Le géant (et discret) chinois Tuspark a levé un coin de voile, en fin de semaine dernière, sur le fonds d’investissement qu’il est en train de créer, et qui pourrait aller jusqu’à 100 millions d’euros... pour que des fintech chinoises s’installent au Luxembourg.

C’était vendredi dernier. À la Banque internationale à Luxembourg, passée sous le pavillon chinois de Legend Holdings. Une série d’invités triés sur le volet ont assisté à la «cérémonie de lancement du fonds d’investissement dans l’innovation Chine-Luxembourg», organisée par Tuspark.

En visite à Hong Kong, le ministre des Finances, Pierre Gramegna, a officialisé la naissance d’Alipay (Europe). La filiale de paiement du groupe chinois Alibaba s’installera donc bientôt pour se développer au niveau de l’Union européenne.

Cette fois, Alipay devrait bientôt s’installer au Luxembourg. En visite à Hong Kong ce 14 janvier, le ministre des Finances, Pierre Gramegna, a annoncé officiellement que la plate-forme de paiement mobile intégrée au sein du groupe chinois Alibaba avait obtenu sa licence des autorités luxembourgeoises pour le paiement électronique.

Max Arendt, élève du Lycée de Garçons de Luxembourg, a gagné la médaille d’or au concours scientifique CASTIC en Chine avec son projet en ingénierie.

Depuis 2012, la Fondation Jeunes Scientifiques Luxembourg (FJSL) envoie chaque année un des lauréats de son concours national Jonk Fuerscher au concours CASTIC (China Adolescents Science and Technology Innovation Contest).

Le projet du luxembourgeois
Cette année, Max Arendt a pu participer au concours avec son projet R.A.M. – A robot that could change the world.

R.A.M. (lat. : Rimor, Adjutor, Medicus / fr.: explorateur, assistant, médecin) est un robot humanoïde, piloté par une personne portant un « transmetteur de mouvements » permettant de contrôler le robot à une très grande distance.

Le jeune luxembourgeois a travaillé durant 3 années sur son projet avant d’arriver à construire son 1er prototype (deux mains et bras) avec l’aide d’une imprimante 3D. Il poursuivra ce projet jusqu’à arriver à un robot complet et fonctionnel.

Son projet a convaincu le jury du CASTIC et Max a remporté une médaille d’or bien méritée.

Le vice-Premier ministre et ministre de l’Économie vient de signer deux accords de coopération entre le Luxembourg et la République populaire de Chine.

Le ministère de l’Économie était resté assez discret sur le déroulement de la visite de travail de deux jours d’Étienne Schneider à Pékin lundi et mardi. On comprend mieux pourquoi en parcourant le communiqué publié mercredi matin: le n°2 du gouvernement a franchi une étape-clé dans le développement de l’industrie spatiale au Luxembourg en signant un accord de coopération avec l’Administration spatiale nationale chinoise (CNSA) prévoyant une coopération scientifique, technique, économique et politique entre les deux pays en matière d’«exploration et d’utilisation pacifiques de l’espace».

Une coopération qui embrasserait «sans s’y limiter les aspects économiques, juridiques, réglementaires et technologiques de l’utilisation des ressources spatiales».

Die von Wirtschaftsminister Etienne Schneider gestartete Weltrauminitiative zieht immer weitere Kreise.

Zu den sieben neuen Weltraum-Unternehmen die in den letzten Monaten nach Luxemburg gekommen sind, wird noch ein reines Weltraum-Forschungslabor (“deep-space lab”) hinzukommen. Aufgebaut wird das Labor, das Anfangs mit fünf Forschern ausgestattet wird vom führenden chinesischen Weltraumforschungsinstitut National Space Science Center (NSSC).

Abkommen mit dem Wirtschaftsministerium

Ein diesbezügliches Kooperations-Abkommen sei mit dem Luxemburger Wirtschaftsministerium unterzeichnet worden. Das berichtet die Nachrichtenagentur Xinhua, unter Berufung auf eine Pressemitteilung von NSSC und der “Chinese Academy of Sciences” . Derzeit befindet sich Wirtschaftsminister Schneider auf Mission in China.

Im Labor sollen unter anderem Proben von Materialien aus dem Weltraum untersucht werden. Zudem soll an neuen Technologien im Bereich “Bergbau im Weltall” geforscht werden, so Xinhua weiter.
Erst seit kurzem ist Ji Wu, Chef-Wissenschaftler im Bereich Weltraumforschung bei der “Chinese Academy of Sciences” auch Mitglied im Beratungsgremium von Space-Resources.

