Strengthen personal and professional development of young people through non formal and informal learning mobility activities;

Foster the empowerment of young people, their active citizenship and participation in democratic life;

Foster quality development of youth work at local, regional, national, European and international level by building capacity of organisations active in the youth field and supporting the professional development of youth workers;

Promote inclusion and diversity, intercultural dialogue and the values of solidarity, equal opportunities and human rights among young people in Europe.

AIMS AND OBJECTIVES
The objective of the present Call is to provide structural support, referred to as operating grants, to European non-governmental organisations (ENGOs) and EU-wide networks active in the field of
youth and pursuing the following general aims:
 Raise awareness of the EU Youth Strategy 2019-2027 including the European Youth Goals.
 Develop, promote and support actions to engage, connect and empower youth in the spirit of the EU Youth Strategy.
 Increase awareness and youth participation in EU actions for young people, including Erasmus+, European Solidarity Corps and Discover EU.
 Increase commitment and cooperation of youth civil society actors with public authorities for the implementation of policies in areas relevant for young people.
 Boost youth stakeholder participation, including by building upon the potential of digital communication alongside other forms of participation.
 Boost youth civil society involvement in the dissemination of policy and programme actions including results and good practices among their membership and beyond.

Disseminating and/or scaling up good practices on inclusive education/youth environments and/or on promoting common values, initiated in particular at local level. In the context of the present call, scaling up means replicating good practice on a wider scale/transferring it to a different context or implementing it at a higher/systemic level;

or

2.

Developing and implementing innovative methods and practices to foster inclusive education/youth environments and promote common values in specific contexts.

The initiative seeks to specifically support:
 promotion and development of more structured cooperation, online and offline, between different youth organisations to build or strengthen partnerships focusing on solidarity and inclusive democratic participation of all against a backdrop of the backlashes on socio-economic structures and in line with youth goals numbers 3, 4 and 10;
 youth organisations involved in initiatives to encourage young people to participate in the democratic process and in society by organising trainings, showcase commonalities among young Europeans and encourage discussion and debate on their connection to the EU, its values and democratic foundations, including by providing a meaningful voice to youth in the framework of the Covid-19 recovery process;
 promote participation of under-represented groups of young people in politics, youth organisations and other civil society organisations by engaging vulnerable and socioeconomic disadvantaged youth; new ways to empower youth organisations in dealing with the Covid-19 crisis and its aftermath, by supporting innovative ways of cooperation and network creation, development and management. Indicatively, this could include enhancing collaboration between youth organisations in a digital
context through and by non-formal learning and organisational models including alternative modes of exchanges and mutual aid.

Specific Objectives
The initiative will specifically support:
— promotion and development of more structured cooperation between different youth organisations to build or
strengthen partnerships;

General objectives

Projects submitted under this call under both lots should aim at:

Each application must address one general objective and one of the specific objectives, which are listed separately for Lot 1 and for Lot 2. Both the general and specific objectives of the call are exhaustive: proposals that do not address them will not be considered.

 Budget

The total budget available for the co-financing of projects under the present call is EUR 10 000 000 allocated as follows:

Lot 1— Education and training EUR 8 000 000

Lot 2— Youth EUR 2 000 000

The financial contribution from the EU cannot exceed 80 % of the total eligible project costs.

The maximum grant per project will be EUR 500 000.

The Agency reserves the right not to distribute all the funds available for this call.

6.   Submission procedure and deadline

The submission deadline is: 22 May 2017 — 12.00 (noon) CET

Key Action 3: Support for policy reform - Initiatives for policy innovation European Forward Looking Cooperation Projects
in the fields of Education and Training, and Youth



Forward-Looking Cooperation Projects are co-operation projects proposed and managed by a partnership of key stakeholders in view of identifying, testing, developing, assessing new
innovative approaches in the fields of education, training and youth, that have the potential of becoming mainstreamed and giving input for improving educational and youth policies.
The projects should focus on innovation in practices and policies across educational and youth fields. The specific aim of these activities is to provide in-depth knowledge on target group(s),
learning, teaching, training or youth work situations and effective methodologies and tools that help policies to develop, as well as conclusions relevant for policy makers in education, training
and youth at all levels.


The present Call for Proposals supports projects in two strands:
Strand 1 - Education and Training field
 Strand 2 – Youth field


Budget


The total budget available for the co-financing of projects under the present call is EUR 17.000.000, and is divided in the following way:
Strand 1 - Education and Training: EUR 15.000.000
• Strand 2 - Youth: EUR 2.000.000
Financial contribution from the EU cannot exceed 75% of the total eligible project costs.
The maximum grant per project will be EUR 500.000.


Eligible countries 

  •  the 28 Member States of the European Union;
  •  the EFTA/EEA countries: Iceland, Liechtenstein, Norway;
  •  EU candidate countries: Turkey, the former Yugoslav Republic of Macedonia.


Deadline:  24 February 2015 - 12.00 noon CET
