekannt. Minister Schneider bestätigte nun, dass das Projekt in der Entwicklungsphase sei und im ersten Halbjahr 2018 umgesetzt werden soll. Ziel ist es, die Warteschlangen bei der Passkontrolle mithilfe der neuen Technik zu reduzieren. Insgesamt sollen zehn vollautomatische Schalter gebaut werden. Der Ausreise- und Einreisebereich wird mit jeweils fünf Terminals ausgestattet.

Die sieben “klassischen Schalter” werden deswegen aber nicht abgebaut, sondern bleiben bestehen.

Die Kinder- und Jugendgesundheitsstudie „Health Behaviour in School-aged Children“ ist eine seit 1982 bestehende internationale Forschungskooperation zur Untersuchung des Gesundheitsverhaltens von Kindern und Jugendlichen im Schulalter, die durch die Weltgesundheitsorganisation WHO unterstützt wird.

Seither hat sich der Teilnehmerkreis stark erweitert und umfasst aktuell 45 Länder und Regionen in Europa, Nordamerika und Asien. Luxemburg hat im Jahr 1999 erstmals eine HBSC-Pilotbefragung durchgeführt und nimmt seit 2006 regelmäßig an den HBSC-Befragungen teil.

Der Kern des Forschungsprojektes ist die vierjährliche Befragung von Schülern im Alter von 11 bis 18 Jahren zu Themen wie Gesundheit, gesundheitsrelevantes Verhalten und Umweltbedingungen.

Luxemburgisch für Anfänger

Etwas weiter oben, wenn auch unscheinbarer, gibt es ein besonderes Schmankerl zu entdecken: Hier kann sich der Online-Leser durch luxemburgische Sätze inklusive englischer Übersetzung durchklicken.

Bei der Auswahl der Sätze versucht man zum einen, den Briten die luxemburgische Küche etwas näherzubringen: “Kënnt Dir mir wann ech gelift soen, wou een déi beschte Gromperekichelcher kritt?” (Please can you tell me where is the best place to try gromperekichelcher (potato pancakes)?) Zum anderen sollen die Sätze den luxemburgischen Humor inklusive kleiner Stichelei − Stichwort Brexit − verdeutlichen: “D’Englänner hätte gär alles an de Rescht och nach dobäi. Virdru ware se dran, mat villen Opt-outen. Elo wëlle se eraus, mat villen Opt-inen. Mir sinn dach hei net op Facebook, wou et e Status ‘et ass komplizéiert’ gëtt.” Zitiert wird Premierminister Xavier Bettel.

Eine Sprache auf dem Vormarsch

Auch wenn die Briten, die den Artikel lesen, nun glauben, dass Luxemburgisch hier nur im Schutz der eigenen vier Wände gesprochen wird − wir uns damit also nicht auf die Straße trauen −, informiert er sehr detailliert und fundiert. Die Journalistin beschäftigt sich mit der Sprachsituation im Großherzogtum, dem großen Interesse von Nicht-Luxemburgern, die Nationalsprache zu lernen, dem 40-Punkte-Plan der Regierung, der die Popularität des Luxemburgischen weiter fördern soll, und der Petition Nr. 698.

Rankin verweist mit einem Zitat des Kulturministers Guy Arendt auch hier auf eine Gegebenheit, die vielen Luxemburgern nicht bewusst ist: “Ich bin nicht einer von denen, die glauben, dass unsere Sprache dabei ist, auszusterben oder zu verschwinden. E-Mails, SMS und soziale Netzwerke haben dazu geführt, dass Luxemburgisch in seiner geschriebenen Form so viel benutzt wird wie nie zuvor.”

Die Arbeitslosigkeit ist in den letzten Monaten und Jahren in Luxemburg beständig gesunken. Im November lag die Arbeitslosenquote bei 5,8 Prozent. 15.893 Menschen waren arbeitslos gemeldet.

