Towards multifunctionality: adaptation beyond the nature–society dichotomy

Towards multifunctionality: adaptation beyond the nature–society dichotomy | Energy Transition in Europe | www.energy-cities.eu | Scoop.it

The framing of nature as separate from culture impacts our notion of landscapes and the functions, infrastructures and activities deemed appropriate within these, where natural landscapes are associated with nature conservation, and the built environment with human activity. In this paper, we propose bridging this nature–society dichotomy through a multifunctional perspective as a way to adopt a more systemic view of space in relation to landscape traits as well as material artefacts.

EU ETS 101 A beginner’s guide to the EU’s Emissions Trading System

EU ETS 101 A beginner’s guide to the EU’s Emissions Trading System | Energy Transition in Europe | www.energy-cities.eu | Scoop.it

The EU Emissions Trading System (EU ETS) is often referred to as a cornerstone of EU climate policy. It aims to reduce emissions by pricing greenhouse gas (GHG) pollution from the power, industry and aviation sectors. It not only seeks to promote investments in emission reductions by making energy-intensive business as usual expensive, but it also offers a great opportunity for the EU to shift funding from polluting activities to climate action, innovation and energy sector modernisation.

How to make EU fiscal rules compatible with net zero

How to make EU fiscal rules compatible with net zero | Energy Transition in Europe | www.energy-cities.eu | Scoop.it

In order to be climate neutral by 2050 and to fulfil its 2030 climate targets, Europe needs more green investment. Although total European climate investment is on the rise, thanks in part to the EU’s recovery fund, businesses, households and governments must spend more on green energy, infrastructure and energy efficiency. But Europe’s fiscal rulebook risks holding such investment back, and some highly indebted countries cannot increase debt much further. In this new Centre for European Reform policy brief, ‘How to make EU fiscal rules compatible with net zero’, Claudio Baccianti of Agora Energiewende, and Christian Odendahl European economics editor at The Economist and former chief economist of the CER calculate the spending needed for the EU to meet its climate goals and propose a reform to its fiscal rules that would allow for this.

The new IPCC climate change report - everything you need to know

The new IPCC climate change report - everything you need to know | Energy Transition in Europe | www.energy-cities.eu | Scoop.it
The second major climate report has been released by the UN’s Intergovernmental Panel on Climate Change (IPCC). The assessment report warns of the impact of global warming and climate change around the world. It therefore places more focus on abnormal weather occurrences, that are largely due to climate change (whilst the first report emphasised the effects of human activity).

Guaranteeing the right to affordable clean energy for all Europeans | EPSU

Guaranteeing the right to affordable clean energy for all Europeans | EPSU | Energy Transition in Europe | www.energy-cities.eu | Scoop.it
The briefing lays out why energy poverty cannot be solved by ‘letting the market play its game’. Energy poverty is already affecting over 50 million Europeans, a number that is growing frighteningly quickly. To guarantee the right to affordable clean energy, structural inequalities must be addressed. These inequalities span across economic, social, employment, energy, climate, taxation, welfare, housing, gender and health policies.

New BPIE report: climate impact of new buildings much too high – Energy in Demand – Sustainable Energy – Rod Janssen | Energy Transition in Europe | www.energy-cities.eu | Scoop.it
This week, the Buildings Performance Institute Europe (BPIE) published a new report on nearly zero energy building standards in six member states that show decarbonisation of new buildings in is not happening fast enough. A failure to decarbonise newly constructed buildings could prevent the EU from achieving its climate targets for 2030 and 2050, according…

New EEA reports on key role of cities in Europe’s transition to sustainability – Energy in Demand – Sustainable Energy – Rod Janssen

New EEA reports on key role of cities in Europe’s transition to sustainability – Energy in Demand – Sustainable Energy – Rod Janssen | Energy Transition in Europe | www.energy-cities.eu | Scoop.it
The EEA report identifies several key building blocks for improving cities’ sustainability, including improving the quality of the local environment, building adaptive capacity, ensuring enough public and natural areas, switching to renewable energy, and improving energy and resource efficiency. Moreover, cities should improve the quality of the built environment, including homes, and ensure social justice and inclusive participation in decision-making. While all cities are both complex and different from each other, the report identifies some shared key factors for improving their sustainability. Local culture, knowledge and quality of data can either enable or slow down improvements, and the same is true for new technology, governance, and financial management.

Bringing Energy Poverty Research into local practice - Exploring Subnational Scale Analyses

Bringing Energy Poverty Research into local practice - Exploring Subnational Scale Analyses | Energy Transition in Europe | www.energy-cities.eu | Scoop.it
Energy poverty requires holistic efforts at all levels of governance, from the European to the local level. This Energy Poverty Advisory Hub report conducts a thorough scientific literature review of studies that delve into energy poverty assessment and the identification and targeting of the energy-poor population at subnational spatial scales (smaller than national). This report aims to investigate, identify and analyse the variety of data sources, datasets, and methods used in the literature for assessing energy poverty at greater spatial resolution for specific contexts, territories, and populations. Ultimately, the goal is to collect helpful information and knowledge, and channel it in the direction of local governments and organisations to inform their local practice and initiatives. Frequently, local initiatives are supported by local datasets informally collected by local governments and providing a valuable contribution. By tapping into studies in academia, we complement and strengthen both the data resources available to local governments and the toolbox of methods to evaluate this issue and identify the different profiles of vulnerable people.

Prosumerism and energy sustainability

Prosumerism and energy sustainability | Energy Transition in Europe | www.energy-cities.eu | Scoop.it

This report develops a sociotechnical understanding of energy prosumerism to investigate how energy prosumerism can lead to actual reductions of energy and resource demand. The report starts out by explaining what a sociotechnical and broad understanding of prosumerism means. Thereafter, the report summarises already existing research on energy social science and humanities relating to renewable energy generation, domestic energy use, and energy communities. The report then delves into the matter of energy sustainability by explicating the concept of sufficiency and achieving actual reductions instead of continued escalations of energy use. The report concludes with the main findings that a broader and more nuanced understanding of energy prosumerism can provide a novel conceptualisation relating to energy provision and everyday life that can lead to future reductions in energy use, as well as a more multifaceted policy response that moves away from business as usual and towards more variegated and radical propositions for achieving sustainable energy use in the future.

Countryside preservation charity CPRE has conducted the research, sifting through 24 different local net zero plans outside of London adopted since 2019.
The report states that these plans are not ambitious enough, claiming that government inspectors must do more to make having a concise plan to tackle climate change a necessity.
