In line with the REPowerEU communication and the revised EU rules on renewable energy published today, EU Member States are required to map suitable land and sea areas for renewable energy project. This means designating ‘renewables go-to’ areas, and avoiding environmentally valuable areas.
The Commission has made available relevant datasets in the Energy and Industry Geography LabSearch for available translations of the preceding linkEN••• online platform to support Member States in identifying these go-to areas. This will help in the rapid deployment of new installations for the production of energy from wind and solar renewable sources.
The platform was developed by the Joint Research Centre and launched in December 2021. It brings together a wealth of information on relevant energy, industry and environmental factors to support infrastructure planning for the energy transition.

Lancé il y a un an, le projet “Stratégies de Résilience des territoires” entend interpeller non seulement les élus, mais aussi l’ensemble des acteurs territoriaux, sur les implications structurelles de la transition écologique et des bouleversements environnementaux en cours sur les territoires. Il a pour objectif de fournir des éléments pour l’action permettant de construire des stratégies locales de résilience.
Nul ne conteste qu’il faut rendre nos territoires résilients face au réchauffement de l’atmosphère et aux autres dangers liés aux conséquences des activités humaines. Il s’agit d’assurer notre avenir avec un climat instable et des ressources en quantité décroissante, deux menaces capables de déstabiliser nombre d’organisations humaines, à commencer par les collectivités locales. Mais comment faire ? Par quoi commencer ? Comment mobiliser efficacement l’ensemble des acteurs d’un territoire pour refonder un avenir commun, ici et maintenant ?

The EPAH website provides a clear explanation of what the Energy poverty advisory hub is and what its aims to achieve in the coming years. In addition, and more importantly, it offers easy access for local governments and their supporting organisations to see what is happening around the EU

Building local ecosystems for social innovation: A methodological framework

Social innovations have proven to be valuable in identifying, designing and implementing new solutions to social and environmental problems. The recent COVID-19 outbreak has put a spotlight on the potential of social innovation as a resilience mechanism, including for local development. This paper presents a preliminary framework for analysing social innovation ecosystems at the local level. It can help policy makers to better understand the different concepts around social innovation, and to develop policies to support social innovation and its implementation. The first section considers the features of social innovation and the benefits it can bring. The second section provides an analytical framework for social innovation at the local level. The final section sets a number of guidelines that support the implementation of social innovation ecosystems at local level, including examples of specific policy instruments.

Travel behaviour has evolved in unexpected ways in urbanised areas in the early 21st century. This report examines how significant breaks with past trends happened - and why these shifts were not foreseen. The Covid-19 pandemic adds to uncertainty about future demand to travel. Forecast-led transport planning is not well equipped to handle uncertainty. The report presents new approaches which explicitly address uncertainty, are vision-led and enable the development of resilient plans. It also considers how governance and institutions can be adapted to support such a paradigm shift.

When making choices, users will be shown the direct impact on jobs, household budgets and other aspects of their lifestyle. The new tool will, for the first time, enable people to see how impactful different policies would be in order for the UK to meet its 2030 climate targets.

The Climate Calculator is designed to be accessible and easy to use, including for those who are not climate change experts, and it can take just five minutes to complete.

Développer la culture vélo dans les territoires. Tel est l'objet d'un guide proposé par l'Agence de la transition énergétique (Ademe), qui s'articule avec son cahier de ressources « Développer le système vélo dans les territoires ». Et ce, alors que la part modale du vélo n'est que de 2,7 % en France contre 7 % dans l'Union européenne.
Réalisé avec plusieurs acteurs du terrain, ce document présente une stratégie en dix étapes, nourri d'exemples d'actions et accompagné d'un kit de communication, afin d'augmenter durablement la part modale du vélo sur tous les territoires. Il offre également des supports personnalisables conçus dans le cadre de la campagne "À vélo, on a toutes et tous à y gagner !" », explique l'Ademe.

The European Green Deal is the most ambitious and challenging goal set by the European Commission. Aiming to make the European Union, the world’s second-largest economy, climate-neutral by 2050, the European Green Deal will transform EU societies and industries. To support the European Commission in this effort, the JRC created a set of indicators to monitor EU citizens’ interest in topics related to the European Green Deal both over time and across Member States and their regions. Using web searches, the JRC created two sets of indicators drawing from the six policy areas indicated by the European Commission. The first set of indicators captures online search data related to citizens’ behaviour in the context of the European Green Deal, such as their searches related to mobility, energy, waste and nutrition. The second set of indicators captures online search data on citizens’ awareness, such as those about pollution, clean energy, ecosystems and climate.

Energy poverty requires holistic efforts at all levels of governance, from the European to the local level. This Energy Poverty Advisory Hub report conducts a thorough scientific literature review of studies that delve into energy poverty assessment and the identification and targeting of the energy-poor population at subnational spatial scales (smaller than national). This report aims to investigate, identify and analyse the variety of data sources, datasets, and methods used in the literature for assessing energy poverty at greater spatial resolution for specific contexts, territories, and populations. Ultimately, the goal is to collect helpful information and knowledge, and channel it in the direction of local governments and organisations to inform their local practice and initiatives. Frequently, local initiatives are supported by local datasets informally collected by local governments and providing a valuable contribution. By tapping into studies in academia, we complement and strengthen both the data resources available to local governments and the toolbox of methods to evaluate this issue and identify the different profiles of vulnerable people.

