Rest assured all these "trouble makers" will likely be convicted.  They aren't white ranchers from Nevada/Utah so you can rest easy knowing that these folks will be convicted.

There is much businesses and shipping nations can do to act on global emissions standards, says the report. The fight against climate change “a top priority,” says Kitack Lim, the International Maritime Organization (IMO)’s secretary-general. But the shipping nations within IMO have fallen well short of following the Paris model. 

Shipping doesn't figure in the Nationally Determined Contributions (NDC) as it is a global activity, so it would be complicated to apportion shipping emissions to nations. Instead, the goal of reducing greenhouse gas emissions from shipping falls to the International Maritime Organization, the specialized agency of the United Nations that sets global standards for international shipping.

Three things are missing: a target, measures to reach the target and a driver of change. 

 Shipping has an important stake in the global efforts to reduce carbon emissions. The industry’s emissions output measured 900 million metric tons in 2012, representing 2.6% of global emissions. According to the IMO, greenhouse gas emissions may increase up to 250% by 2050. The industry would have to cut these emissions in half by 2050 to be in line with the pathway to the Paris target. However, there is no target for the industry at all...and there doesn't appear to be pressure being brought to bear any time soon.

This is the local impact of the global shipping glut.  Burdened by a slowing global economy, more distributed manufacturing, Chinese economic downturn, and a peak in shipping capacity in preparation for the widened Panama Canal / genesis of the mega-shipping era have translated into a crash in global shipping prices and negative margins across the globe's shippers.

South Korea said today it would not bail out Hanjin, even though it accounts for something like 7% of the GDP.

Chinese freighter laden with nearly 9,500 metal cargo containers transited the expanded Panama Canal on Sunday, inaugurating the interoceanic waterway and opening a new era in global trade.

Panama seeks to bolster their ship transit capacity to regain footing against the Suez Canal.  But we are in an interesting time.  With Chinese production in a slump and overall global shipping at record lows, it is unclear if this decade-long expansion plan will substantial fruit.