In dem Gremium sind beispielsweise auch Pete Worden, der ehemalige Geschäftsführer des Nasa-Ames-Forschungszentrums, und Jean-Jacques Dordain, der ehemalige Geschäftsführer von Europas Weltraumagentur ESA, tätig.

Luxembourg's Deputy Prime Minister and Minister of Economy, Etienne Schneider, will visit the People's Republic of China on Monday 15 and Tuesday 16 January 20178.

Deputy PM Schneider will travel with a delegation to meet with with leaders of the world of politics and economy. Minister Schneier will welcomed by the Minister of Commerce, Zhong Shan, amongst others, to take stock of the development of trade relations between the two countries.

Meetings with senior officials from the China Academy of Science and the Chinese Space Agency are also on the agenda. During these meetings, cooperation agreements between Luxembourg and the People's Republic of China will be signed in the scientific and spatial field, and more particularly in the field of exploration and use of resources in space.

The Industrial and Commercial Bank of China (ICBC) intends to issue a first green bond that will be listed on the Luxembourg Green Exchange (LGX).

The One Belt One Road (OBOR) Green Climate Bond will be the first green bond with climate bonds certification for the Chinese bank.

ICBC plans to finance green assets in the field of renewable energy, low carbon and low-emission transportation, energy efficiency and management of sustainable water resources. The areas in scope will be both domestic provinces and foreign countries key to the OBOR initiative.

While no official application has been made at the Luxembourg Stock Exchange (LuxSe) to date, the listing of the new bond is subject to the approval of Luxembourg's financial regulator Commission de Surveillance du Secteur Financier (CSSF), as well as LuxSe's internal regulations depending on the market of listing.

Si des discussions en cours avec le ministère du Développement durable et des Infrastructures aboutissent, des vélos de la start-up chinoise Ofo devraient bientôt circuler dans la capitale – comme ceux de Vel’oh! – ainsi que sur le site de Belval.

Une nouvelle offre en matière de bikesharing devrait bientôt venir compléter celle de Vel’oh!, indiquent ce lundi matin nos confrères du Wort.

Proposée par la start-up chinoise Ofo, en négociation avec le ministère du Développement durable et des Infrastructures, elle concernerait dans un premier temps une cinquantaine de vélos répartis entre le Kirchberg, à Luxembourg-ville où l’utilisation du vélo est croissante, et Belval.

Pour ce second emplacement, à proximité de l’Université du Luxembourg, «cela permettrait à la communauté scientifique de participer à des études sur la mobilité auxquelles Ofo souhaiterait être associée», indique à nos confrères Tobias Fischer, manager nommé par la start-up pour le Luxembourg.

Le gouvernement luxembourgeois aurait signé un accord avec la société Alibaba qui lui permettrait de faciliter des visas vers le Luxembourg pour ses bons clients.

Selon Le Quotidien, le Premier ministre, Xavier Bettel, a signé un accord avec le patron d’Alibaba, Jack Ma, qui lui permet d’accorder des visas pour le Luxembourg aux bons clients d’Alipay Wallet.

L’accord aurait été passé en septembre 2017, à New York, en marge de l’assemblée générale des Nations unies. Alipay Wallet offre des points à chaque paiement en ligne à ses nombreux consommateurs.

Ceux-ci permettent d’accéder plus facilement à des crédits ou à des cadeaux. Et parmi ces cadeaux, ils auraient la possibilité d’obtenir un visa facilité vers trois pays: le Canada, Singapour et le Luxembourg.

Ant Financial Services Group, an affiliate company of the Chinese Alibaba Group, has confirmed Luxembourg as the location of its European hub.

The confirmation was made during Luxembourg Minister of Finance Pierre Gramegna's mission in China this week (9-13 September 2018) which focused on sustainable finance and the strengthening of ties between Luxembourg and China.

After having attended a series of meetings in Beijing, first with his Chinese counterpart, Liu Kun, on the macroeconomic situation and risks of protectionism, and then with the leaders of several Chinese banks, Pierre Gramegna met with the President of Ant Financial, Eric Jing, in Hangzhou to discuss the company's international development strategy and the role that Luxembourg could play in this context. At this meeting, Eric Jing confirmed that Ant Financial, the parent company of Alipay, China's largest mobile payment platform, has chosen Luxembourg as a European hub to help connect their Chinese customers with merchants established in the European Union.

D’après nos confrères de Delano, le consul général à Shanghai a confirmé l’arrivée de deux entreprises chinoises cette année au Luxembourg, soit une liée à la place financière et l’autre à la blockchain.

