The World Bank developed the Mitigation Action Assessment Protocol (MAAP) to measure, compare and benchmark the relative performance and risks of climate actions. MAAP has four modules that focus on project or program-level assessments, specifically in relation to mitigation action design, capacity of the management entity, financial sustainability of the mitigation activity, and development benefits.
It seems as though global commitments to reduce fossil fuel consumption are weakening with the news that coal power capacity rose over the last year, largely driven by China. However, there's been a slowdown in the decommissioning of European coal-fired power stations, presumably as a result of the Ukraine war.
