Wie der öffentlich-rechtliche Radiosender 100,7 am Mittwochabend berichtete konnte man durch Manipulation der Verweise im Webbrowser Zugang zu Daten erhalten, die nicht für die Öffentlichkeit bestimmt waren. Besonders heikel: Unter den Datensätzen befanden sich auch Geheimdienstberichte, interne Kommunikation über ausländische Gäste und persönliche Bürgerangelegenheiten, wie 100,7 berichtet.
Die Gefahr sei aber nicht von “außen”, sondern von “innen” gekommen, so 100,7. Mars Di Bartolomeo sagte gegenüber dem Radiosender, dass solche Pannen nicht zu tolerieren seien und der Fall mit aller Konsequenz aufgeklärt werde – genau so wie Missbräuche in diesem Zusammenhang. Luxembourg’s data protection agency, the CNPD, has released a data breach notification form ahead of strict new European rules coming into effect later this year.
Among its provisions, the EU’s General Data Protection Regulation requires “data controllers” (organisations that keep personal information) to inform their national regulator of a data breach within 72 hours of discovering it, “if the breach is likely to result in a risk to the rights and freedoms of individuals.”
The GDPR applies starting 25 May.
On its website, the CNPD said organisations were not required to use the form, but it listed the required information.
The CNPD also stated that organisations needed to document all breaches of personal data, even if it is not reported to the privacy watchdog. Organisations are required to record the facts surrounding the breach, its impact and the steps taken to remedy the situation. The CNPD can ask to check this documentation.

Bei der Cyberverteidigung ist ein Team gefordert - ein Interview
Aus Hollywood-Filmen sind die Szenen bekannt: Hacker wollen das Stromnetz lahmlegen und liefern sich einen erbitterten Kampf mit den Sicherheits-Leuten im Cyberspace. Gigantische Angriffe sollen Satelliten abstürzen lassen oder Raketen umprogrammieren - all das ist natürlich, wie so oft bei der Traumindustrie aus Hollywood, reine Fantasie. Reale Cyberverteidigung, die Abwehr von böswilligen Faktoren im Cyber-Raum, ist ganz anders: Sie beschäftigt sich eher mit Widerstandsfähigkeit und Aufklärung und setzt auf Zusammenarbeit der unterschiedlichen Experten. Das bedeutet auch: Der abgedunkelte Arbeitsraum mit hundert Bildschirmen und grünem Code ist der Dramatik halber ebenso frei erfunden wie die Horrorszenarien, die sich in den Filmen abspielen. Face à la multiplication des acteurs publics concernés par la sécurité informatique, le gouvernement a décidé de créer un comité interministériel en charge de coordonner l’ensemble des actions de l’État et de définir la position du Luxembourg à l’international.
Déjà considérée comme prioritaire par les autorités, la cybersécurité s’imposera encore un peu plus dans l’agenda public à partir de 2018. Le gouvernement a en effet décidé mercredi dernier de réunir l’ensemble des acteurs institutionnels concernés par cette thématique en créant un «comité interministériel de coordination en matière de cyberprévention et de cybersécurité». Celui-ci débutera son activité l’année prochaine et aura pour principal objectif d’apporter de la cohérence et une vision globale aux différentes actions menées. Wie lange können Sie sich gegen Cyberangriffe wehren? Diesen realistischen Test bietet das Cybersecurity Competence Center (C3) derzeit an. Unternehmen können ihre Mitarbeiter im extra eingerichteten «Raum 42» schulen lassen. Dort gibt es drei Stunden lang verschiedene virtuelle Attacken mit Erklärungen, Simulationen und Nachbesprechungen.
Das C3 bietet dieses Seminar für zwei Monate an. Es kostet die Firmen 1500 Euro und kann von fünf bis acht Mitarbeitern absolviert werden. Es soll dem Personal zeigen, wie sie Angriffe aus den Tiefen des Internets erkennen und sich davor schützen können. «Eine Cyberattacke kann viel zerstören und die Opfer eine Stange Geld kosten», sagt Jérôme Jacob, Leiter der Seminare des C3.
