On 27 November Peruvian Defence Minister Pedro Cateriano made a presentation to the Peruvian Congress to present 2014 budget results and outline 2015 budget projects, providing valuable information on several Peruvian military acquisition programmes currently in progress or soon to be launched....

...Naval programmes outlined by Cateriano include the acquisition of five Kaman SH-2 naval attack helicopters, valued at USD117 million, currently being upgraded by General Dynamics Canada, and the purhase of three search-and-rescue helicopters for USD15 million, which IHS Jane's believes covers the imminent acquisition of three second-hand Agusta/Bell 412SPs from the Netherlands.

Detailing the navy's progress with its shipbuilding programmes, Cateriano said Peru's new sail training vessel is to be launched by the end of the year and commissioned in October 2015, while the navy's first Makassar-class dock landing platform (LPD) has made "25% progress", with current plans envisaging the ship being delivered by mid-2016. Two oceanic patrol boats are also being built, both due to be launched by December 2015.

New projects include the acquisition of a new oceanographic vessel under a EUR79 million USD98 million deal to be signed with Spanish C N Freire shipyard. The 6,000-ton ship is expected to be received from Spain by mid-2016.

Cateriano also mentioned that the navy received funding approval (with the initial allocation yet to be defined) for the maintenance and upgrade of four Type 209 submarines. This USD312 million programme is expected to be completed by 2020.

SAS Manthatisi (S 101), the first of three Type 209 submarines acquired by the South African Navy as part of the 1999 Strategic Defence Procurement Package, has re-entered service after a major refit and is participating in the biannual Exercise 'Ibsamar IV' in Cape waters with the Brazilian and Indian navies.

Commissioned in November 2005, the submarine has been subject to much speculation and disinformation since it was withdrawn from service in 2007.

Its withdrawal after less than two years prompted criticism from some commentators that South Africa had wasted its money on a non-operational submarine. However, the move was in line with the South African Navy's intention to operate two of the three submarines at any one time and keep one in reserve: the same operational cycle used with the Daphné-class submarines that the Type 209s replaced.

Patrick H. 's insight:
