The Technical Expert Group (TEG) on Sustainable Finance published a proposal for an EU classification system, or a Taxonomy, which sets out screening criteria for economic activities that can contribute substantially to climate mitigation and adaptation. The taxonomy is a tool to support private investments towards meeting GHG emission reductions in line with the Paris Agreement.

Access to financing is not the only bottleneck in the building renovation value chain. In addition, the risk assessment methods currently available are lacking enough certainty to meet the requirements of investors.

The new feature is that a number of innovative technologies and processes - such as the manufacture of hydrogen - are being tested in the field. The selected research consortia can gather valuable experience in geographically limited experimental spaces - experience they may be able to deploy throughout Germany in future. Problems can be identified, analysed and tackled in real life. This means that new energy technologies will reach the market more quickly - bringing decisive progress in the energy transition.

Almost 1500 public officials across 129 municipalities in Bulgaria, Croatia, Germany, Romania, Serbia, and Slovenia increased their capacity to devise new energy renovation strategies thanks to the work of the EmBuild project. These officers can now analyse their local building stocks, use new templates to draft public-sector building renovation strategies, and improve the investment climate at local level. The EmBuild Navigator gives practical help for local authorities, including a catalogue of low-cost measures, and guidance on assessing the non-energy benefits of renovation.

The aim of ALDREN T2.5 is to propose a methodology to link the European Voluntary energy performance Certificate (EVC) indicators resulting from T2.1, T2.2, T2.3 and T2.4 to economic and financial indicators so as to better highlight financial benefits of energy, health and comfort upgrades in terms of asset value and risk protection.
The methodology proposed consists in additional financial indicators to be added in the building passport and EVC as well as guidance ("protocol") on how to calculate these indicators based o the outcomes of T2.1, T2.2, T2.3 and T2.4, and how to use all this information to better integrate energy, health and comfort topics into financial valuation, risk appraisal and renovation decisions.

The European Investment Bank developed a new tool, the Energy Efficiency Quick Estimator, or EEQuest. This tool estimates the savings potential for about 20 typical energy efficiency projects, such as replacing a boiler or adding LED lights and solar panels. Clients enter basic technical data, such as the project’s location and whether solar panels will be integrated into a new building or added to an old building, and the tool estimates energy savings, cost savings and carbon emission reductions.
More lending in energy efficiency
The EEQuest tool was developed under the EU bank’s Private Finance for Energy Efficiency programme. This programme, supported by the European Commission, offers loans and credit-risk protection to partner banks to encourage energy efficiency lending.

Public authorities can use new tools developed by H2020 projects – Hotmaps, Planheat and Thermos –  to plan heating and cooling energy in their territories. These free tools allow authorities to identify, model and map resources and solutions to apply energy needs in a resource and cost efficient manner.

In many civil society initiatives, innovative and locally adapted ideas are implemented that are oriented towards the principle of sustainability and thus make a valuable contribution to society. However, capturing and communicating this added value is often still a challenge. The report "Criteria for Evaluating the Transformation Potential of Sustainability Initiatives" represents a novel system to understand the impact of these activities and is now available for download.

This guide, available in English, Romanian and Bulgarian, runs through the steps that should be taken and content that should be included to meet these new requirements and produce a thorough and successful strategy, highlighting specific areas that need to be addressed in Bulgaria and/or Romania and examples of good practice by different Member States. The list of elements to include in the renovation strategy, as set out in the Directive, provides a basic content outline. This has been structured to follow the phases of development and implementation. The key steps in developing a renovation strategy can be divided into six phases, with stakeholder consultation throughout the process, and the feedback loop to review and update the strategy regularly.