Cyberattacken werden nicht öffentlich
Jacob erzählt, dass in Luxemburg viele Unternehmen Opfer solcher Attacken sind. «Aber so etwas wird nicht nach außen kommuniziert, da es natürlich dem Image und der Vertrauenswürdigkeit des Unternehmens schadet», sagt er. C3 bringt den Mitarbeitern das Einmaleins gegen Cyberattacken bei, damit sie im Falle eines Angriffs adäquat reagieren können.
Im «Raum 42» herrscht eine schwer greifbare Stimmung. Trotz der Frustration, von allen Seiten angegriffen worden zu sein, zeigt sich kein Gefühl des Versagens. «Es gibt keine Verlierer», sagt Jacob, «wir sind hier, um die Teilnehmer aus ihren Fehlern lernen zu lassen. Following Edward Snowden’s revelations about government mass surveillance, end-to-end encryption is now widely available through services such as Facebook’s WhatsApp. The technique ensures that only sender and recipient can read a message.
Dr Jiangshan Yu at the University of Luxembourg has developed a solution to a longstanding problem in the field of end-to-end encryption: With current end-to-end encryption methods, if an attacker compromises a recipient’s device he can then intercept, read and alter all future communications without sender or recipient ever knowing. Dr Yu’s solution, developed in collaboration with Prof. Mark Ryan (University of Birmingham) and Prof. Cas Cremers (University of Oxford), adds an extra layer of security, forcing attackers to leave evidence of any such activity and prompting users to take action. Le groupe informatique français Nes, actif dans la sécurité, a indiqué ouvrir une filiale au Luxembourg, comme l’ont remarqué nos collègues du Wort. Il s’agit d’une première étape dans une stratégie d’internationalisation de l’entreprise qui veut à la fois accompagner ses clients hors de France et se positionner auprès de sociétés étrangères.
L’activité de la filiale luxembourgeoise concernera aussi les risques informatiques et les conseils liés, avec un focus sur le secteur financier. Une vingtaine de postes doivent être créés. New key systems allows car owners to enter and start their vehicle without ever touching a key. But the technology is not entirely safe. That is why two ICT experts from the Interdisciplinary Centre for Security, Reliability and Trust (SnT) at the University of Luxembourg partnered up with Honda R&D Europe to address security vulnerabilities.
Prof. Thomas Engel and Dr Florian Adamsky signed a 30.000 euro grant agreement with the automotive giant in the Spring of 2017 to collaborate on secure key systems.
Security risks of remote unlocking
Much like contactless payments, the new key technology lets individuals unlock their cars just by getting close to it. Conversely, walking away from a vehicle locks it. The only security measure is thus the limited range of key systems that is about 10 meters.
Car thieves can buy off-the-shelf products from the black market to amplify the key signal. This enables them to unlock and start the car and drive away while its owner is just a few meters away. It is such a clean theft that no traces are effectively left behind, making a claim with insurance difficult to nearly impossible.
Unknown to most car owners, passive key entry systems carry this new kind of vulnerability that causes major headaches to insurance companies and authorities. The so-called relay attacks have been around since 2011, but the problem has been growing exponentially and gaining increased attention. Several automobile clubs have begun alerting the population (in German), such as the German automobile club (ADAC). À cause de lacunes dans la sécurisation du site internet de la Chambre des députés, des milliers de documents – en partie confidentiels - pouvaient être consultés jusqu’à ce mercredi sur chamber.lu. L’intrusion est désormais «stoppée».
«La Chambre des députés informe qu’une intrusion vient d’avoir lieu dans une de ses bases de données informatiques», lisait-on ce mercredi soir dans un communiqué de la Chambre. Plus loin, elle assure que l’intrusion a été stoppée.
L'institution explique qu’un «correctif» mis en place en 2015 lorsqu’une faille de sécurité avait été détectée aurait «probablement été effacé par erreur», ouvrant ainsi à nouveau la faille.
