A five-year-long deadlock over European Union member states sharing more information on tax ended last night (20 March), as the leaders of Luxembourg and Austria, the two member states opposing the proposal, withdrew their opposition.


The progress represents an important step in efforts to build EU-wide consensus on tax transparency and the fight against tax evasion and avoidance. The agreement sends a "strong unanimous commitment to the global fight against tax evasion", said Herman Van Rompuy, the European Council's president, when announcing the news in the early hours of Friday morning (21 March). He added that "banking secrecy is set to die".


The new rules will, from 2016, increase the range of information automatically exchanged by tax authorities in the member states in relation to savings accounts. Member states already exchange tax information under a 2005 directive.

The legislation approved tonight at a summit of EU leaders in Brussels was proposed in 2008 to close loopholes in the rules.  

Luxembourg and Austria resisted the proposal because of fears that their financial sectors would be badly affected and risked losing customers to  jurisdictions with less transparency, such as Switzerland, Andorra or Lichtenstein.  

They have been able to block the deal because under EU rules each member state has a veto over legislative proposals dealing with taxation.

In order to broker a compromise, member state leaders last year asked the European Commission to negotiate similar rules with five low-tax jurisdictions on the European continent: Switzerland, Lichtenstein, Andorra, San Marino and Monaco.

These negotiations have progressed well enough for Luxembourg and Austria to drop their opposition to the deal, the two countries said today. Werner Faymann, Austria's chancellor, said: “We cannot always wait for everyone to agree, this must not be an excuse not to do anything.”

Xavier Bettel, Luxembourg's prime minister, said that his country's conditions had been met and described the deal as a “defining moment”.

A ”buddha brain” is one that knows how to be deeply happy, loving, and wise. We develop ourselves in this way by cultivating wholesome qualities and uprooting unwholesome ones. In a sense, we plant flowers and pull weeds in the garden of the mind – which means that we are gradually changing the brain for the better.

 

Gratitude is a powerful tool in this “garden” since what you rest your attention upon is what will shape your brain the most. That’s because “neurons that fire together, wire together.” Gratitude shifts your attention away from resentment, regret, and guilt – and therefore stops you from building up the neural substrates of these known factors of mental and physical health problems. Gratitude also focuses your awareness on positive things, simple good facts such as having enough water to drink, the laughter of children, the kindness of others, or the smell of an orange.

 

To reap the rewards of gratitude, rest your attention on a good fact, noticing details about it, staying with it for at least a few seconds in a row. Then allow a natural emotional response of gratitude to arise. Continue to pay attention to this feeling of gratitude for another few seconds – or even longer: it’s delicious! Taking these few extra seconds will help you weave gratitude into the fabric of your brain and your Self. And you can practice gratitude both on the fly, as you move through your day, and at specific occasions, such as at meals or just before bed.

I discussed being grateful in my previous scoop, and I wanted to provide more insight through different perspectives of using gratitude.  This idea of a "Buddha Brain" implies ways Buddhists use gratitude to be happier.  

This article describes ways that they try to pick out certain parts of their brain to make it a happy mind.  Pulling away all the negative parts, and leaving the positive thoughts.  

Gratitude is very important because it will help you not focus on your regrets.  However, this is different then what I have been taught.  As I have been told in my abnormal psychology class by Dr. Steve Illardi, psychology instructor at the University of Kansas, "exposure always makes it better, avoidance makes it worse."  Of course, this is from a psychiatrist standpoint, therefore it has to do with ways to fix a disorder.

I still find this fitting though because it is different then what this is talking about.  This is saying to ignore your problems.  My professor however says that exposure to your problems will make it better instead of ignoring them.  

Both of these concepts I find to be correct because if we are trying to lead a more positive life, we want to focus on the positive things.  If we are wanting to get rid of a phobia, or anxious feelings then we want to expose ourselves to those things in order to habituate to them.

This article is just telling us to be grateful and think of the positive things in life.  In order to be able to do that, you will need to establish a healthy mental state through exposure.
