Justice is one of the most important sectors for a democratic state. This is the system that must guarantee everyone―both businesses and citizens ― that their right to justice is respected and will not be ignored.
But justice is not limited to the legal system. The rule of law, as well as the protection and respect of human rights, cannot be reached without the active involvement of society and its legal awareness.
The development of the justice system is tightly interconnected with legislation development, which should meet the needs of the society and apply the best international legal standards in national legislation. This is the development of professional communities and each of their members. These are efforts aimed at strengthening public confidence in the courts and law enforcement agencies, as well as improving the legal culture of society.
During the forum, the representatives of Ukrainian authorities ― the Office of the President, the government, Members of the Parliament ― will get together with the representatives of the international community, and relevant experts to discuss the role and mission of the Constitutional and Supreme Courts, as well as the draft of the new Criminal Code and prospects for transforming the Civil Code of Ukraine.

The European Union is working towards harmonizing legislation across Europe, in order to improve cross-border interchange of legal information. This goal is supported for instance via standards such as the European Law Identifier (ELI) and the European Case Law Identifier (ECLI), which provide technical specifications for Web identifiers and suggestions for vocabularies to be used to describe metadata pertaining to legal documents in a machine readable format. Notably, these ECLI and ELI metadata standards adhere to the RDF data format which forms the basis of Linked Data, and therefore have the potential to form a basis for a pan-European legal Knowledge Graph. Unfortunately, to date said specifications have only been partially adopted by EU member states. In this paper we describe a methodology to transform the existing legal information system used in Austria to such a legal knowledge graph covering different steps from modeling national specific aspects, to population, and finally the integration of legal data from other countries through linked data. We demonstrate the usefulness of this approach by exemplifying practical use cases from legal information search, which are not possible in an automated fashion so far.

Country Factsheets The “Country Factsheets” below present an overview of the main issues revealed by judgments and decisions of the European Court in cases pending before the Committee of Ministers for supervision of their execution with links to available information on the status of execution (HUDOC-EXEC). The factsheets also provide, in a nutshell, information on the reforms adopted in cases where supervision has been closed. Execution trends over the last six years are illustrated by key statistical data. They will be updated quarterly, after each Human Rights meeting. Information on cases closed at ordinary meetings since the last HR meeting is presented on the website of the Committee of Ministers and on that of the Department.
