Luxembourg has been ranked among the most productive countries in The Conference Board brief published on 15 April.
The data examines the difference between GDP per hour versus GDP per capita, based on working hours and labour utilisation rates. Luxembourg came in second, 28 percentage points higher than the US (5th), with Norway topping the list. Silicon Valley will head to Luxembourg at the end of the year. This autumn, the grand duchy will host the Global Venture Summit, the first time ever the conference will be held in Europe.
Some 1,500 participants from over 50 countries are expected to attend the conference, which allows next gen global startups and investors to meet.
The collaboration agreement for the summit was signed between the Luxembourg House of Financial Technology (LHoFT) andParkpine Capital, a California-based venture capital firm. LHoFT was in San Francisco and Silicon Valley on an official fintech mission, accompanying minister of finance Pierre Gramegna and Luxembourg for Finance from 7-10 April. Luxemburg will den Bildungssektor digital fit machen. Dazu gehören auch Tablet-Klassen, die es bisher meistens auf den unteren Klassen des Lyzeums gibt. Das soll sich bald ändern.
“Wir streben die Vollausstattung der Sekundarschulen mit Tablets an”, sagt Luc Weis vom Service de Coordination de la Recherche et de l‘Innovation pédagogiques et technologiques (Script) des Luxemburger Bildungsministeriums. “Aktuell kaufen wir zwischen 5.000 und 5.500 Tablets pro Jahr ein. Das sind etwas mehr als die Gesamtzahl der Schüler die landesweit eine 7e-Klasse beginnen. So werden wir es in nur wenigen Jahren schaffen, dass alle Schüler ein Tablet haben.” Das lässt sich der Staat 2,5 Millionen Euro im Jahr kosten, zuzüglich der Instandhaltung der schon gekauften Hardware.
Aber auch die Eltern sollen ihren Teil der Kosten tragen. “Wir nutzen ein Leasing-Modell. Die Eltern zahlen während 4 Jahren pro Jahr 50 Euro, den Rest übernimmt der Staat.” Die Vollausstattung wird aber nur für die Lyzeen angestrebt. Die Infrastruktur der Grundschulen bleibt in den Händen der Gemeinden. “Zudem sind wir skeptisch, dass eine eins zu eins Ausstattung in den grundschulen pädagogisch sinnvoll ist”, gibt Weis zu.