In den 90er-Jahren des letzten Jahrhunderts gab es in Luxemburg vergleichsweise wenig Arbeitslose. Aus den Tabellen des Statistikamtes Statec geht hervor, dass damals 5.333 Menschen beim Arbeitsamt eingeschrieben waren. Die Arbeitslosenquote lag bei nur 2,9 Prozent.

In der Theorie heißt es, dass Arbeitslosigkeit, auch unter bestmöglichen Bedingungen, nicht komplett verschwinden kann. Es wird zum Beispiel immer Menschen geben, die sich zwischen zwei Jobs befinden, die nicht wissen, dass irgendwo eine passende freie Stelle auf sie wartet, oder die Opfer einer unverhofften Pleite geworden sind, die auch bei guter Konjunktur immer eintreffen kann. Die Rede ist von der “natürlichen Arbeitslosigkeit”.

Lange Jahre bewegte sich die Arbeitslosenquote im Großherzogtum um den Wert von drei Prozent. Zwischenzeitlich sank sie sogar auf 2,2 Prozent. Erst ab 2003 fing die Arbeitslosenrate in Luxemburg an, konstant zu steigen. Ende 2007 lag sie bei vier Prozent.

Die luxemburgisches Sozialversicherungen haben das Jahr 2016 im grünen Bereich abgeschlossen. Einnahme in Höhe von 13,2 Milliarden Euro (+4,7 Prozent im Vergleich zu 2015) standen Ausgaben von 11,7 Milliarden Euro (+1 Prozent) gegenüber. Das geht aus dem Bericht der Generalinspektion der Sozialversicherung (IGSS) hervor, der am Mittwoch veröffentlicht wurde.

Im Einzelnen trug der Staat 49,8 Prozent der Mittel. Die Versicherten bezahlten 23,3 Prozent davon. Nicht-öffentliche Arbeitgeber hatten einen Anteil von 19,8 Prozent. Die restlichen 7,1 Prozent stammen aus anderen Quellen.

Le Luxembourg présentera pour la première fois au mois de janvier un stand aux couleurs nationales lors du plus grand salon dédié aux nouvelles technologies, le CES de Las Vegas. Huit pépites luxembourgeoises y participeront. Aujourd’hui, nous vous présentons CarPay-Diem.

Depuis sa création, il y a un an et demi, elle cumule les distinctions. Coup de cœur du jury des Fintech Awards 2017, finaliste du concours New Mobility World, qui a lieu chaque année au Salon international de l’automobile de Francfort, ou plus récemment seconde du concours d’intelligence artificielle organisé par Volkswagen... CarPay-Diem fait mouche.

Si le pays figure sur la liste des bons élèves mondiaux en matière d’utilisation des TIC, il se caractérise par un recours différent aux multiples outils proposés. L’utilisation des services bancaires en ligne et des réseaux sociaux figure parmi les habitudes fortement ancrées.

Classé une nouvelle fois dans le top 10 mondial des pays les plus connectés en 2017 par la branche de l’ONU spécialisée dans l’évaluation des technologies, le Luxembourg entend bien capitaliser sur la numérisation de la société. Si le taux de ménages résidents dotés d’une connexion internet stagne à 97% depuis 2015 – mais dépasse la barre des 90% depuis 2010 –, le recours aux services proposés en ligne ne cesse de croître.

Every year, the Hachette Wine Guide presents its ranking of wines selected in France, Switzerland and the Grand Duchy. And the result of national winemakers doesn't need to shy away -four cuvées won over the jury and had the honour of being awarded with the "coup de cœur" distinction.

And the winners are ...
The four coups de cœurs are awarded to:

Being listed in the Hachette Wine Guide is somewhat like winning an Oscar. Indeed, the French guide is THE reference for experts and amateurs of wines and sparkling wines. So it's obvious that the 2018 edition will spread further the fame enjoyed by Luxembourgish wines among winelovers everywhere.

Additional Luxembourgish language teachers, lessons and nationality language exam sessions will be introduced to cope with the increasing number of people who want to become Luxembourgish nationals.

It was announced last month that the Institut national des langues (INL) – by which language tests are taken – had no exam vacancies until July, with the exception of one session on 6 July, where there are 30 remaining spaces.

