Argentine president Cristina Fernández de Kirchner is expected to sign agreements with China to increase military co-operation, including construction of new warships for the Argentine Navy, during a visit to Beijing on 3-5 February, according to media reports.

The expanded level of Argentine-Chinese military co-operation, which has been about a year in preparation, follows the signing of a memorandum of understanding (MoU) on 29 October 2014 by an Argentine-Chinese Joint Committee on Co-operation in the Field of Defence Technology and Industry. The actual joint development programmes were finalised during a visit by a Chinese defence trade delegation to Buenos Aires in late January.

Argentine reports indicate the agreement to be signed in Beijing could cover co-production in Argentina of the Norinco VN1 wheeled armoured personnel carrier (APC) and co-operation in building a new ice-breaker, naval tugboats, mobile hospitals, and new warships for the Argentine Navy.

In late 2014 the Argentine government reportedly accepted a Chinese offer to meet its long-standing requirement for a new class of offshore patrol vessel. Over the last decade Argentina has considered purchasing designs from Brazil, Germany, and Spain, but China has reportedly succeeded in selling a more capable warship: a version of the China Shipbuilding Industry Corporation's (CSIC) P18 export corvette.

Somewhat controversially, this vessel will be known as the Malvinas class, after the Argentine name for the Falkland Islands: a UK sovereign territory that Argentine forces invaded in April 1982 before being defeated by a British task force in a conflict that claimed 907 lives.

Two P18N corvettes were sold to Nigeria in 2012 for USD42 million each.

According to Brazilian web magazine Naval Power , an initial Argentine contract may include two ships built in China and three co-produced in Argentina. An Argentine source noted the price for the ships could be USD50 million each.

The P18 corvette displaces 1,800 tonnes, is 95 m long, 12 m wide, and is powered by two German-designed MTU 20V 4000M diesel engines to achieve a speed of 25 kt. It can be armed with a 76 mm main gun, two 30 mm cannons, up to eight anti-ship missiles, two triple torpedo launchers, and can carry one medium-sized helicopter.

Naval Power reported that Argentina has requested a larger flight deck to handle its 10-tonne Sea King helicopters and a towed sonar to increase its anti-submarine capability.

Delivery of the Argentine P18s could start in 2017.

Reports from mid-2014 indicate the Argentine Army evaluated the Norinco VN1 8x8 amphibious APC, considering its 21-tonne infantry fighting vehicle variant along with 105 mm gun- and 120 mm mortar-armed versions. Argentina could acquire up to 110 VN1s, according to Naval Power .

Venezuela's marines took delivery of the region's first VN1s at the end of December 2014.

ANALYSIS

If concluded, this defence agreement could mark a major step in Argentina's long-standing effort to revive its military capabilities and would constitute a major success for China's 15-year endeavour to expand its military influence and market share in Latin America.

Since the 1982 Falklands War, China has expressed its support for Argentina's continued claims over the islands, which Beijing compares to its claim over Taiwan. However, China's willingness to accept commodity payments to finance initial loans that fund military sales has been key to its military sales success in Argentina.

In 2011 the Fábrica Argentina de Aviones (Argentine Aircraft Factory: FAdeA) reached an agreement to start co-producing China's Changhe Z-11 light helicopter. Then, in June 2013, FAdeA sources told IHS Jane's that talks over co-production of the Chengdu FC-1 lightweight jet fighter had occurred over the previous two years. This option appears to have been lost as Argentina has tried and failed to purchase retired Dassault Mirage F1 fighters from Spain, then refurbished Israeli Aircraft Industry Kfir fighters and, in late 2014, Saab Gripen fighters co-produced in Brazil.

However, the new Argentine-Chinese defence agreement could revive prospects for combat aircraft co-operation. In addition to the FC-1 fighter, China could offer low-cost combat-capable supersonic lead-in trainers like the Guizhou JL-9G/FTC-2000G or the Hongdu L-15.

The incorporation of these multipurpose vessels allow having units suitable for many useful tasks for the naval service and dual use, even in Antarctic waters, as search and rescue in the sea area of SAR responsibility (14 million km), towing and rescue patrol to 350 nautical miles and control . maritime areas, community support with healthcare and science support also will allow for containment and mitigation of environmental incidents reaching; perform the Antarctic Naval Patrol Combined (PANC) with higher performance and flexibility and mobile logistic support to support activities in the Atlantic Maritime, Antarctic coastline and river shoreline. The multipurpose ships would arrive home in mid-2015 and will replace units that over recent years were desafectando by time of use, providing greater safety to navigation and being cheaper to be more modern. L'Argentine possède 2 sous-marins de ce type (66 m de long, 2200 t), commandés en 1977 au chantier allemand TNSW qui en a assuré la construction à Emden ; ils ont été livrés en 1984 et 1985.