The purpose of the transposition tracker is to assess the progress of the transposition of the Renewable Energy Community (REC) and Citizen Energy Community (CEC) definitions in the European Member States (MS). The two definitions have been introduced by the Renewables Directive (RED II) and the Internal Electricity Market Directive (IEMD) respectively. It should be noted that the deadline for the transposition of both Directives into national legislation has already passed.
Each Member State’s overall grade is informed by individual indicators. When clicking on a specific country, you will find an overall descriptive assessment of the national legislation that transposed the EU definitions, as well as a table with a short but detailed assessment of each indicator. The sources used for the assessment of the transposition process in each country are the legislative texts which were made public, either on a final version or a draft.

L'Agence nationale de cohésion des territoires publie, ce lundi, un guide sur les 25 territoires pilotes de la sobriété foncière, sélectionnés pour leur engagement dans la lutte contre l'artificialisation des sols. Objectif : faire des émules.

« La lutte pour la sobriété foncière est un combat qui est partagé par des pionniers mais n’est pas encore rentré dans l’imaginaire commun. Les 25 territoires pionniers de la sobriété foncière vont pouvoir montrer concrètement que des réponses existent et que l’on sait développer des villes et des territoires tout en respectant la sobriété foncière. » Pour Emmanuelle Wargon, ministre déléguée en charge du Logement, ces territoires « vitrines » ou « démonstrateurs », sélectionnés dans le cadre de la démarche « territoires pilotes de sobriété foncière » lancée par Jacqueline Gourault et Barbara Pompili en 2020, doivent permettre d’opérer le « changement de paradigme » souhaité par le gouvernement dans l’aménagement des territoires. Avec toujours la même ambition : atteindre le « zéro artificialisation nette » (ZAN) d’ici à 2050.

This is an abbreviation of Malmö Allemansrätt Boende (Malmö Public Law Housing) and according to authorities, it represents both a model and a tool that will allow achieving the goal of a more sustainable housing market.

Along with several design partners, Democratic Society took up the challenge of inspiring cities to experiment with new approaches to citizen participation as part of the EIT Climate-KIC Healthy, Clean Cities Deep Demonstrations project consortium.
Democratic Society also wanted to use this experience to develop a scalable model that could be experimented with in any city, anywhere.
The project brought together experts from financing, innovation, carbon accounting, and citizen participation to design and conduct strategic work programmes with cities.
Crucially, Democratic Society also employed Local Connectors in each city, skilled practitioners with expertise in policy and civic engagement, social innovation and design for sustainability, and locals in the cities they worked in.
They collaborated with city leaders and consortium design partners and joined the dots between the diverse actors involved. They worked towards a good transition that included government bodies, civil society organisations, grassroots groups, journalists, and businesses.
The locations for these programmes? The 14 European cities of Amsterdam, Edinburgh, Kraków, Križevci, Leuven, Madrid, Malmö, Maribor, Milano, Niš, Orléans, Sarajevo, Skopje and Vienna.

Energy Performance Contracting (EPC) is a well-tested and successful tool that has been helping building owners reach their energy and climate targets more quickly than with traditional implementation of energy saving measures. 

Still there is potential for more use of EPC to reach unrealised saving potential in public sector.

To promote the use of EPC, this guide introduces an improved implementation model based on the present market situation and experiences in Denmark, Sweden, Finland, Norway, Poland, Estonia, Latvia and Lithuania. 

The main novelty aspect being contract-based partnership during the analysis phase of EPC projects.
Still there is potential for more use of EPC to reach unrealised saving potential in public sector.

Après la production d’un kit d'animation dédié et l’organisation d’un atelier aux Assises de la Transition Énergétique, le Cerdd est heureux de vous présenter le dernier fruit de son exploration collective de la mise en récits, la publication « Repères sur la mise en récit(s) de vos projets de transitions ».
Cette ressource s’attelle aux bases théoriques de l'approche narrative et donne des clés méthodologiques pour se mettre en « mode » récit. À travers les expériences de terrain de Loos-en-Gohelle, du SCoT Grand Douaisis accompagné par Virage Énergie, de la MRES ou du département de la Gironde, cette production révèle les différentes facettes de la mise en récits.
Au-delà d’un geste de communication, elle devient un outil à haut potentiel du projet de territoire, avec des vertus insoupçonnées : l’ancrage de la coopération, la mise en mouvement dans la durée, l’évaluation plus qualitative des valeurs et des effets créés.

How best to organize climate policy in a given country depends always to some extent on national context - and as such, no two existing framework laws are the same. However, comparative analysis of existing national climate framework laws in Europe has revealed that many employ a core set of common governance tools to achieve specific long-term mitigation (and in some cases also adaptation) aims. This climate law "toolbox" is composed of concrete targets; processes for policy-making, planning and progress monitoring; assigning responsibilities; scientific oversight and advice; and public engagement. Most of the laws analyzed incorporate unique and innovative approaches for one or more elements.
