As promised here is a simple animation tutorial. What you will need to follow this tutorial: An art package like “Paint Shop Pro” that uses layers and transparencies. A set of filter plugins like “Eyecandy 4000″. A gif animation package like “Animation Shop 3″ (Bundled with Paint Shop Pro 9).