Le chantier Domecq Garcia (Tandanor) a été réactivé en septembre 2004, après 9 années d'inactivité, la Marine lui a confié en 2005 la refonte du sous-marin San Juan ; les travaux n'ont débuté qu'en novembre 2007, 3 mois après l'arrivée du sous-marin ; ils incluaient, après tronçonnage de la coque, le remplacement des 960 éléments de sa batterie et des 4 moteurs diesel-générateurs, la remise à niveau du moteur électrique de propulsion ainsi que de tous les équipements auxiliaires, l'installation d'un nouveau distillateur.

La coque du San Juan avait été découpée en janvier 2009.

Le ministre argentin de la défense, Agustín Rossi, a assisté ce vendredi à la cérémonie de livraison du sous-marin San Juan à la marine argentine après sa modernisation au Complejo Industrial Naval Argentino (CINAR).

Après la fin des travaux de réparations à mi-vie auxquels a été soumis le sous-marin San Juan, celui-ci sera remis officiellement à la marine argentine. Il pourra alors poursuivre ses essais à la mer et effectuer les derniers travaux à la base navale de Mar del Plata.

Le San Juan appareillera dans les prochains jours pour rejoindre Mar del Plata. Le 6 février dernier, il avait été remis à l’eau. Au cours de celle-ci, les vérifications de base ont été effectuées. Le sous-marin a été équilibré puis remorqué vers un quai où les derniers essais se poursuivront jusqu’à son départ.

Montevideo-After seven years (more than double the originally scheduled) maintenance in the Argentine shipyard Tandanor finally the submarine type TR-1700 , S-42 ARA San Juan , started his way back to active to be installed on the platform life Syncrolift for transport to the sea.

From there, the submarine will be towed at the Puerto Belgrano Naval Base , near Bahia Blanca , where they will complete its MLU ( Mid Life Upgrade ) which is an acronym for repair and improvement of shelf life.

Works include a spare propulsion plants (diesel engines and batteries), complete disarmament of pipes, tubes and systems which meant that the case should be cut to remove equipment and then soldier, covered valves, hydraulic systems, cowl again hull repair torpedo launch tubes. In addition, improvements in the software of your primary computer (calculation shooting, telemetry, etc..) Parts of radar for navigation were performed Deca .

The Argentine submarine force, including inside the Command Submarine Force Navy has two submergible class TR-1700 (ARA San Juan returning soon to the activity, but his brother, the ARA Santa Cruz , should enter dock for maintenance) and a type U209 , the ARA Salta which is operating. The news emerges just days after Argentine President Kristina de Kirchner met new Pope Francis I and pleaded with him to intervene in the Falklands dispute.
Last year, while still Archbishop of Buenos Aires, he declared that the South Atlantic islands had been "usurped" by Britain.

With seaborne assault out of the question, diplomatic pressure is now all she can hope for. Argentina is now struggling with 25 per cent inflation and owes many billions in foreign debts.
The 2013 defence budget allows its operational vessels to spend only 10 days at sea, while the one available submarine San Juan managed just over six hours submerged after a complete overhaul before it needed more repairs.
Six week ago the fleet's Type 42 destroyer Sant­sima Trinidad suffered a catastrophic valve failure at the naval base in Puerto Belgrano and sank within minutes.
The only warship to venture out of Argentine waters last year broke down during exercises off Africa and needed urgent repairs in the South African port of Simonstown.
Since then not a single Argentine warship has left territorial waters.
To add to their humiliation the Argentine Navy has no ammunition for its warship-mounted guns.
Last night a Royal Navy source said: "There is clearly little chance of Argentina mounting any type of attack by sea."

Argentinian Government delegation will sign a broad defense cooperation agreement with China in the next few days. Argentinian Navy modernization plans are hampered by funding shortage. It is reported that China has consequently offered low priced Type-056 Corvettes as an alternative to costly western made OPV designs.

Argentina's ARA Santa Cruz (S 41), a TR 1700-class diesel-electric submarine, is scheduled to arrive at the state-run Argentine Naval Industrial Complex (CINAR) on 17 June to begin a comprehensive mid-life update (MLU).

The MLU is intended to give the Santa Cruz class a 30-year life extension and includes new MTU engines and batteries.

Sister boat ARA San Juan (S 42) underwent a similar MLU, which began in August 2007 and concluded in May 2014.

ARA Santa Cruz was originally delivered to the Argentine Navy by the German shipyard Thyssen Nordseewerke in October 1984 and was part of a six-boat programme, four of which were to have been built in Argentina during the 1980s.

