(Infodefensa.com) Montevideo - Before the crisis arising between Russia and Ukraine  on the peninsula of Crimea , French Foreign Minister Laurent Fabius , suspended advance his tour Latin America . His sudden departure left pending meetings in Argentina , Chile and Uruguay, although it reached visit Colombia , Panama and Peru .

While in Argentina, among others, are planned concrete support from the French Foreign Minister to update the class frigates Meko 140 (locally classified as corvettes) class destroyers and Meko 360 . In the first six were built Argentina, in Astilleros Rio Santiago (AFNE), and four of the latter in Germany , in the shipyards Blohm und Voss .

The plans are to have the service of the French shipyard DCNS and the consortium Thales in this modernization.

It was also expected to discuss updating Attack Aircraft Dassault Super Étendard remnants received a total of fourteen. Of these it is estimated that a dozen are in various stages of operation (three were lost in accidents), but only two or three are in flying order.

Argentina has more than a decade trying to modernize these venerable aircraft. During this time they have poured news ranging from purchasing new radars to carry comprehensive modifications to the standard SEM 5 (the most modern Super Étendard ). To date, however, none of this has materialized.

Continued budget cuts have also diminished the number of pilots available for this weapon system to the point that they are now less than the amount of aircraft in inventory. This complicates the outlook for the NENA ( Naval Aviation Command ).

It has not transcended the date of a potential meeting between the parties to recover the lost opportunity.

The news emerges just days after Argentine President Kristina de Kirchner met new Pope Francis I and pleaded with him to intervene in the Falklands dispute.
Last year, while still Archbishop of Buenos Aires, he declared that the South Atlantic islands had been "usurped" by Britain.

With seaborne assault out of the question, diplomatic pressure is now all she can hope for. Argentina is now struggling with 25 per cent inflation and owes many billions in foreign debts.
The 2013 defence budget allows its operational vessels to spend only 10 days at sea, while the one available submarine San Juan managed just over six hours submerged after a complete overhaul before it needed more repairs.
Six week ago the fleet's Type 42 destroyer Sant­sima Trinidad suffered a catastrophic valve failure at the naval base in Puerto Belgrano and sank within minutes.
The only warship to venture out of Argentine waters last year broke down during exercises off Africa and needed urgent repairs in the South African port of Simonstown.
Since then not a single Argentine warship has left territorial waters.
To add to their humiliation the Argentine Navy has no ammunition for its warship-mounted guns.
Last night a Royal Navy source said: "There is clearly little chance of Argentina mounting any type of attack by sea."

SANYA, Hainan, Sept. 3 (Xinhua) -- Two Chinese navy warships sailed out from Sanya harbor in south China's Hainan Province Tuesday on a voyage to Chile, Brazil and Argentina.
The fleet is made up of the missile destroyer Lanzhou and missile frigate Liuzhou, both serving in China's Nanhai Fleet, as well as the replenishment oiler Boyanghu serving in the Donghai Fleet, navy sources said.
Boyanghu set off from base on Sunday and will join the other warships later.
Their voyage will cover about 28,000 sea miles across the Pacific and to the South Atlantic via the Strait of Magellan.
It will be the first visit of the Chinese navy to Argentina, the sources said.
Lanzhou missile destroyer, with a full-load displacement of 6,400 tonnes, has served in a number of drills and escort missions in the Gulf of Aden and waters off Somalia. Liuzhou missile frigate has a full-load displacement of 4,000 tonnes.

Argentina has accused the UK of sending nuclear-armed submarines to the South Atlantic, after making an official complaint to the UN over the Falklands dispute.

The country’s representative at the UN conference on disarmament, Eduardo Zuain, said that by beefing up its naval presence around the disputed islands London was violating the provisions of a 1967 accord, banning nukes in Latin America and the Caribbean.

The conflict around the archipelago in the South Atlantic has been simmering since Britain regained control over the islands in a brief war with Argentina in 1982.
