Legatum Healthcare Index": Luxembourg's healthcare system is number one


The Grand Duchy did remarkably well, in particular regarding its healthcare and political system.

According to the latest figures published in the “Legatum Prosperity Index” report of the Legatum Institute, Luxembourg's healthcare system remains the best in the world. The Grand Duchy reached the top position for the second year in a row, followed by Singapore and Switzerland. And for good reason: 95.2% of the population is covered by health insurance. In 2017, only 1.4% of medical expenses were borne by Luxembourg households, i.e. the lowest rate amongst OECD member countries. 

Preserving a remarkable quality of life
Luxembourg is a law-abiding state and a democracy, where the respect of individual freedom is guaranteed. As a result, Luxembourg came third in a ranking on individual freedom, just behind New Zealand (1st) and Canada.

 

The country came 7th in the ranking of the best political systems, moving up one place. This outcome is reflected in its political stability, its democratic vision and the high rate of citizen engagement.

The same study also ranked Luxembourg as the sixth most environmental friendly country. Here again, Luxembourg did well thanks to the quality of its flora and animal living conditions, the State directives aimed at maintaining a clean environment, and the visible efforts made to achieve this. As for global prosperity, Luxembourg moves down two places; it came 14th in a world ranking, amongst 149 participating countries.

The Legatum Institute, a London-based research institute released its 10th annual global Prosperity Index in November, a huge survey that ranks the most prosperous countries in the world.

 

The organisation compares 104 variables to come up with its list, splitting those variables into nine subindexes. One of the big components of the ranking is how healthy a country's people are.

 

1. Luxembourg — Nestled between Belgium, France, and Germany, the wealthy nation of Luxembourg tops the Legatum Institute's health sub-index. The country's average life expectancy is 82.

Obwohl die durchschnittliche Aufenthaltsdauer in den Notdiensten in Luxemburg unter denen im Ausland liegt, sei die Regierung sprich das Gesundheitsministerium sich bewusst, dass die Wartezeiten zu lange sind, auch wenn die Qualität der „Urgences“-Dienste allgemein als hervorragend gilt.

Eine Studie wurde also in Auftrag gegeben, um neben dem empirischen Empfinden all jener, die schon einmal mehrere Stunden in den Wartesälen der Notdienste verbrachten, eine realistische Einschätzung der Lage und Lösungsvorschläge zu erhalten.

Es fehlte bislang an verlässlichem Zahlenmaterial, das nun vorliege, so Gesundheitsministerin Lydia Mutsch. Die durchschnittliche Wartezeite betrage zwischen 80 und 230 Minuten in den Notdiensten der vier Spitalgruppen im Land. Die Basis dieser Durchschnittswerte sind 279.000 Patienten von insgesamt 312.000 im Jahr 2016.
540 von 1.000 Einwohnern des Landes besuchten demnach im Vorjahr eine „Urgence“.

Sie stellen so, durch die reine Menge, eine Herausforderung an das System dar, die so eigentlich nicht nötig wäre, würden die Allgemeinärzte oder die „Maisons médicales“ bei medizinischen Problemen, die keine unmittelbare Bedrohung für die Gesundheit darstellen, statt der Notdienste der Krankenhäuser aufgesucht.
