Argentine president Cristina Fernández de Kirchner is expected to sign agreements with China to increase military co-operation, including construction of new warships for the Argentine Navy, during a visit to Beijing on 3-5 February, according to media reports.

The expanded level of Argentine-Chinese military co-operation, which has been about a year in preparation, follows the signing of a memorandum of understanding (MoU) on 29 October 2014 by an Argentine-Chinese Joint Committee on Co-operation in the Field of Defence Technology and Industry. The actual joint development programmes were finalised during a visit by a Chinese defence trade delegation to Buenos Aires in late January.

Argentine reports indicate the agreement to be signed in Beijing could cover co-production in Argentina of the Norinco VN1 wheeled armoured personnel carrier (APC) and co-operation in building a new ice-breaker, naval tugboats, mobile hospitals, and new warships for the Argentine Navy.

In late 2014 the Argentine government reportedly accepted a Chinese offer to meet its long-standing requirement for a new class of offshore patrol vessel. Over the last decade Argentina has considered purchasing designs from Brazil, Germany, and Spain, but China has reportedly succeeded in selling a more capable warship: a version of the China Shipbuilding Industry Corporation's (CSIC) P18 export corvette.

Somewhat controversially, this vessel will be known as the Malvinas class, after the Argentine name for the Falkland Islands: a UK sovereign territory that Argentine forces invaded in April 1982 before being defeated by a British task force in a conflict that claimed 907 lives.

Two P18N corvettes were sold to Nigeria in 2012 for USD42 million each.

According to Brazilian web magazine Naval Power , an initial Argentine contract may include two ships built in China and three co-produced in Argentina. An Argentine source noted the price for the ships could be USD50 million each.

The P18 corvette displaces 1,800 tonnes, is 95 m long, 12 m wide, and is powered by two German-designed MTU 20V 4000M diesel engines to achieve a speed of 25 kt. It can be armed with a 76 mm main gun, two 30 mm cannons, up to eight anti-ship missiles, two triple torpedo launchers, and can carry one medium-sized helicopter.

Naval Power reported that Argentina has requested a larger flight deck to handle its 10-tonne Sea King helicopters and a towed sonar to increase its anti-submarine capability.

Delivery of the Argentine P18s could start in 2017.

Reports from mid-2014 indicate the Argentine Army evaluated the Norinco VN1 8x8 amphibious APC, considering its 21-tonne infantry fighting vehicle variant along with 105 mm gun- and 120 mm mortar-armed versions. Argentina could acquire up to 110 VN1s, according to Naval Power .

Venezuela's marines took delivery of the region's first VN1s at the end of December 2014.

ANALYSIS

If concluded, this defence agreement could mark a major step in Argentina's long-standing effort to revive its military capabilities and would constitute a major success for China's 15-year endeavour to expand its military influence and market share in Latin America.

Since the 1982 Falklands War, China has expressed its support for Argentina's continued claims over the islands, which Beijing compares to its claim over Taiwan. However, China's willingness to accept commodity payments to finance initial loans that fund military sales has been key to its military sales success in Argentina.

In 2011 the Fábrica Argentina de Aviones (Argentine Aircraft Factory: FAdeA) reached an agreement to start co-producing China's Changhe Z-11 light helicopter. Then, in June 2013, FAdeA sources told IHS Jane's that talks over co-production of the Chengdu FC-1 lightweight jet fighter had occurred over the previous two years. This option appears to have been lost as Argentina has tried and failed to purchase retired Dassault Mirage F1 fighters from Spain, then refurbished Israeli Aircraft Industry Kfir fighters and, in late 2014, Saab Gripen fighters co-produced in Brazil.

However, the new Argentine-Chinese defence agreement could revive prospects for combat aircraft co-operation. In addition to the FC-1 fighter, China could offer low-cost combat-capable supersonic lead-in trainers like the Guizhou JL-9G/FTC-2000G or the Hongdu L-15.

China has launched its most advanced warship for export. Built by the China Shipbuilding Industry Corporation, the frigate, named Independent, is made for the Bangladeshi navy and is due to be delivered next year.

