Thirty-one apartment buildings comprising 140,000 m2 of floor space: Europe’s most ambitious energy-saving renovation project is transforming Torrelago, a residential district of Valladolid in central Spain.
The sheer scale of the upgrade makes it the one of the largest such projects ever supported by the European Union. But what makes this case unique is that its 1,488 apartments are not the property of the local authority but are privately owned, and that the co-financing element has been provided by the residents themselves.

A major positive change in the last two years has been the rapid rise of activity in green financing, particularly the involvement of central banks. Ultimately action by bank regulators to address systemic risks in the finance system may have more effect on energy efficiency levels than traditional energy policies or regulations. Energy efficiency should be a major part of the green finance movement – the danger is that it gets less attention because it is more difficult than just funding renewables. The Energy Efficient Mortgage initiative is a great example of addressing energy efficiency and the green finance market together.

Poland is the biggest beneficiary of EU funds under the 2014-2020 Multiannual Financial Framework (MFF), receiving up to around €80 billion from the Cohesion Policy budget. Only 2.8% of this funding is dedicated to energy efficiency in buildings. At the same time, low energy performance of existing buildings (especially single-family houses) and use of old coal fired boilers causes significant air pollution. Poland has some of the worst air quality in Europe, with 33 of the continent’s 50 most polluted cities, according to a World Health Organization (WHO) report. In order to address the air quality problem and reduce energy consumption, the available funds should be shifted towards demand-side infrastructure, notably the renovation of single-family houses. Furthermore, there needs to be better utilisation of funding that achieves higher leverage of third party resources so that a larger share of the building stock can be renovated.

Several years ago, Ljubljana created an energy plan to make the city more sustainable and efficient. The Slovenian capital wanted to renovate its landmark castle, insulate public buildings and modernize schools, libraries and theatres. The plan would cut waste and heating bills and improve air quality.

“There was a big need for improvements in the city,” says Alenka Loose, the energy manager for Ljubljana.

A high-level group of financial experts has advised European regulators to encourage a more favourable treatment for energy saving loans and mortgages, in a move that could unlock billions in lending for green building renovation programmes across Europe.

The EU’s high-level group on sustainable finance issued its final report to the European Commission on Wednesday (31 January), making recommendations to unlock private investments in renewables and energy savings.

Nearly three-quarters of the EU’s 2030 clean energy investment gap – estimated at around €130 billion per year – is accounted for by energy efficiency in buildings, most of which is concentrated in central and east European countries, the report says.

Sweden: EIB loan to SKB supports construction of new energy efficient residential buildings

The EIB and SKB, Sweden’s largest non-profit privat housing co-operative, signed a EUR 56 million loan agreement to build new minimum energy apartments in the Stockholm region. This is the first time the EIB provides direct financing for energy efficient residential buildings in Sweden, which are also known as “nearly zero-energy” buildings.

In the Annex “Accelerating clean energy in buildings” of the European Commission's legislative proposal “Clean Energy for all Europeans”, the Commission presents possibilities for "smart financing for smart buildings". Besides informing on details of the Investment Plan for Europe and the associated funds, the Commission suggests that financial incentives for the renovation of buildings, provided by public funds, should be linked to the energy savings achieved. This is also foreseen in the current legislative proposal on the Energy Performance of Buildings Directive. This overview article gives a brief overview of the information on financial incentives that is available on BUILD UP and also analyses how financial incentives are currently managed in Germany, France and Greece. Is there a clear link to the energy savings planned or realised?

The definition is intended as a concrete response to the efforts of the European Commission to construct a capital markets union, to facilitate the clean energy transition in line with the Paris Agreements, and in this context, to build a financial system that supports sustainable growth. It will provide a market benchmark to operationalise the integration of energy efficient mortgages into the business lines of the forty-one pilot lending institutions. At the end of 2017, these lending institutions represented 55% of mortgages outstanding in the European Union, equal to 25% of EU GDP, constituting significant critical mass in the market.
The EEM Initiative is a market-led initiative, funded via the European Commission’s Horizon 2020 Programme, which aims to deliver a standardised European framework and data collection architecture for energy efficient mortgages, with favourable financing conditions for energy efficient buildings, energy saving renovations and anti-seismic measures.

A Dutch approach to transforming old homes through a dramatic green makeover has arrived in the UK and cut tenants’ energy bills in half.
Nottingham has become the first city council to pioneer the “Energiesprong” (energy leap) initiative, which has radically upgraded the energy efficiency of thousands of homes in the Netherlands.
More than 150 social housing homes in Nottingham will receive new wall cladding, windows and solar panels after the local authority won £5m from the EU’s European Regional Development Fund.
Some tenants in homes already refurbished in a pilot scheme have seen monthly energy bills drop from about £120 to £60-£70.

Housing Europe has put together a unique comparative study in 6 European countries commissioned by Caisse des Dépôts et Consignations (CDC) and Union Sociale pour l’Habitat (USH) presenting what financial frameworks, policies and measures are in place to support the renovation of social, cooperative and public housing in the sample of countries. The study is available in English and French.
