This is a major achievement and excellent news for the future of agricultural production in Albania: the IPARD II funds have budget of 71 million EUR coming from EU and 23 million EUR coming from the Government of Albania – making altogether 94 million EUR of funding available for investments in the development of rural areas.

IPARD II will substantially enhance Albania's agricultural sector competitiveness, and its productivity, but it will also: Improve living conditions in rural areas, create new jobs especially for young people and women, and improve cooperation among enterprises and farms.

Since the Brexit referendum, The EU has launched numerous new initiatives in order to regain momentum and show decisiveness.
Amongst other moves, on February 2018, the Commission published the Western Balkans Enlargement Package, which tried to break the so-called ‘enlargement fatigue’.

In order to reflect its commitment towards a ‘greater than 27’ EU, this document gave a date (2025) for the possible accession of Serbia and Montenegro and outlined achievable goals for the countries in order to meet this timeframe.

All the countries in the Western Balkans have made sustainable progress regarding reforms towards the key priorities set for them. Taking the example of Albania, there has been steady progress in all priorities. The 2018 Report for Albania showed substantial developments in reforms of the public administration. The efficiency and transparency of public services (and of recruitment processes) has increased notably. The justice system has progressed as well, with the vetting process reaching results that ultimately serve the justice reforms. Developments on the latter have consequently had an effect in other areas, such as the fight against corruption.The country pays a lot of attention to international cooperation including in agriculture and rural development, which consequently shows in their role in regional efforts.

Dans le cadre de son plan d'investissement extérieur, l'UE a donné son feu vert, le 10 juillet, à un ensemble de programmes de garantie financière d'une valeur approximative de 800 millions d'euros.
Selon les estimations, ceux-ci contribueront à mobiliser 8 à 9 milliards d'euros d'investissements publics et privés en Afrique et dans le voisinage de l'Union.

Le pilier financier du plan d'investissement extérieur se compose de deux volets: le fonds de garantie et les mécanisme de financement mixte. Tous deux abonderont les secteurs agricole et agro-alimentaire. Une aubaine pour le financement des micro, petites et moyennes entreprises locales?