Le gouvernement luxembourgeois aurait signé un accord avec la société Alibaba qui lui permettrait de faciliter des visas vers le Luxembourg pour ses bons clients.
Selon Le Quotidien, le Premier ministre, Xavier Bettel, a signé un accord avec le patron d’Alibaba, Jack Ma, qui lui permet d’accorder des visas pour le Luxembourg aux bons clients d’Alipay Wallet.
L’accord aurait été passé en septembre 2017, à New York, en marge de l’assemblée générale des Nations unies. Alipay Wallet offre des points à chaque paiement en ligne à ses nombreux consommateurs.
Ceux-ci permettent d’accéder plus facilement à des crédits ou à des cadeaux. Et parmi ces cadeaux, ils auraient la possibilité d’obtenir un visa facilité vers trois pays: le Canada, Singapour et le Luxembourg. So findet am heutigen Mittwoch ein Gipfel statt, auf dem unter dem Namen „cross-border digital test bed“ offiziell ein Testgebiet für automatisiertes und vernetztes Autofahren vorgestellt wird. Es umfasst das Dreiländereck Deutschland, Luxemburg und Frankreich. Immerhin vier Verkehrsminister präsentieren es. Es geht darum, eine Teststrecke von Luxemburg über Merzig und Saarbrücken bis nach Metz und von dort wieder nach Luxemburg zu haben, auf der automatisiertes Fahren grenzüberschreitend getestet werden kann. „Wir sind das erste grenzüberschreitende Testfeld in Europa überhaupt“, sagte Verkehrsminister François Bausch der Deutschen Presse-Agentur. Bislang arbeiten Siemens, die luxemburgische POST und der französische Autohersteller PSA mit. Zu der Veranstaltung werden außer Bausch und dem deutschen Verkehrsminister Andreas Scheuer auch die französische Verkehrsministerin Elisabeth Borne und ihre saarländischen Kollegin Anke Rehlinger (SPD) erwartet.
Diese enge Verzahnung ist typisch für die Zusammenarbeit in der Großregion. „Luxemburg Automotive ist klein, hat aber ein paar sehr interessante Unternehmen“, sagt Joost Ortjens. „Wir sind als Region signifikant größer und stärker. Wir verfügen zusammen über rund 500 Unternehmen aus dem Automobilsektor, dazu rund 15 Forschungsinstitute.“ Er ist bei der staatlichen Innovationsagentur Luxinnovation Leiter des Bereichs „International Business Development Automotive“. E-Bikes sind teuer. Um die Elektromobilität und obendrein auch das klassische Fortbewegen per Drahtesel zu fördern, hat die Regierung beschlossen, eben diese staatlich zu unterstützen.
Zwischen 1.500 und 2.000 Euro muss man hinblättern, um stolzer Besitzer eines E-Bikes zu werden. Hand aufs Herz: Das ist eine Menge Geld. Mit der Wiedereinführung von Prämien, anhand derer der Elektromobilität Flügel verliehen werden sollen, hat die Regierung vor etwas mehr als drei Wochen nun ein deutliches Signal gesetzt: Es reicht nicht, neue Fahrradwege anzulegen, auch der Erwerb von Fahrrädern soll demnach attraktiver gemacht werden.
Ab sofort bekommt man bis zu 25 Prozent des Preises beim Kauf eines Bikes zurückerstattet, wobei die Obergrenze maximal 300 Euro beträgt. Das gilt sowohl für handelsübliche Fahrräder als auch für Velos, bei denen der Fahrer von einem Elektroantrieb unterstützt wird, Fahrräder also, die mit integriertem Elektromotor ausgestattet sind, der zum Antrieb verwendet werden kann. Beantragt werden die Prämien bei der Umweltverwaltung. Dabei muss es sich allerdings um eine Neuanschaffung handeln, die zudem privat genutzt wird. Darüber hinaus muss der Eigentümer in Luxemburg wohnhaft sein. Eine weitere Bedingung ist die, dass der Drahtesel zwischen dem 1. Januar 2019 und dem 31. Dezember 2019 gekauft wurde bzw. wird. Der Luxemburger Staat hat 20 Kilogramm Cannabis für 50.000 Euro gekauft. Er wird als Medizin in den Krankenhausapotheken ausgegeben. Die Vorbereitungen für die Legalisierung von Cannabis für den Freizeitgebrauch laufen.
Seit Juli 2018 gilt Cannabis in Luxemburg als Medikament. Ärzte, die eine Weiterbildung gemacht haben, dürfen Gras an ihre Patienten verschreiben. Der Piratenabgeordnete Marc Goergen wollte in einer parlamentarischen Anfrage von der Regierung wissen, wie der staatliche Einkauf von Cannabis eigentlich abläuft. Die Minister Etienne Schneider und Jean Asselborn (beide LSAP) erklären, dass der Staat im Dezember bei verschiedenen Unternehmen einen Kostenvoranschlag angefragt hat. Die Regierung habe sich schließlich für eine kanadische Firma entschieden. Dort habe der Staat bereits eine Bestellung getätigt: 20 Kilogramm Gras für 50.000 Euro (2,50 Euro pro Gramm). Fonctions: réfrigérateurs permettant de maintenir un niveau de température constant pendant trois jours sans courant et capables de résister à toute variation de haute tension. Particularité: capables de contenir 1.168 flacons et 2.576 flacons de 10ml de vaccin. Particularité singulière: ont été imaginés et fabriqués à Hosingen.

