What is new in the Commission's 2021 Better Regulation Guidelines?

Rescatamos este utilísimo documento de síntesis de febrero de 2022 .- 

 

This briefing examines the revised Better Regulation guidelines and toolbox the European Commission presented in November 2021, which translate the Commission’s communication ‘Joining forces to make better laws’ into practice. Compared to the previous edition, many tools and principles are just validated and adjusted, such as the three pillars of ex-ante impact assessment, ex-post evaluation and stakeholder consultation, or the evaluate-first principle. Two major innovations stand out: the introduction of a new 'one in, one out' approach and the mainstreaming of strategic foresight in policy-making. The former aims at offsetting new administrative burdens (i.e. costs resulting from administrative requirements contained in legal acts by reducing an equivalent amount of existing burden on businesses and citizens. The latter aims at generating more resilient and future-proof policies by anticipating trends, risks and emerging issues, in particular in areas that are subject to rapid change.

The QuIP gathers evidence of a project’s impact through narrative causal statements collected directly from intended project beneficiaries. Respondents are asked to talk about the main changes in their lives over a pre-defined recall period and prompted to share what they perceive to be the main drivers of these changes, and to whom or what they attribute any change - which may well be from multiple sources. A control group is not required as evidence of attribution is sought through respondents’ own accounts of causal mechanisms linking X to Y alongside Z (key informant attribution) rather than by relying on statistical inference based on variable exposure to X. This narrative data is intended to be triangulated with other data and to complement quantitative evidence on changes in X, Y and Z obtained through routine project monitoring or other methods.  (...) - This easy to read CDS Briefing Paper by James Copestake and Fiona Remnant presents an overview of the QUIP in three steps: the background to the QUIP and its main aims; the data collection and analysis methodology; and QUIP in the context of other approaches to evaluation, particularly Contribution Analysis and Process Tracing.