(Infodefensa.com) Montevideo - Before the crisis arising between Russia and Ukraine  on the peninsula of Crimea , French Foreign Minister Laurent Fabius , suspended advance his tour Latin America . His sudden departure left pending meetings in Argentina , Chile and Uruguay, although it reached visit Colombia , Panama and Peru .

While in Argentina, among others, are planned concrete support from the French Foreign Minister to update the class frigates Meko 140 (locally classified as corvettes) class destroyers and Meko 360 . In the first six were built Argentina, in Astilleros Rio Santiago (AFNE), and four of the latter in Germany , in the shipyards Blohm und Voss .

The plans are to have the service of the French shipyard DCNS and the consortium Thales in this modernization.

It was also expected to discuss updating Attack Aircraft Dassault Super Étendard remnants received a total of fourteen. Of these it is estimated that a dozen are in various stages of operation (three were lost in accidents), but only two or three are in flying order.

Argentina has more than a decade trying to modernize these venerable aircraft. During this time they have poured news ranging from purchasing new radars to carry comprehensive modifications to the standard SEM 5 (the most modern Super Étendard ). To date, however, none of this has materialized.

Continued budget cuts have also diminished the number of pilots available for this weapon system to the point that they are now less than the amount of aircraft in inventory. This complicates the outlook for the NENA ( Naval Aviation Command ).

It has not transcended the date of a potential meeting between the parties to recover the lost opportunity.

SANYA, Hainan, Sept. 3 (Xinhua) -- Two Chinese navy warships sailed out from Sanya harbor in south China's Hainan Province Tuesday on a voyage to Chile, Brazil and Argentina.
The fleet is made up of the missile destroyer Lanzhou and missile frigate Liuzhou, both serving in China's Nanhai Fleet, as well as the replenishment oiler Boyanghu serving in the Donghai Fleet, navy sources said.
Boyanghu set off from base on Sunday and will join the other warships later.
Their voyage will cover about 28,000 sea miles across the Pacific and to the South Atlantic via the Strait of Magellan.
It will be the first visit of the Chinese navy to Argentina, the sources said.
Lanzhou missile destroyer, with a full-load displacement of 6,400 tonnes, has served in a number of drills and escort missions in the Gulf of Aden and waters off Somalia. Liuzhou missile frigate has a full-load displacement of 4,000 tonnes.

Although it has yet to sell any major warships in Latin America, the China Shipbuilding and Offshore International Co (CSOC) used the 15-19 May SITDEF exhibition in Lima to make a rare public presentation about its company, stressing that it produces 80% of China's warships and controls the marketing of their weapons, electronics and systems.
However, CSOC is working indirectly to build a Latin American presence that could lead to future sales. In early July 2012, while commander of the Venezuelan navy, Defence Minister Admiral Diego Morelo Beliavia announced that Venezuela was entering into an agreement with China to repair and upgrade some of its six Lupo·class frigates, which had been affected by a US embargo on military sales that has prevented many repairs.
At SITDEF, Peru Difensa reported that China was to repair the General  Electric LM·2500 gas turbine engines used by the Venezuelan frigates. China has built a capacity to support LM·2500 engines, having also been subject to a US arms embargo since 1989; until a recent upgrade, LM·2500 powerplants were used in Chinese Type 052 destroyers.
Other sources told IHS Jane's that China could also co-operate with Argentina to replace the engines on its German·made MEKO frigates and corvettes. In late 2012 the Argentine MEKO 140A16 frigate Espora spent 73
days in the South African port of Simonstown as cash-strapped Buenos Aires could not pay Germany's MTO for diesel engine parts.
At SITDEF, CSOC displayed in model form its current offering of combat ships, including its S20 conventionally powered submarine (a version of the Yuan class), its new 3, 700-tonne stealthy frigate, and a new 22,000-tonne
landing platfom1 dock designed for a Turkish requirement. The latter featured a new island configuration displaying what appeared to be a version of the Thales I·Mast integrated radar system, the reason for which CSOC officials would not explain.
Responding to one possibility that this was to illustrate CSOC's flexibility in accommodating customer requirements, a Thales official at the show stated that the company had "no authorisation" to discuss co·operation with China regarding the I·Mast. Aside from legal/policy restrictions, the official stressed the commercial dangers of China eventually making copies "that cost less and have less performance", adding: "We don't want that."

Argentina has accused the UK of sending nuclear-armed submarines to the South Atlantic, after making an official complaint to the UN over the Falklands dispute.

The country’s representative at the UN conference on disarmament, Eduardo Zuain, said that by beefing up its naval presence around the disputed islands London was violating the provisions of a 1967 accord, banning nukes in Latin America and the Caribbean.

The conflict around the archipelago in the South Atlantic has been simmering since Britain regained control over the islands in a brief war with Argentina in 1982.