Education minister Claude Meisch has now confirmed additional resources will be put in place to meet increasing demand.

"As the number of exam applicants have largely exceeded anticipated numbers, INL has planned to train additional examiners," Meisch said.

"Four extra sessions could be organised after the academic holidays in February, which would allow 512 more applicants to take the exam."

Meisch said that, after the INL moved back to its site on Boulevard de la Foire during the second semester of the 2017-18 academic year, it would be able to hold more regular exam sessions.

At the same time, the number of lessons for the purpose of taking the nationality language test will increase from 38.5 to 54.5 hours per week.

Extra teaching staff will be added from September 2018.

2017 a vu l’arrivée des premiers robots-conseillers dans les banques, chez Keytrade Bank et, plus récemment, à la BCEE. L’objectif est d’attirer de nouvelles catégories d’investisseurs, peu exigeants en conseils.

On en parlait depuis un certain temps, mais au cours de l’année 2017, les robots-conseillers se sont pour la première fois invités dans les banques luxembourgeoises. Programmés pour la gestion discrétionnaire d’actifs – sans contrôle de l’investisseur sur les choix effectués –, ils placent les montants qui leur sont confiés en fonction des profils des clients et de la situation du marché.

Premier à s’être lancé dans la gestion d’actifs robotisée, Keytrade Bank Luxembourg a lancé son produit Keyprivate au mois de mai dernier. Un lancement simplifié par le fait que la banque en ligne avait déjà testé son nouvel assistant algorithmique sur le marché belge depuis la fin de l’année 2015. «Nous sommes ravis de la phase de lancement, confie Thibault de Barsy, CEO de Keytrade Luxembourg.

Comparativement, nous sommes un peu en avance sur l’historique de la Belgique.» Si le robot a attiré de nouveaux clients – pour une moyenne de portefeuille actuellement de 50.000 euros –, il a aussi suscité de l’intérêt auprès des investisseurs déjà clients qui ont vu dans Keyprivate une alternative aux produits traditionnels.

Une alternative, c’est aussi ce que recherche la Banque et caisse d’épargne de l’État (BCEE) qui a lancé, il y a quelques semaines à peine, son offre de robo-advisor sous la forme du produit Speedinvest. Sur son site internet, elle le présente comme une solution face à l’atonie de l’épargne.

Le SCRIPT et l’IFEN invitent les enseignants du secondaire intéressés par l’apprentissage mobile et connecté via tablettes numériques à s'inscrire pour les TabletDays2018 qui auront lieu le 27 et 28 avril 2018 à Rorschach en Suisse.

C'est dans le contexte du réseautage de classes mobiles et connectées et du partage de bonnes pratiques entre les lycées du Luxembourg que des conditions préférentielles sont proposées aux premiers enseignants qui s’inscrivent à ladite manifestation.

L'IFEN prend en charge les frais d'inscription des premières 80 personnes et le SCRIPT assurera le trajet aller-retour en bus pour les premières 48 personnes qui opteront pour ce mode de transport. Les coûts de la soirée d'échange supplémentaire EatTogether (50 €) et d’une nuitée à l’hôtel sont aux frais des participants.

Im Juli 2016 kündigte die griechische Molkerei FAGE an, einen Produktionsstandort in der Industriezone Wolser errichten zu wollen. Vor kurzem wurde der entsprechende PAP im Düdelinger Gemeinderat diskutiert.

Das Unternehmen FAGE existiert seit 1926. Es ist ein internationales Unternehmen in der Nahrungsmittelindustrie, das sich auf die Produktion von griechischem Joghurt spezialisiert hat. Seit 2012 hat das Unternehmen seinen europäischen Hauptsitz in Strassen. Auf Wolser wird es neben Metamorfosi (Griechenland) und in Johnstown (USA) eine dritte Produktionsstätte aufbauen.

Geplant ist, dass bis Ende 2018 eine Molkereianlage, Büroräume sowie eine Kläranlage errichtet werden. Dies bedeutet ein Invest von rund 100 Millionen Euro.