This will become the Bangladeshi navy's most advanced warship, and be a real boost to its coastal defence capability.

25 knots sailing speed, anti-radar design, highly adaptable to weather and oceanic conditions, and decked out with powerful weapons.

The frigate "Independent" is made to be an all-rounder.

"We believe this ship has very good cost performance. It can serve to protect the sovereignty and interests of a country out at sea. It can patrol, escort, protect fishing boats and conduct law enforcement," said Yang Zhigang, president of China Shipbuilding Industry Co..

The "Independent" is one of two vessels ordered from China by Bangladesh.

Researchers at the China Shipbuilding Industry Corporation have redesigned the ship's structure to suit the complex conditions of the Indian ocean.

"We made a new ship form. It's cross-section looks like a deep Vee. Compared to the traditional round bilge hull form, it improves the performance of the ship when there are waves, guaranteeing high sailing speed in unfavorable oceanic condition," said Sun Lianfei, chief designer of China Shipbuilding Industry Co..

Designers also gave a boost its mobility and survivability.

"It has two engines and two propellers. They can work independently. This design makes it more reliable and durable. Its powerhouses are separately located, improving its survivability," Sun said.

The newly launched frigate will stay in the port for months while electronic equipment and weaponry systems are installed.

And after 6 months, the "Independent" will leave her mother port, and take up her post as a mighty guard on the Indian Ocean.

The People's Liberation Army Navy (PLAN) has commissioned its 18th Type 056 (Jiangdao)-class missile corvette, a vessel reported to be the class's first dedicated anti-submarine warfare (ASW) variant (designation Type 056A). A PLA-linked media report on 11 November said that the vessel, named Zhuzhou (pennant number 594), has been inducted into the South Sea fleet.

An IHS Jane's report in August 2014 suggested that the PLAN is equipping at least four of the class with towed array variable-depth sonar (VDS) systems.

A commissioning, naming and flag-presenting ceremony of the new "Weihai" corvette (locally designated guided missile frigate) of the Chinese Navy (PLAN) was held was held at 10:45 of March 15, 2014 at a naval port in a base under the North China Sea Fleet of the PLAN, marking that the “Weihai” ship is officially commissioned to the North China Sea Fleet of the PLAN. "Weihai" is the eleventh Type 056 Corvette (Jiangdao class).

WUHAN, Dec. 30 (Xinhua) -- A new-type of frigate built for the Bangladesh Navy was launched in the riverside city of Wuhan in central China's Hubei Province on Tuesday.

The frigate, with a displacement of 1,300 tons and maximum speed of 25 knots, is 90 meters long and 11 meters across the beam. It can accommodate 80 crew.

It will be the most advanced frigate in the Bangladesh Navy, which will be a boost to its coastal defense capability and the China-Bangladesh friendship, said Rear Admiral Syed Abu Mansur Arshadul Abedin, Assistant Chief of Naval Staff at the launching ceremony.

The frigate can detect, identify and destroy surface and aerial targets and can also carry out maritime monitoring and patrols, and search and rescue missions, said Cai Libin, deputy general manager of the Wuchang Shipbuilding Industry Group Co. Ltd, the builder of the frigate.

It is equipped with 76 mm and 30 mm naval guns as well as ship-to-ship and ship-to-air missiles.

Bangladesh has bought two frigates from China. The first was launched in November.

China's People's Liberation Army Navy (PLAN) has announced that it has inducted what appears to be the second dedicated anti-submarine warfare (ASW) variant (or Type 056A) of the Jiangdao-class missile corvette.

Sanmenxia (pennant number 593) entered into service in the East Sea Fleet following a commissioning ceremony held on 13 November in Zhoushan, a city approximately 350 km southeast of Shanghai.

Sanmenxia had been named Suqian in previous Chinese media reports covering the vessel's sea trials. However, no explanation of the name change was given. An IHS Jane's report in August 2014 then identified vessel 593 as one of the ships modified to receive mechanical handling gear for deploying variable-depth sonars (VDSs).