Quelques heures plus tôt, radio 100,7 rapportait que de nombreux documents «internes et sensibles» n’étaient pas sécurisés de manière adéquate. En modifiant simplement des hyperliens, ces documents confidentiels pouvaient être consultés dans un logiciel de navigation ordinaire. An Valentinstag, dem14. Februar fiel um 10 Uhr der Startschuss für die DigiRallye Winteredition 2018. Diese fand im Forum Geesseknäppchen statt, wo 100 Kinder zwischen 8-12 Jahren aus Maison Relais des ganzen Landes zusammenkamen, um an lehrreichen und spaßigen Aktivitäten teilzunehmen. Die Grundausrichtung der DigiRallye war dabei traditionell die Sensibilisierung für eine risiko- und verantwortungsbewusste Nutzung der neuen Medien und Technologien.

A research project exploring the fight against the criminal misuse of cryptocurrencies has been granted funding by the Luxembourg National Research Fund.
The project will be led by Associate Prof. Silvia Allegrezza for a period of two years.
During this time, the project intends to contribute to the design of a coordinated European Union supervision and enforcement system to combat criminal uses of virtual currencies. Once hailed as an innovative peer-to-peer payment system, cryptocurrencies have increasingly been linked to money-laundering, fraud and trafficking in illicit goods. They pose a particular challenge in that they are designed to conceal the identity of their users, making it difficult to identify perpetrators in criminal investigations.
Since cryptocurrency services operate across national borders through the internet, the research project will focus on enhancing international cooperation and coordination to effectively detect, investigate and sanction crimes perpetrated by means of cryptocurrencies. To this end, the study will take advantage of the strategic position of Luxembourg, both as a dynamic hub for blockchain industry and cryptocurrencies markets.
The Luxembourg team of researchers will be supported by an interdisciplinary penal of eminent experts in the field from Germany, Singapore, the UK and the US.
The FNR funding was awarded through the OPEN 2017 scheme, with €437,000 awarded for the two-year project. Combien de temps allez-vous survivre à une cyberattaque? C'est le test grandeur nature proposé par le Cybersecurity Competence Center (C3) dans sa «Room 42», une pièce où sont scénarisées, à Luxembourg, plusieurs attaques virtuelles durant trois heures d'explications, de simulations et de débriefing.
Mis en place par le C3 depuis deux mois, cette formation, facturée 1 500 euros aux entreprises qui la proposeraient à 5 ou 8 employés, a pour objectif de prévenir les sociétés attaquées par des pirates informatiques malveillants. «Une cyberattaque peut détruire de très grandes infrastructures et coûter très cher aux victimes», rappelle Jérôme Jacob, responsable de la formation au C3. «Nous sommes là pour les préparer à intervenir "sereinement" quand un problème se présentera, tôt ou tard».
Attaqués de toutes parts
Jérôme Jacob le confirme: «des entreprises luxembourgeoises sont victimes de cyberattaques régulièrement». «Mais elles ne communiquent pas sur cet aspect car cela porterait forcément préjudice à leur image», précise-t-il. «Grâce à notre simulation dans la "Room 42", nous leur proposons un kit de survie avec des bons réflexes à adopter lors d'une attaque».
Et le test est concluant. Au sortir de la «Room 42», un sentiment prédomine: frustrés d'avoir été attaqués, sans merci, de toutes parts, les joueurs n'ont pas l'impression d'avoir perdu. «Il n'y a jamais de perdants», conclut Jérôme Jacob. «Nous sommes là pour permettre aux gens d'apprendre de leurs erreurs. Plus ils en commettent, plus ils tenteront de se protéger lors d'une prochaine cyberattaque». Intel Corporation has signed a Partnership Framework Agreement, joining forces with the University of Luxembourg’s Interdisciplinary Centre for Security, Reliability and Trust (SnT). As autonomous vehicles gain in complexity, it becomes increasingly difficult to secure them against hackers.
Through this agreement, SnT and Intel will therefore work together to make such vehicles more resilient, allowing them to neutralise attacks automatically, and even ‘self-heal’ before an attacker can compromise too many essential functions.