Notre consœur de Delano, Jessica Bauldry, a pu recueillir quelques confidences lors du 5e anniversaire de Chinalux, jeudi. Le consul général à Shanghai, Luc Decker, n’a pas voulu révéler les noms des deux sociétés, l’une liée à la finance et l’autre à la blockchain, mais a déclaré qu’on s’attendait à ce qu’elles fassent des annonces au cours de l’été.

Dans le cadre de sa visite de travail à Pékin du 15 au 16 janvier 2018, le Vice-Premier ministre, ministre de l’Économie, Étienne Schneider a signé deux accords de coopération entre le Luxembourg et la République populaire de Chine dans le domaine scientifique et spatial.

L’accord de coopération signé en date du 16 janvier 2017 entre le ministère de l'Économie et  l'Administration spatiale nationale chinoise (CNSA) définit le cadre pour développer et mettre en œuvre une coopération scientifique, technique, économique et politique entre le Luxembourg et la Chine en ce qui concerne l'exploration et l'utilisation pacifiques de l'espace. Les domaines de coopération potentielle comprennent, sans s'y limiter, les aspects économiques, juridiques, réglementaires et technologiques de l'utilisation des ressources spatiales.

Par ailleurs, le Vice-Premier ministre, ministre de l'Économie, Étienne Schneider et le Centre national des sciences spatiales (NSSC) ont signé un accord pour créer au Luxembourg un laboratoire de recherche pour explorer l’espace. Rattaché à l'Académie chinoise des sciences (CAS), le Centre national des sciences spatiales est l’institut de recherche en charge de la planification, du lancement et de la gestion opérationnelle de toutes les missions scientifiques spatiales.

Luxembourg's Deputy Prime Minister and Minister of the Economy, Étienne Schneider, has signed two cooperation agreements in the space sector between Luxembourg and China which creates a space research centre in the Grand Duchy.

As part of his working visit to Beijing from 15 to 16 January 2018, Minister Schneider has signed two cooperation agreements between Luxembourg and the People's Republic of China.

The cooperation agreement signed on 16 January 2017 between Luxembourg's Ministry of the Economy and the Chinese National Space Administration (CNSA) sets the framework for developing and implementing scientific, technical, economic and political cooperation between Luxembourg and China with regard to the peaceful exploration and use of outer space. Areas of potential cooperation include, but are not limited to, economic, legal, regulatory and technological aspects of the use of space resources.

In addition, Minister Schneider and the National Centre for Space Science (NSSC) signed an agreement to create a research laboratory in Luxembourg to explore space. Attached to the Chinese Academy of Sciences (CAS), the National Centre for Space Science is the research institute in charge of the planning, launching and operational management of all space science missions.
The laboratory will be established as an independent legal entity in Luxembourg to carry out scientific research and technological development activities in a number of areas, including sectors that contribute to achieving the targets set by the SpaceResources initiative. read. As a first step, the laboratory will employ at least 5 people in Luxembourg.

China baut seine Vormachtstellung im Ranking der schnellsten Supercomputer der Welt weiter aus. In der 50. Ausgabe der "Top 500"-Rangliste stellt das Land insgesamt 201 Anlagen und überholt die USA (145 Anlagen) damit deutlich. 

Luxemburgs Supercomputer kommt noch

Ab 2018 soll auch Luxemburg über seinen eigenen Supercomputer verfügen. Die Leistung des Computers soll bei einem Petaflop liegen. Wirtschaftsminister Etienne Schneider hatte im Mai eine entsprechende Deklaration zur europäische Kooperation im Bereich des “High Performance Computing” (HCP) unterschrieben.

Luxembourg's banking trade association has signed a memorandum of understanding with its counterpart in China.

Yves Maas, Chairman of the Luxembourg Bankers’ Association (ABBL) and Runzhong Huang, Secretary General of the China Banking Association (CBA) signed the memorandum on Tuesday.

"The Luxembourg and the Chinese banking sector have a longstanding relationship," said Maas. "In fact, the very first Chinese branch set up outside China more than 35 years ago was the Bank of China Luxembourg Branch."

The agreement aims at establishing regular communication between the two associations, including sharing information on the latest regulatory developments and practices for investor protection.

China Everbright Bank a officiellement fait son entrée sur la place financière grand-ducale ce vendredi. Par ce développement, la septième banque chinoise basée au Luxembourg installe pour la première fois une entité hors du territoire asiatique.

China Everbright Bank has been approved to establish a subsidiary in Luxembourg, making it seventh Chinese financial institution to do so, Luxembourg for Finance, the agency set up to develop the sector, said.

Luxembourg is the second-largest global domicile of investment funds investing into mainland China, after Hong Kong. It is the largest European listing centre for  renminbi, or dim sum, bonds, the agency said.
