The mass surveillance of the Internet conducted by the Government Communications Headquarters (GCHQ), a British intelligence and security organization, was unlawful, according to a ruling by the Investigatory Powers Tribunal (IPT), a secretive court that was created to monitor Britain’s intelligence agencies.

According to the IPT ruling, GCHQ’s access to information, intercepted by the U.S. National Security Agency (NSA), violated Article 8 of the European Convention on Human Rights, which protects the right to a private and family life. In addition, the GCHQ spying also breached the rights to a fair trial, The Independent reported, adding that the latest court ruling could eventually allow people to ask GCHQ to delete any information.

In order to be certified, an organisation has to be protected by firewalls, run anti-malware solutions and patch its applications.


The UK government has launched a new certification scheme designed to help consumers establish whether an organisation has implemented basic cyber security measures.


Developed by the Department for Business, Innovation and Skills (BIS) a ‘Cyber Essentials’ certificate shows that the company is protected by firewalls, runs anti-malware solutions and understands the importance of frequent patching.


This certificate will play a part in the government’s IT procurement process. However, it doesn’t tackle advanced security features like encryption or two-factor authentication.

C'est un premier pas symbolique vers l'adoption du règlement européen sur la protection des données. Le Parlement de Strasbourg vient en effet de voter en première lecture ce texte en y intégrant plusieurs amendements contraignants dont un renforcement des amendes.


 Ils prévoient qu'« avant de communiquer les données personnelles de citoyens européens à un pays tiers, toute entreprise (par exemple un moteur de recherche, un réseau social ou un fournisseur de services d'informatique en nuage) serait tenue de demander une autorisation préalable à une autorité nationale de protection des données dans l'UE ».

Lawmakers from the 28 nations in the EU decided Thursday, in a 541-91 vote, to assign harsher penalties for various cybercrimes, according to Reuters. Included in the increased prison sentences are at least two years for illegally accessing information systems and at least five years for cyberattacks against infrastructure, such as power plants, water systems, and transportation networks.

Aujourd’hui, les infrastructures critiques, comme les réseaux électriques, d’eau, de gaz, ne sont pas à l’abri des menaces de piratages informatiques. Le projet de recherche européen CockpitCI, démarré il y a deux ans, vise à concevoir un cadre et des outils permettant de détecter, d’analyser et d’échanger en temps réel des informations sur des cyberattaques, afin d’en évaluer les risques et d’éviter les effets redoutés de domino.


Les expérimentations (Aurora experiment) et récentes attaques (Stuxnet, Duqu, Red October) ont montré que les différents réseaux et les systèmes industriels de contrôle sous-jacents (souvent appelé SCADA, acronyme pour Supervisory Control And Data Acquisition) sont potentiellement menacés et que seules une vigilance et une supervision accrue et globale permettront de mettre en sécurité ces infrastructures indispensables au bon fonctionnement des institutions et de secteurs vitaux européens.


Il est donc essentiel que les opérateurs puissent rapidement identifier les risques potentiels à la qualité de service, afin de mettre en place des mesures de prévention et de confinement d’une attaque.

First: the online world is coming to benefit every aspect of our lives, bringing innovation, convenience and efficiency.

And no wonder. New innovations like the cloud offer a hundred-billion euro boost to Europe.

 

We cannot turn our backs on those benefits. But, with that growing spread, online threats have correspondingly growing consequences. And a lack of trust can only hamper widescale use, and constrain those benefits.

 

Second: risks are mounting. According to Symantec, the total number of attacks increased by 81% in just one year. In ever more forms: from identity theft and phishing — to botnets, Trojans and denial-of-service attacks. And more besides.

 

Third: these risks imply significant costs. Each year, many businesses, if not the majority, face security breaches: even for a smaller business, the cost can be tens of thousands of euros per breach. For a major incident the cost could amount to over a quarter of a trillion dollars. Let's hope that doesn't happen.

High-ranking Eurocrats are expected to begin crisis talks on digital surveillance with American officials on Monday.

 

Lithuanian president Dalia Grybauskaitė, whose country will take up the EU presidency today , said she hoped to piggyback discussions on Edward Snowden and the PRISM system on top of trade talks.


The EU and the US will start hammering out the details of a transatlantic trade and investment partnership on Monday, which Eurocrats hope could create thelargest free trade zone in the world.

Cyber criminals will face tougher penalties in the EU, under new rules adopted by Parliament on Thursday.

 

The draft directive, already informally agreed with member states, also aims to facilitate prevention and to boost police and judicial cooperation in this field. In the event of a cyber attack, EU countries will have to respond to urgent requests for help within eight hours.

The draft directive requires EU countries to set their maximum terms of imprisonment at not less than two years for the crimes of illegally accessing or interfering with information systems, illegally interfering with data, illegally intercepting communications or intentionally producing and selling tools used to commit these offences. "Minor" cases are excluded, but it is up to each country to determine what constitutes a "minor" case.
