The establishment of a carbon-neutral energy system requires massive investments in infrastructure such as wind turbines. Because distributed energy systems do not fit the business models of the old energy utilities, they continue to invest far too little in this sector. Meanwhile, many individual electric power consumers are interested in investing in renewable power infrastructure, but these investments are too large and require a level of expertise too advanced for individual households to be able to support them. How can consumers take matters into their own hands?

In the last ten years the attitude of cities and their citizens towards what is possible and what can be achieved through cooperation with each other has changed. Active citizen organisations, NGOs and different initiatives have shown that they are capable to contribute to urban development with their own activities and deliver what they set out to. Therefore they are a worthy partner to the municipality. It is all about mutual trust and the knowledge of your own limits but also the limits of your partner. As a proof, there are several good examples, which one may consider as “success stories”. This is applicable to many municipalities in the country – NGOs and municipal cooperation in Slovakia is on the rise, be it in smaller towns or larger cities.

Cities are increasingly becoming the real game changers when it comes to addressing climate change and energy issues, and are now leading the transition to a low-carbon future. By acting at the local level to solve unsustainable energy crises and climate change causes, cities can bypass national political discord to create partnerships full of opportunities that accelerate climate action as well as facilitate access to climate finance for mitigation and resilience. Cities are teaming up, creating coalitions and sharing knowledge on the most advanced and innovative solutions to tackle climate-related risks. These strategic partnerships are rooted in strong projects and initiatives that reflect cities’ ambitions, priorities and interests.

From 2000 to 2014, the energy infrastructure of the city of Hamburg was mainly in the hands of private energy monopolies such as Vattenfall and E.On that controlled most of Germany's electric power infrastructure. These companies had a strong interest in utilizing their coal and nuclear power plants as long as possible, thereby obstructing a shift to renewable energy. Moreover, they were reluctant to provide equal access to small power providers and invest in a smart grid that allows more effective management of variable, distributed power inputs.