Subsequent images of vessel 593 alongside and on trials showed part of a VDS towed body, although the operational characteristics of the VDS remain unclear. Internet sources suggest that four Type 056 corvettes are being modified in a similar manner. The PLAN's Type 056 ships are already equipped with hull-mounted sonars for submarine prosecution, but the modifications carried out these four hulls suggest that the service is dedicating such vessels to ASW.

The PLAN's Jiangdao-class vessels are equipped with six 324 mm torpedo tubes and a flight deck that is likely to carry the Chinese-made Z-9 twin-engine helicopter. The aircraft would augment the Type 056A's role as an ASW platform, given its ability to deploy ordnance such as the Yu-7 air-launched lightweight anti-submarine torpedo.

With the induction of Sanmenxia , the PLAN is now believed to be operating at least 17 Type 056 vessels.

COMMENT

The commissioning of two Type 056A vessels within a short space of time suggests that Beijing is ramping up at feverish pace its effort to address what has long considered the PLAN's 'Achilles heel' - underwater warfare.

A PLA-linked media report on 11 November said that the vessel Zhuzhou (pennant number 594) also had been inducted.

Despite the recent modernisation of its surface fleet, the PLAN's submarine detection and prosecution abilities lay in relatively ageing weapons such as the Soviet-era RBU 1200 anti-submarine rocket launchers. The inductions of dedicated ASW platforms represent an effort to improve capability in this key area.

Photographs of two People's Liberation Army Navy (PLAN) Type 054A (Jiangkai II) frigates being fitted out at Huangpu shipyard in Guangzhou province, China, strongly suggest that variable-depth sonars (VDSs) are being installed.

The images, published on the cjdby.net website, show a large aperture cut out of the transom and installation of mechanical handling gear on Type 054A hulls 19 & 20 (Pennant number 576, Huangshi and 577, Huanggang ). Huanggang was launched in July and the large aperture has been cut since then. Two much smaller apertures have also been cut, most likely for the deployment of a towed array and a towed decoy. Photographs of these being streamed by PLAN escorts have previously appeared online.

Images of Type 056 (Jiangdao class) corvette hull 17 (593, Suqian ) being launched at Shanghai Hudong shipyard in November 2013 showed a similarly modified transom. Subsequent images of that ship alongside and on trials show part of a VDS towed body, with internet sources suggesting that four Type 056 corvettes are being fitted with VDSs.

Installation of a VDS on the frigates after launch and before commissioning suggests not only that this is a late addition to the standard design, but also that the PLAN is confident in the sonar's performance and that its installation has been prioritised.

The frigates and Type 056 corvettes are not the first PLAN ships to be fitted with a VDS: a system was installed on the Type 052 (Luhu class) destroyers built in the early 1990s. Some sources suggest that a different sonar suite was installed in each of the two ships of the class: an Italian (US) DE-1163 in one and a French DUBV-43 in the other. These systems were removed when the ships were refitted in 2011.

No details have emerged of the operational characteristics of the VDS installed in the Type 056 corvettes but the partial images of the towed body suggest that it is not an exact copy of either a DE-1163 or a DUBV-43. It is likely that the Chinese will have undertaken extensive trials and analysis of any imported equipment and built a nominally indigenous system using the knowledge gained.

Both the Type 056 corvettes and the Type 054A frigates are already fitted with a bow-mounted sonar so the installation of VDS and towed arrays suggest that some platforms will be primarily anti-submarine warfare (ASW).

Although the 1,500-tonne Type 056 corvettes do not have a hanger, they have a flight deck from which an ASW-torpedo carrying Z-9 helicopter can operate, particularly in coastal waters. The addition of a VDS will significantly enhance their potential detection capability, specifically when compared to the smaller, rudimentary equipped submarine chasers they are replacing, such as the Type 037 (Hainan) class.

