In Devon, residents face a cost-of-living crisis and rising fuel poverty, with limited engagement in energy-efficient home improvements. Social Engine collaborated with six councils to understand residents' attitudes and behaviours towards retrofitting using behavioural insights. A trial delivered through social media ads directed people to information on loft insulation, testing two approaches with varying messages. The trial reached 205,324 people and showed that roof imagery and social norm messaging were most effective at encouraging people to read further information on loft insulation. Lessons learned highlighted the need for tailored communication strategies and evidence-based action plans to encourage energy saving actions, equipping councils with the confidence to apply these findings going forward.

Across the EU, the housing crisis is spiralling out of control. Millions live in overcrowded, inadequate homes, face energy poverty, or are homeless—while rents skyrocket and housing costs devour incomes. In 2023, over 10% of city households spent more than 40% of their income on housing, and rents jumped 18% in just over a decade. Why? Decades of chronic underinvestment in public housing have left governments handing the reins to private developers and investors who drove up prices with speculation. This has created a system that prioritises profits over people. It’s time to rewrite the rules.

In the northeastern Italian city of Trieste, a construction project intended as a model for Europe is getting underway. On the southeastern outskirts of the city, eight buildings with social housing dating from the early 1950s will be demolished and replaced by energy-efficient apartments. What’s more, green spaces will be created and existing ones improved around the new homes to enhance the attractiveness of the area and foster outdoor activity and social interaction.
