The revised EPBD requires the development of a voluntary European scheme for rating the smart readiness of buildings: the “Smart Readiness Indicator” (SRI). The SRI aims at making the added value of building smartness more tangible for building users, owners, tenants and smart service providers. The indicator is intended to raise awareness about the benefits of smart technologies and ICT in buildings (from an energy perspective, in particular), motivate consumers to accelerate investments in smart building technologies and support the uptake of technology innovation in the building sector. The indicator can also improve policy linkages between energy, buildings and other policy segments, in particular in the ICT area, and thereby contribute to the integration of the buildings sector into future energy systems and markets.

Poland is the biggest beneficiary of EU funds under the 2014-2020 Multiannual Financial Framework (MFF), receiving up to around €80 billion from the Cohesion Policy budget. Only 2.8% of this funding is dedicated to energy efficiency in buildings. At the same time, low energy performance of existing buildings (especially single-family houses) and use of old coal fired boilers causes significant air pollution. Poland has some of the worst air quality in Europe, with 33 of the continent’s 50 most polluted cities, according to a World Health Organization (WHO) report. In order to address the air quality problem and reduce energy consumption, the available funds should be shifted towards demand-side infrastructure, notably the renovation of single-family houses. Furthermore, there needs to be better utilisation of funding that achieves higher leverage of third party resources so that a larger share of the building stock can be renovated.

The big majority of the EU building stock needs to be upgraded. It is well recognised that in order to achieve a decarbonised building stock by 2050, renovation will need to move at a faster pace and attract considerable investment. Public funding alone is not enough to meet this target. Innovative financing schemes that will progressively maximise the leverage ratio of public funds to private finance are necessary.

According to the report, good governance and policy making require monitoring and periodic evaluations of the impact of building policies and strategies. In 2016, most EU legislation on buildings, including the Energy Performance of Buildings Directive (EPBD), the Energy Efficiency Directive (EED) and the Renewable Energy Sources Directive (RED), are undergoing a review process. With this in mind, the European Commission decided to establish the European Union (EU) Building Stock Observatory to monitor buildings’ energy performance improvement and its impact on the actual energy consumption of the sector in the EU Member States.

The renovation of social housing is the most obvious example of how environment and social justice considerations can be combined. Making renovation affordable for low-income social housing residents is the key question for social housing providers. Housing Europe has put together a unique comparative study in 6 European countries commissioned by Caisse des Dépôts et Consignations (CDC) and Union Sociale pour l’Habitat (USH) presenting what financial frameworks, policies and measures are in place to support the renovation of social, cooperative and public housing in the sample of countries. The study is available in English and French.

Global targets for emissions reductions set forth in the Paris Climate Agreement have put energy efficiency high on the political, industrial and social agenda. Energy efficiency at a global level is an essential response to climate change and fundamental to achieving the goals of the 2015 Paris climate agreement. But energy efficiency is not only about saving our climate. Multiple benefits arise from energy efficiency actions, including improved health and well-being, cleaner air, greater economic productivity and employment creation. Of all the potential clean energy solutions, it is the cheapest, most geographically dispersed, most quickly deployed and most widely available energy resource. This is why most studies estimate that energy efficiency will need to contribute roughly half of the emissions reductions required to meet our climate objectives between now and 2030.

The Guide follows the Eurostat Guidance note on the revised treatment of Energy Performance Contracts in government accounts, issued in September 2017, and explains its practical application, making use of technical assistance resources from the European Investment Advisory Hub (EIAH).

The revised Energy Performance of Buildings Directive (EPBD), negotiated last year, will soon be published in Brussels. EuroACE and the CFEE decided to gather the French energy efficiency and building community, to discuss how to make the most out of this new EU framework for energy renovations of buildings in France. This comes at the same time as the publication by the French Government of its new national renovation strategy in April

A new publication supports local authorities to find financing for the renovation of their public buildings. “Setting up innovative financing schemes for energy efficiency renovations” is the crowning result of the CITYnvest project, coordinated by Climate Alliance. It gives a quick overview of relevant topics ranging from political engagement to monitoring. The brochure includes links to the tools and supporting documents developed over the last three years within the framework of CITYnvest. The guide for local authorities sets out key steps to follow and identifies tools that can be used for each of these steps.

At its meeting yesterday (6 February), the Board of the European Investment Bank (EIB) approved the creation of a brand new financial instrument, the Smart Finance for Smart Buildings initiative. The aim is to make investments in energy efficiency projects in residential buildings more attractive to private investors, through the intelligent use of EU grants as a guarantee.

"Ensuring a Clean, Affordable and Reliable Heating System Stakeholders and policy-makers increasingly recognize the magnitude of the coming challenge to decarbonize the residential heating system, which represents approximately 15% of Dutch final energy consumption. This CIEP paper considers three alternative heating options which could reduce emissions in the run-up to 2050 and eventually have the potential to become fully carbon neutral, namely: all-electric heat pumps, district heating and hybrid heat pumps."

After a third round of talks, EU lawmakers reached an agreement Tuesday (19 December) on the revised Energy Performance of Buildings Directive (EPBD), firing the starting gun to renovate Europe’s entire building stock by 2050 so that it becomes “nearly zero emissions”.