Previous reports have indicated that the vertical launch missile system installed in the Type 054A frigates may be capable of launching an anti-submarine rocket-type torpedo-carrying missile. The improved detection capability offered by a VDS and a torpedo-carrying missile, with a likely 20 km range, would significantly enhance the ASW capabilities of these ships.

Meanwhile, other photographs of one of the Type 054A frigates being fitted out at Huangpu shipyard show that an 11-barrelled 30 mm close-in weapon system (CIWS) that is has been installed in place of the seven-barrelled Type 730 mounting installed on the other Type 054A frigates.

China's People's Liberation Army Navy (PLAN) has commissioned two Jiangdao-class (Type 056) guided-missile corvettes into its South China Sea fleet, according to PLA-sponsored news outlets.

Luzhou (592) and Qinyuan (589) were commissioned on 7 June and 11 June respectively. Luzhou was manufactured at Wuhan Shipyard in Hubei province while Qinyuan was built at the Huangpu Shipyard in Guangzhou.

The 1,500 tonne full-load displacement vessels have a length of 90 m and a beam of 11 m. They can reach a top speed of 25 kt and attain a standard range of 6482 km (3,500 n miles) at 16 kt.

According to IHS Jane's Fighting Ships , class vessels carry an eight-cell launcher aft for FL-3000N short-range surface-to-air missiles, four launchers for C-802 surface-to-surface missiles, a 76 mm AK-176 main gun, and two 30 mm cannons.

While most Western military experts have focused their attention on the production of the Shenyang J-15, China's first carrier-based fighter, and the launch of larger surface combat vessels including two Type 054A frigates and one Type 052D destroyer, the official website of the People's Liberation Army Navy said that the Type 056 Jiangdao-class corvette is in fact the class of ship of which the nation produced the most in 2013.

The Beijing-based Sina Military Network said ten Type 056 Jiangdao-class corvettes had been launched this year to replace the older Type 037 submarine chasers. Mounted with two triple torpedo tubes, the Type 056 is designed to conduct anti-submarine operations within China's exclusive economic zone. Combined with SJG-206 low frequency towed array sonar, the Type 056 is capable of directing anti-submarine helicopters against enemy submarines.

Currently, the Type 056 incorporates a helipad at the stern for a light helicopter. The Sina Military Network stated that the Russian-built Kamov Ka-28 anti-submarine helicopter will be chosen to serve with the corvette in the near future. The Ka-28 helicopter is able to detect submarines at a depth of 500 meters and at running at speeds up to 75 kilometers per hour. However, only the Harbin Z-9E helicopter can be operated from the helipad of the Type 056 before the organic helicopter support facility is mounted aboard the vessel.

The Z-9E helicopter is unable to carry as much anti-submarine weaponry and equipment as the Ka-28, according to the website. The Ka-28 can be armed with one 533 millimeter homing torpedo, one torpedo rocket, ten PLAB 250-120 bombs and two OMAB-25-12D bombs. Unlike the Ka-28, which can detect enemy submarine with its own VGS-3 dipping sonar, the Z-9E cannot carry sonar and weapons simultaneously. For this reason, two helicopters, one for detecting and the other for striking must be dispatched for anti-submarine missions.

The Sina Military Network suggested that the V750 unmanned helicopter designed by Weifang Tianxiang Aerospace Industry Company may be a better choice to operate alongside the Z-9E aboard the Type 056 because the helipad cannot carry two manned helicopters. With a range of 500 km and a speed of 161 km/h, the V750 can increase the combat capability of the Type 56 by two in combination with the Z-9E. Since the V750 cannot carry 324 mm torpedoes due to its small size, and its primary mission is to locate enemy submarines.

Designed as a part of the PLA Navy's anti-submarine warfare system, Sina Military Network said Type 056 corvettes are not likely to be used in independent operations. Instead, they will be used with support from other vessels such as Type 054A frigates or other surface vessels. After the launch of the first Type 056 vessel in 2012, the Bangladesh Navy has already purchased two ships from China. The Royal Thai Navy and the Nigerian Navy are also potential buyers of the Type 056s.