The agreement follows SnT’s involvement in the Intel Collaborative Research Institute for Collaborative Autonomous & Resilient Systems (ICRI-CARS), with the work being carried out by researchers from SnT’s Critical and Extreme Security and Dependability Research Group (CritiX). Their research will focus in particular on solving security issues impacting safety, caused, for example, by the need for self-driving cars to ‘collaborate' with one another. Entre les multiples services fournis par l’État et des fournisseurs de services de plus en plus préparés, l’écosystème luxembourgeois de la cybersécurité est sans doute parmi les meilleurs d’Europe. C’est maintenant au tour des entreprises de prendre leurs responsabilités. Longtemps considérée comme une spécificité technique sous l’unique responsabilité des services IT, la cybersécurité a désormais toute sa place dans l’agenda des entreprises luxembourgeoises. Même si leur degré de maturité sur ce sujet doit encore s’améliorer. C’est désormais un acquis. La notion de protection de son cyberespace est comprise, le concept de cybersécurité assimilé, et la volonté d’adapter ses outils et son organisation à ces nouveaux enjeux bien réelle. Bref, le secteur privé luxembourgeois a tout compris à l’importance de ce sujet, et ce n’était pas gagné d’avance. «Cette prise de conscience est récente et touche tous les secteurs de l’économie, inclusivement ceux qui sont moins liés aux outils digitaux, comme l’artisanat», confirme Pascal Steichen, le CEO de Securitymadein.lu, le service public d’aide aux entreprises sur les problématiques de cybersécurité. «Les PME s’intéressent activement à ces questions, notamment grâce à un gros effort de sensibilisation des chambres professionnelles.» La médiatisation de cyberattaques internationales, comme WannaCry en début d’année, ou plus confidentielles, comme celle qui a touché Deloitte et dont la presse a fait l’écho au mois de septembre, ont sûrement également joué. A secure home automation application project has won the first "IoT Security Challenge" in Luxembourg.
Last May, LuxTrust, in partnership with Tyfone and with the support of the Interdisciplinary Centre "Security, Reliability and Trust" (SnT), launched the first "IoT Security Challenge "in Luxembourg. The objective of the competition was to enable teams around the world to work on security problems for the Internet of objects.
A total of ten groups were pre-selected and seven teams developed their projects. By integrating the Tyfone Connected Smart Card™ and the LuxTrust PKI, teams had to develop a secure connected solution. PKI is an established and standardised technology that ensures the authentication, encryption and integrity of data necessary to secure connections and communication between devices. Le groupement d’intérêt économique (GIE) Securitymadein.lu a présenté jeudi son tout nouveau centre de compétences en matière de cybersécurité, le C3. Une nouvelle entité qui lui permet de proposer aux entreprises des simulations en temps réel de cyberattaques.
Une clé USB infectée par un ransomware et un virus qui se diffuse comme l’éclair dans le système informatique interne. Voilà le point de départ de l’un des scénarios qui sera utilisé dans la Room #42, le service de simulation de cyberattaques du C3, le tout nouveau centre de compétences luxembourgeois en matière de cybersécurité inauguré ce jeudi. The Cybersecurity Competence Centre (C3) is to be located on Bld d'Avranches in Luxembourg city centre when SECURITYMADEIN.LU moves into its new offices from 1 Septemer 2017 . Formerly known as the Cybersecurity Expertise Centre when announced last October by Luxembourg's Secretary of State for Economy, Francine Closener, at Luxembourg’s first Cybersecurity Day hosted by PwC, the Cybersecurity Competence Centre will be based in part on the knowledge, experience and skills attained by governmental initiatives such as CASES (the promotion of IT security in businesses) and CIRCL (post-incident coordination and action services). Wie der öffentlich-rechtliche Radiosender 100,7 am Mittwochabend berichtete konnte man durch Manipulation der Verweise im Webbrowser Zugang zu Daten erhalten, die nicht für die Öffentlichkeit bestimmt waren. Besonders heikel: Unter den Datensätzen befanden sich auch Geheimdienstberichte, interne Kommunikation über ausländische Gäste und persönliche Bürgerangelegenheiten, wie 100,7 berichtet.
Die Gefahr sei aber nicht von “außen”, sondern von “innen” gekommen, so 100,7. Mars Di Bartolomeo sagte gegenüber dem Radiosender, dass solche Pannen nicht zu tolerieren seien und der Fall mit aller Konsequenz aufgeklärt werde – genau so wie Missbräuche in diesem Zusammenhang.
