I was at a posh event in London last week, hosted by the Open University (I even wore a tie, people!). It was launching an OU report “Bridging the Digital Divide” which looks at some of the skills gaps in employment and how education can address these. It’s a good report, which avoids the trite “60% of jobs haven’t been invented yet” type statement and builds on some solid evidence.

I was once at a conference where a delegate started chatting to me about iPads in schools. He’d been in charge of the rollout of more than 500 tablets to staff and students in his school and I sensed frustration and a little dejection when he described what obviously had turned into a head-aching predicament. I won’t bore you with his story, but essentially he had ordered a load of tablets and assumed that everything else would be all right.

In 2014, only around half (52%) of students in Year 10 achieved the minimum standard of digital competence. Examples of where students struggled include: searching for relevant resources on the internet; using a web browser history; creating tables and charts; sorting data in a spreadsheet; displaying hidden toolbars; inserting images; changing font formats and colours; and using animations and page transitions effectively.

This report provides new evidence on the effects of digital technologies on the demand for skills and discusses key policies for skills development adapted to the digital economy. Workers across an increasing range of occupations need generic and/or advanced ICT skills to use such technologies effectively. More fundamentally, the diffusion of digital technologies is changing how work is done, raising demand for complementary skills such as information processing, self-direction, problem solving and communication. This report discusses measures that can help to ensure that the diffusion of digital technologies is accompanied by the development of the skills needed for their effective use, an increase in the responsiveness of national skills development systems to changes in skills demand and of new learning opportunities created by digital technologies.

The quality of service provided to the public by library and information science institutions depends on the expertise of their staff.  Constant flux in the needs of societies, changing technologies, and growth in professional knowledge demand that information workers must expand their understanding and update their skills on an ongoing basis. As stated in the IFLA/UNESCO Public Library Manifesto 1994:

The librarian is an active intermediary between users and resources. Professional and continuing education of the librarian is indispensable to ensure adequate services.

Because adequate service depends on staff who are well prepared and continuously learning, the quality of ongoing educational opportunities is of vital concern.  This document sets forth principles that should assure high quality continuing professional development for library staff. It has been developed on behalf of IFLA’s Continuing Professional Development and Workplace Learning Section (CPDWL), with input from its members and small project funding from IFLA.

Education failing young people on digital skills | HR Magazine

Education failing young people on digital skills | HR Magazine | Information and digital literacy in education via the digital path | Scoop.it

The education system is failing to provide young people with the digital skills they need to succeed in the world of work, according to 18 to 30-year-olds.

The research, compiled by Tata Consultancy Services and ThinkYoung, found 63% of the 500 young people surveyed in 28 EU countries don't believe education prepared them for the digital demands of work.

In addition, 70% said they would need to acquire further digital skills post-education.
