Regional and local leaders and EU Commissioner for Cohesion and Reform Elisa Ferreira discussed on 4 February how to accelerate the launch of new cohesion policy programmes, ensure their timely implementation and integrate them with national recovery plans. As a response to the Covid-19 pandemic, the European Union secured an unprecedented amount of investment for a fair, green and digital recovery. React EU, the Just Transition Fund, the European Fund for Regional Development, the Social Fund, the Cohesion Fund, the European agricultural fund for rural development as well as the Recovery and Resilience Facility form a unique toolbox that can deliver an inclusive recovery as well as fair green and digital transitions. Absorbing and implementing all available EU funds is a demanding challenge for national, regional and local governments. As highlighted by the plenary debate, centralisation and top down solutions risk undermine the investment impact in several member states. For this reason, CoR members and Commissioner Ferreira called for the full involvement of regional and local governments in the design of comprehensive recovery plans, in line with the partnership principle, in order to make the best possible use of the synergies between all the available instruments.

Avec le report de tous les événements prévus l'année dernière en raison de la pandémie de Covid-19, c'est finalement l'année 2021 qui sera cruciale pour la planète. Sur le plan français, nous attendons une ambitieuse loi climat tandis que la Commission européenne concrétisera à la fin du premier semestre son Green Deal. Au niveau international, la fin de l'année verra la tenue des COP sur le climat, la biodiversité et la désertification, avec de forts engagements attendus de la part des Etats.

The European Green Deal is the most ambitious and challenging goal set by the European Commission. Aiming to make the European Union, the world’s second-largest economy, climate-neutral by 2050, the European Green Deal will transform EU societies and industries. To support the European Commission in this effort, the JRC created a set of indicators to monitor EU citizens’ interest in topics related to the European Green Deal both over time and across Member States and their regions. Using web searches, the JRC created two sets of indicators drawing from the six policy areas indicated by the European Commission. The first set of indicators captures online search data related to citizens’ behaviour in the context of the European Green Deal, such as their searches related to mobility, energy, waste and nutrition. The second set of indicators captures online search data on citizens’ awareness, such as those about pollution, clean energy, ecosystems and climate.

The European Committee of the Regions (CoR) has put forward a Green Deal roadmap for 2021. At the 4th meeting of the Green Deal Going Local working group, local leaders agreed on the political objectives and priorities to accelerate the carbon-neutral transition while placing cities and regions at the heart of the COVID-19 recovery. Fostering active subsidiarity, reinforcing institutional cooperation and facilitating direct access to EU funds are key goals. The renovation of buildings, greening urban areas and decarbonising transport stand as focus areas. The meeting included discussions on the Intelligent Cities Challenge and the Just transition Mechanism. Both have prominent places in delivering the Green Deal agenda.

Afin de répondre au défi du dérèglement climatique, la Commission européenne a dévoilé son Green Deal, ou Pacte Vert, pour faire de l’Europe le premier continent climatiquement neutre d'ici 2050, tout en incluant les citoyen.ne.s. Dans quelle mesure leur opinion a-t-elle été écoutée dans l'élaboration du Pacte ? Le Green Deal peut-il être un moment de réconciliation entre citoyen.ne.s et institutions de l’UE ? Avec le Green Deal, la Commission ambitionne de faire de l’Union le leader du combat climatique. Bien que le projet soit louable, nombre d’acteurs de la société civile (dont PLS) s’alarment : son contenu n'est à la hauteur ni des enjeux, ni des ambitions affichées par la Commission. Alors que Ursula von der Leyen affirmait que les citoyen.ne.s de l’Union participeraient à son élaboration, la réalité est toute autre. Il s’avère qu’elles-ils ont été trop peu pris.e.s en compte dans la construction du Pacte vert et que leur rôle et pouvoir d’influence sont encore insuffisants.

The European Commission has published today the rules for a new EU Renewable Energy Financing Mechanism, to apply from the start of 2021. This Mechanism will make it easier for Member States to work together to finance and deploy renewable energy projects – either as a host or as a contributing country. The energy generated will count towards the renewable energy targets of all participating countries and feed into the European Green Deal ambition of reaching carbon neutrality by 2050.

Le financement du plan post-Covid et du Green Deal européen nécessite de mobiliser des ressources suffisantes. La Commission européenne et le Parlement européen demandent aux Etats membres d’adopter un budget ambitieux alimenté par des ressources propres, parmi lesquelles la taxation des transactions financières. Les Etats membres doivent arrêter de tergiverser et accepter d’instaurer cette taxe sur la finance dès 2024.