The latest Startup Weekend Luxembourg, hosted at Technoport between 24-26 November, reserved a joyful surprise for two groups of the University of Luxembourg students who are passionate about entrepreneurship and delivered an impressive outcome in this competition.

Their projects CheckMath (a math app enabling sustainable learning) and Hire Students (a job placement concept for students in Luxembourg) convinced the jury and were listed 1st and 4th of 12 innovative startup projects. This victory was all the more impressive as the student groups competed with many participants with rich professional experience.

Part of their winning formula was attributed to attending the Ideation Camp of the newly created Entrepreneurship Program of the University in October.

Methodology

To create a shortlist for ‘fDi Tourism Locations of the Future 2017/18', the fDi Intelligence division of the Financial Times collected data using specialist online FDI tools – fDi Benchmark and fDi Markets, as well as other sources. Data was collected for 43 locations. Locations were determined using the following parameters:

Countries with at least 10% of GDP derived from tourism receipts; and/or
Countries with at least 10% of all FDI projects in the tourism cluster
Countries scored up to a maximum of 10 points for each data point, which were weighted by importance to the FDI decision-making process in order to compile the overall ‘Tourism Locations of the Future 2017/18’ ranking.

In addition, surveys were collected under a sixth category, FDI Strategy, for which there were nine submissions. For these, the judging panel awarded bespoke Editor’s Choice awards.

The brilliant autumn sun is streaming into the classroom, as students wander in. Bonjour, Gudde Moien, says the teacher, Luc Schmitz. It is 8am on Monday morning and people from at least a dozen countries are here to take one of this school’s most popular language courses: Luxembourgish.

Despite gloomy predictions, more and more people want to speak the language, which has been on Unesco’s list of endangered languages since 2010. At Luxembourg’s National Institute of Languages, where Schmitz teaches, enrolments are up. According to Luxembourg’s ministry of culture, more than 6,500 adults were enrolled on Luxembourgish courses in 2016-17, twice the number a decade ago.

Luxembourgish, traditionally just spoken at home, can sound like a curiosity. It was not even a national language of Luxembourg until 1984 and is hardly spoken outside the Grand Duchy. Nearly half of Luxembourg’s 576,000 inhabitants are foreigners, many of whom find it easier to speak one of the country’s other official languages, French and German, or even English. “You can live in Luxembourg without knowing a word of Luxembourgish,” says Schmitz. “[But] it is fun, it expands your view and your children cannot talk in a secret language that you do not understand.”

Now Luxembourg’s government wants to boost the status of the language further with a 40-point action plan that aims to promote it in schools, libraries, government offices and embassies. Luxembourgish will be codified, with an academy, nationwide spelling campaigns and the completion of an online dictionary. Schoolchildren will be able to do poetry slam, creative writing and theatre in the language. The government will also petition Brussels for Luxembourgish to be recognised as one of the EU’s 23 official languages – although the result will be symbolic, rather than scores of jobs for translators.

Le Luxembourg présentera pour la première fois au mois de janvier un stand aux couleurs nationales lors du plus grand salon dédié aux nouvelles technologies, le CES de Las Vegas. Huit pépites luxembourgeoises y participeront. Nous continuons notre série avec CoinPlus.

Si l’investissement dans des crypto-monnaies peut s’avérer un excellent placement à moyen et long terme, il n’en reste pas moins risqué. En effet, la seule preuve de son avoir réside dans un code d’accès. C’est pour donner un peu de poids à la technologie que CoinPlus a mis en place une solution de «crypto-barre».

La start-up propose ainsi d’inscrire sur un lingot d’or, d’argent ou d’acier le code qui fait office d’acte de propriété de la somme de crypto-monnaie acquise. Plus de risque, donc, de voir sa clé virtuelle disparaître en cas de casse ou de piratage de son ordinateur. Les dirigeants de CoinPlus cherchent maintenant à convaincre les fonds d’investissement et autres family offices à proposer cette solution comme alternative à leurs produits d’investissement classiques.
