PresentationThis year marks the 10th anniversary of the Paris Climate Agreement, the Sustainable Development Goals (SDGs) and the Addis Ababa Action Agenda. These milestones are being celebrated in a context where the prospects for both multilateral cooperation and successful and timely implementation of these initiatives appear increasingly uncertain. While these agreements differ in nature, they share two key innovations, which continue to evolve today. This Study analyzes the key innovations and assumptions underlying the 2015 multilateral environmental agreements, evaluates how they are weathering today’s multilateral storm, and reflects on the roles they are likely to play in the future.

This comprehensive study reveals how, despite public promises of reform, the EU’s reliance on a liberalized, profit-driven energy market continues to drive up prices and threatens its own climate goals. However, in his analysis, Sean Sweeney goes beyond this grim picture and presents a bold vision for a publicly owned, democratically controlled energy system. From production to distribution and public financing, the study outlines actionable steps to redefine a model that serves people over profit, and can respond to the specific challenges posed by the European energy transition.

The global energy democracy movement recognises that the energy transition is an urgent opportunity to reclaim our energy systems from the market and put participation, human rights, and equality at the heart. Energy must be under just public ownership and democratic management, and not for profit. Solutions to energy provision should be collectively agreed, with frontline communities at the centre of decision making.

The City Climate Finance Gap Fund, or the Gap Fund, supports cities with early-stage technical assistance for low-carbon, climate-resilient urban development plans and projects. The Gap Fund has so far attracted €80 million in funds, but it aims to raise as much as €100 million and could eventually unlock an estimated €4 billion in investments. In operation since September 2020, the Gap Fund is a global partnership that helps cities in developing countries plan, prioritise and deliver projects focused on climate change mitigation and adaptation. The Gap Fund also promotes climate-smart urban development plans.

This report considers how justice is tackled in the policies which are currently in place to deliver the European Green Deal. It summarizes the lessons learnt for policy-makers seeking to achieve a fair green transition, by moving from the concept of justice to the practice of embedding fairness in the design and implementation of policies.

The 2023 state of the energy union report was published on 24 October 2023. It is structured in 3 parts, where the first describes how the high climate and environmental ambitions under the European Green Deal provided the basis for the EU’s crisis response strategy in 2022 and a strategy for growth and competitiveness; the second part analyses the state of play in the implementation of the Energy Union in all its 5 dimensions, based on the Commission’s assessment of EU countries’ progress reports on their national energy and climate plans (NECPs); and the last part points to future challenges for the EU energy system and energy policy.

In the face of the ever-worsening climate crisis, this report aims to challenge the six harmful but influential energy transition myths. Together, these myths aim to persuade us that the private sector, free markets, cheaper prices and decentralisation can decarbonise the energy system — and that intellectual property rights and trade and investment protection agreements are necessary to facilitate this. These myths keep policy-makers, social movements and communities from defending, building and advocating for real solutions: public power systems that can democratically decarbonise society.