Le minimum légal est désormais fixé à 26 jours de congés payés par an et le 9 mai, jour de l'Europe, devient un jour férié. Les députés ont adopté à l'unanimité ce mercredi les deux jours de congés complémentaires proposés par le gouvernement.
Dans son discours, le rapporteur LSAP du texte, Georges Engel, a salué «un bon projet de loi qui offre un meilleur équilibre entre travail et vie privée». Il a aussi souligné que, si le nombre de congés légaux au Luxembourg est légèrement plus élevé que la moyenne européenne (23 jours), les salariés du Luxembourg travaillent plus, avec un peu plus de 1 700 heures de travail par an. https://www.scoop.it/topic/luxembourg-europe

The University of Luxembourg and the Goodyear Innovation Center in Luxembourg have launched a new research project that studies the use of Near-Field Communication (NFC) in automotive safety systems.
The four-year research project has the potential to initiate major innovations in the automotive sector. It is funded by the Luxembourg National Research Fund (FNR) and Goodyear.

Near-Field communication is poised to fundamentally change the automotive sector. “NFC is a form of short-range wireless communication that relies on electric and magnetic fields generated around a transmitting antenna. This communication technology is now being explored for automotive applications due to its unique characteristics,” explains Ahmad Rida Tawakuli, PhD student within the Security and Networking Laboratory (SECAN-Lab) at the University, who initiated the project. Entre 2017 et 2018, le prix du logement a augmenté en moyenne de 4,2% dans la zone euro et l’Union européenne, selon les dernières statistiques livrées par Eurostat. Au Luxembourg, l’augmentation est plus de deux fois plus importante.
Se trouver un toit sur le Vieux Continent coûte toujours plus cher. Au Luxembourg particulièrement. Eurostat, l’office statistique de l’Union européenne, a comparé les prix des logements au quatrième trimestre 2018 avec ceux du quatrième trimestre 2017. Résultat: une hausse de 4,2% dans la zone euro ainsi que dans l’Union européenne.
Le Luxembourg parmi les plus fortes augmentations
Parmi les États membres, la hausse la plus marquée est enregistrée en Slovénie (+ 18,2%), suivent la Lettonie (+ 11,8%) et la Tchéquie (+ 9,9%). La hausse atteint 9,3% au Luxembourg, dépassant également largement la hausse moyenne européenne (4,2%).

La société britannique Inmarsat a annoncé déplacer sa division European Aviation Network à Luxembourg pour éviter de perdre sa licence après le Brexit.
«Avec effet à la date du Brexit (le 29 mars), Inmarsat Ventures SE, l’entité qui a obtenu la licence MSS 2 GHz, ne satisfera plus la condition d’établissement de cette licence, parce que le Royaume-Uni quitte l’Union européenne», a indiqué la société dans un communiqué à la mi-janvier. «À cette date, Inmarsat Ventures SE sera redomiciliée au Luxembourg, ce qui signifie que la licence restera dans les assets d’Inmarsat Ventures SE», tandis qu’Inmarsat reste domiciliée à Londres.
Le système développé par la société, qui a installé 300 stations dans l’Union européenne, en Suisse et en Norvège, avec le support au sol de la Deutsche Telekom, permet de fournir de la connectivité dans les avions. PPRO, a cross-border payment specialist, has officially been granted an e-money licence by the Ministry of Finance in Luxembourg, securing its long term future in Europe The new local entity ‘PPRO SA’ (société anonyme) has been authorised to conduct financial services across the EU under the supervision of the national financial services regulator, the CSSF (Commission de Surveillance du Secteur Financier).
PPRO processes cross-border payments for Payment Service Providers (PSPs) and other merchant aggregators. As a financial institution, a license with permission to operate across the European Union is imperative. Without this licence, PPRO would lose passporting rights (the free movement of services within the European Union) once Brexit has been implemented. Das Radwegenetz wächst und wächst. Bis vor einigen Jahren war dies noch undenkbar - denn das Rad hatte lange einen anderen Stellenwert.
„Der nächste Infrastrukturminister wird viele Fahrradwege einweihen müssen“, scherzte der Ressortminister François Bausch in der Vorwahlkampfzeit im vergangenen Herbst. Denn in der vorangegangenen Legislaturperiode wurde ein erheblicher Ausbau des Radwegenetzes in die Wege geleitet. Rund 300 Kilometer befinden sich derzeit in einer konkreten Planungsphase und sollen in den kommenden Jahren umgesetzt werden. Diese Wege wird François Bausch wohl – zumindest zum Teil – selbst einweihen dürfen.

