Charging infrastructure is one of the key ingredients necessary to further increase the market uptake of plug-in electric vehicles (PEVs). Most public charging infrastructure in Europe is not profitable, and 42% of European households reside in dwellings with no possibility to install a private charger, which are key limitations to the build-up of charging infrastructure. This work presents and analyzes an alternative business model for ‘community-owned charging points’ that combines many of the convenience advantages of private charging with the cost savings of a joint purchase. Survey data from 3,131 households in Austria is used to identify barriers to PEV charging and charging infrastructure usage, and investigate consumers’ preferences with respect to community-owned charging points. Four key target groups of customers for such a business model are identified based on their socio-economic characteristics, purchase history, and expressed level of environmental concerns, including current PEV owners, high income households, photovoltaic (PV) owners, and environmentalists. Identified distinct preferences for the configuration of a collective charging station amongst these groups include lower importance attached to flexibility to charge the vehicles at any time by current PEV owners, higher sensitivity to cost per charge of PV owners, and strong preferences for comfort and flexibility demonstrated by high income households.

Sauf qu’avec son électricité nucléaire, la France a dû inventer hydrogène décarboné, pas vraiment vert, mais pas tout jaune non plus. Et s’écharpe sur le sujet avec l’Allemagne.

The 140th plenary session of the EU' assembly of local regional representatives was marked by the first local and regional Barometer which includes an opinion poll conducted to more 26 000 citizens across the European Union. The results of this poll give a strong legitimacy to local and regional leaders to play a key role in the EU decision-making process and in particular in the upcoming Conference on the Future of Europe . In his opinion "Local and regional authorities in the permanent dialogue with citizens" , CoR rapporteur Declan Mc Donnell (IE/EA), proposes to develop a tool called CitizEN - Citizen Engagement in the EU Network to involve citizens in policy-making.

During its two years, Urban Sharing research team produced many academic and popular science publications. In particular, it delivered two full city reports on urban sharing in Amsterdam and Toronto. From these reports, the readers can learn about the landscape of the sharing economy in each city context. Specific focus is on three sectors: sharing of space, mobility and physical goods. For each sector, we discuss the drivers for and barriers to the sharing economy, the associated sustainability impacts, the potential impacts on incumbent sectors, and the institutional context of sharing. Then, attention is turned to the role of city councils in engaging with the sharing economy and specific governance mechanisms and roles employed by the city councils are described. Insights contained within these reports may support the Cities of Amsterdam, Toronto and other Sharing Cities, as well as urban sharing organisations and third-party actors in their strategic work with the sharing economy for sustainability.

A new study commissioned by the Fuel Cells and Hydrogen Joint Undertaking (FCH 2 JU) in consultation with the European Commission – DG Energy focuses on the Opportunities for Hydrogen Energy Technologies Considering the National Energy & Climate Plans. The study analyses the role of hydrogen in the National Energy and Climate Plans (NECPs) and identifies and highlights opportunities for hydrogen technologies to contribute to effective and efficient achievement of the 2030 climate and energy targets of the EU and its Member States.

The study focuses on the potential and opportunities of renewable hydrogen, produced by electrolysers using renewable electricity and of low-carbon hydrogen, produced by steam methane reforming (SMR) combined with CCS. The opportunities for and impact of hydrogen deployment are assessed per Member State and are summarised in individual fiches per Member State.

The study analyses to what extent policy measures and industrial initiatives are already being taken to facilitate large-scale implementation of hydrogen in this and the next decades. The study concludes by determining the CO2 reduction potential beyond what is foreseen in the NECPs through hydrogen energy technologies, estimating the reduction of fossil fuel imports and reliance, the prospective cost, and the value added and jobs created. National teams working on decarbonisation roadmaps and updates of the NECPs are welcome to consider the opportunities and benefits of hydrogen deployment identified in this study.

Cities are critical actors in reducing global greenhouse gas (GHG) emissions; the level of knowledge, skills, and capacity, especially regarding innovative project planning such as sustainable energy (SE) projects, is fundamental for cities to meet their untapped potential. A range of indicator-based frameworks have been developed, focusing on general city economic competitiveness, yet these are often disconnected from the actual city operation and processes relevant to the investment cycle of SE projects. This paper proposes an integrated methodology for developing a City Capability Assessment Framework focusing on city planning, financing, and implementation capacity for SE projects. A principal component analysis (PCA) was applied to the results of a European city-survey to uncover areas highly relevant for the successful implementation of local SE projects. The insights gained aid policymakers to better understand implementation barriers, leading to the development of more effective actions and policy interventions towards the implementation of SE projects. The proposed framework can further enhance cities’ efforts with the implementation of local SE projects and guide potential investors to properly evaluate city capabilities and potential, when choosing local investment projects.
