Regardless of the learning outcomes, they are mediated in teaching and in the learning of teachers and students. Casting learning outcomes in stone with words such as the learner will, creates allusions that learning is some-taken-for-granted outcome that teachers somehow control. This takes us past behaviorism to something else that is even more problematic and disengages teachers and students from the work at hand. In the case of teachers, their learning and teaching and, in the case of students, their contributing to their learning.

A view of Bloom's Taxonomy that includes learning domains: 

Interpersonal, Affective, Psychomotor, Perceptual and Cognitive, as well as the Learning Levels: Remembering, Understanding, Applying, Analyzing, Evaluating and Creating.