Le centre financier luxembourgeois s’étoffe avec l’arrivée d’une filiale de Bank of Singapore
BOS Wealth Management Europe, la filiale de gestion de patrimoine en Europe de Bank of Singapore, a choisi d’établir son siège à Luxembourg, a-t-on appris hier par communiqué. La structure compte une trentaine de salariés basés à Luxembourg mais aussi à Londres, où une succursale anglaise sera ouverte.
«La création de BOS Wealth Mangement Europe sur deux centres financiers de premier plan renforce notre engagement d’implication auprès des grandes et très grandes fortunes dans cette partie du monde», a déclaré le PDG de Bank of Singapore, Bahren Shaari.
L’activité a officiellement débuté lundi dernier à Luxembourg, puis le lendemain pour la base londonienne.

The results of an external evaluation have predicted a bright future for public research centres in Luxembourg.
Luxembourg Minister of Higher Education and Research Claude Meisch yesterday presented the results of the external evaluation of public research centres (CRP). This represents the first holistic evaluation of the public research centres the Luxembourg Institute of Science and Technology (LIST), Luxembourg Institute of Health (LIH) and Luxembourg Institute of Socio-Economic Research (LISER) since their creation and covers the years 2014-2017.
For the first time, external experts systematically and thoroughly assessed all the activities of these research centres. More than 35 international experts screened all the research departments, the central administration and governance to evaluate the different areas and activities of the CRPs according to the principle of peer review. Les trois pays européens les plus exposés au Brexit sont, dans l’ordre, l’Irlande, le Luxembourg et les Pays-Bas, selon l’«indice de sensibilité au Brexit» calculé par l’agence de notation Standard & Poor’s (S&P) et publié le 28 mars. Selon les critères retenus par celle-ci, les pays les moins exposés sont alors l’Italie, l’Autriche et la Finlande.
Dans le détail, l’indice de S&P compile les données liées aux exportations de biens et services vers le Royaume-Uni, aux flux migratoires bidirectionnels, aux liens du secteur financier vis-à-vis de contreparties britanniques et aux investissements directs étrangers (IDE) au Royaume-Uni. In June 2014 Bitcoin users were confronted with the unthinkable. A Bitcoin mining pool called Ghash.io had attained control over 51% of the network's total mining power. Bitcoin users, miners and developers responded with shock, panic and denial, but could do nothing about the fact that Ghash.io now had the ability to manipulate the network at will.
Researchers at the University of Luxembourg are now the first to propose a blockchain system that mitigates this risk, guaranteeing proper performance even when more than 51% of the system’s computing power is controlled by an attacker. Their system, RepuCoin, makes it thousands of times more expensive to attack than Bitcoin. It was developed at the University’s Interdisciplinary Centre for Security, Reliability and Trust, and has the potential to be applied in a number of global sectors including fintech, energy, food supply chains, health care and future 5G telecommunications networks.
At their heart, cryptocurrencies such as Bitcoin, which use blockchain technology, are distributed ledgers. Each block in a blockchain is a record of transactions, like a page in a ledger. When the page is full, we open a new page. In the case of a cryptocurrency we gain a new block in the blockchain. And they are distributed because the whole network sees and approves new blocks through democratic consensus. In 2016, the average rate of compensation of employees in the European Union (EU), in terms of wages, salaries and employers' social contributions, ranged from €44 per hour worked, in the Brussels city region and in Luxembourg, to below €4 per hour worked in three regions in Bulgaria (Severen tsentralen, Severozapaden and Yuzhen tsentralen) and the Nord-Est region of Romania.
