At NAVDEX 2015 naval defense exhibition which was taking place in Abu Dhabi, UAE, last week, Navantia unveiled the F-538 frigate design it is proposing for the Peruvian Navy. Navantia representatives at NAVDEX 2015 told Navy Recognition that this new Frigate design is based on the proven AVANTE 3000/2400 design. This new design incorporates lessons learned in building the Spanish F-100, Norwegian F-310 and Australian AWS destroyers.

The F-538 incorporates the Spanish Navy Combat Management System (CMS) foundand proven on board Spanish Navy LHD, replennishment vessel and Meteoro class OPVs. The new Frigate is fitted with the COMPLEX Integrated Platform Management System developed entirely by Navantia.
With a moderate displacement of about 3,800 tons, the F-538 is Navantia's answer to navies looking for mid-size frigates to conduct a wide range of missions.

The scale model on display at NAVDEX 2015 showed the F-538 fitted according to the Peruvian Navy requirements. The informed observer will immediatly notice a quite unique weapons fit on top of the helicopter hangar: No less than three Close In Weapon System (CIWS) are present:
- 2x Rheinmetall Millenium 35mm gun systems
- 1x Raytheon RAM launcher (21x RAM block A1 missiles) between the two guns

Navantia representative explained that this quite unique configuration were part of the Peruvian Navy requirements. Final specifications and weapons fit may evolve however. Quite unusual also is the fact that two triple torpedo launchers are fitted on top of the main structure instead of being housed inside the structure.

The F-538 model at NAVDEX also featured:
- A 76mm main gun by Oto Melara
- 16x Mk 41 VLS for Raytheon ESSM surface to air missiles located forward, behind the main gun
- 2x Hitrole 12.7 mm remote weapon system by Oto Melara fitted on top of the bridge
- 8x MBDA Exocet Blk III anti-ship missiles
- 2x RF/IR/acoustic decoy launchers
- A Smart-S Mk2 radar by Thales
- A Thales Sting 2.0 fire control radar
- A Thales Kingklip hull sonar

The helicopter deck and hangar can accomodate SH-3D or NH-90 helicopters. The F-538 was designed with great attention focused on low radiated noise, reduced radar cross section, low infra red signature, low magnetic signature and low electric signature. The propulsion system is CODAD type (Combined diesel and diesel). The requirement of the Peruvian Navy is for 5 frigates.

F-538 main characteristics:
Length overall: 113.2m
Maximum beam: 15.6m
Draught: 4.7m
Full load displacement: 3800 t
Max. Speed: 30 kn
Range: 4000 nm

Peru’s Shipyard Marine Industrial Services (Sima) and the Canadian Commercial Corporation (CCC) have signed a memorandum of understanding (MoU) that enables the Andean country’s companies to enter the Canadian naval market.

The new agreement aims to increase naval industrial relations between the two nations in areas such as technology and equipment transfer.

The decision was reached after Peru’s Ministry of Defense signed a previous memorandum of understanding with the Canadian Commercial Corporation (CCC) in May last year.

The MOU between the CCC and the Peruvian Defense Ministry aims to deepen defence and security relations between the two countries, and to facilitate and improve cooperation for the purchase of services or military and defence equipment by Canadian companies to the Peruvian Ministry of Defense

Peru is Canada’s third-largest bilateral trading partner in Latin America and the Caribbean after Mexico and Brazil, after signing a free trade agreement in 2009.

It is worth mentioning that the South American country is the third largest destination for Canadian direct investment in South and Central America.

Sima, a state firm with extensive experience in Peru, offers boat building, ship repair, metal engineering and manufacturing of the highest reliability and quality in South America.

On the other hand, the Canadian Commercial Corporation (CCC) is a federal Crown corporation mandated to facilitate international trade on behalf of Canadian industry, particularly within government markets.

(Infodefensa.com) Lima - services unit aircraft manufacturer Fokker 60 of the Peru Navy (MGP) has won the bid of the multiyear contract for maintenance (two maritime patrol configuration and two in utilitarian version). The validity period of the agreement, reached in mid-October, covers the years 2013 through 2017.

The Material Procurement Directorate (DIRCOMAT) awarded the MGP, the company Fokker Services B. V. , as expected, maintenance work valued at 41,545,781 soles, equivalent to 14.89 million dollars. The amount awarded is less than 5.6 million soles proposed as a benchmark by the Peruvian naval institution.

The same Dutch company won another contract, minor, for spare parts for the two aircraft Fokker 60 MPA in May 2013. The value given was 284 316 soles, about $ 102,000.

It should be noted that an initial public competition process for supporting multi-year program of four aircraft Fokker 60 was won in November 2012 by Aeroparts of USA Corporation , a company incorporated in the United States with $ 500 in seed money and it did not have the certifications Manufacturer ( Fokker ), although their representatives indicated otherwise. Such irregularity caused the discomfort of the Dutch company, which filed a formal complaint requesting the annulment of bidding. The tender was canceled and the Ministry of Defence approves the convening of a new process.

La Marine péruvienne rachète 5 hélicoptères d'occasion Seasprite à la Nouvelle-Zélande | Newsletter navale | Scoop.it

Five Royal New Zealand Navy Seasprite helicopters have been sold to Peru, Defence Minister Gerry Brownlee announced today.

"Our recent purchase of eight new, more sophisticated Seasprite helicopters meant the older model Seasprites were available for sale and a deal has been struck with the Peruvian Government for them to buy them for their Navy," Mr Brownlee says.

As well as the helicopters, Peru is buying spares and the Maverick missiles which are used with the helicopters.

New Zealand has worked closely with a number of parties to make the sale happen, including a Canadian Government entity, the Canadian Commercial Corporation, which is acting as agent for the Peruvian Government, and the United States Government, which has had to approve the export from New Zealand of the American manufactured helicopters and missiles.

Mr Brownlee says a good price of $30 million has been achieved for the helicopters. After the deduction of some costs, the remainder will return to the Defence Capital Plan.

The first of the five Seasprites is scheduled to be shipped from New Zealand after three of the new replacement helicopters arrive in January. Subsequent shipments have been timed to ensure the Navy is able to introduce the new helicopters into service before all the current Seasprite helicopters leave New Zealand.

The five Seasprites have been used on the two frigates, TE KAHA and TE MANA, and the multi-role ship CANTERBURY.

La Marine péruvienne pourrait être intéressée par l'acquisition de 2 frégates FREMM françaises

La Marine péruvienne pourrait être intéressée par l'acquisition de 2 frégates FREMM françaises | Newsletter navale | Scoop.it

According to Lima based newspaper El Men the Peruvian government is in negotiations with France for the acquisition of two FREMM Frigates. According to the paper, the negotiations are likely to reach a positive outcome because of the many recent defense deals that were signed between Peru and France.

France recently sold to Peru a millitary satellite, anti-ship missiles and an upgrade program for its Mirage fighters fleet. The two countries also signed a Defense Agreement in November this year.
Contacted by Navy Recognition, no DCNS representatives were available to comment the information at the time of publishing.
The information would confirm however that Peru is currently seeking to increase its naval power. The Peruvian Navy is currently upgrading its fleet of Lupo class Frigates with new Electronic Warfare suites, 3D radar, Rheinmetall MASS countermeasures system and MBDA MM40 Block III Exocet missiles to replace the older Otomat anti-ship missiles. We reported in January 2013 that Peru would procure two new LPDs from Korea shipbuilder DSME to boost its amphibious capabilities.
