It is now just a dream, but Mars One, a privtae organization, has plans to land people on Mars and live there perminantly. They have support of commercial firms who will supply all necessary components for the mission and it will be financed as a media event. In 2016, a supply mission will be sent to a chosen landing site, followed by a rover in 2018 to scope out the perfect spot for settlement. By 2023, the first two astronauts will be sent to land on Mars and live out the remainders of their lives there. See the promo video. SE
