Most modern cities depend on quality urban planning to direct their growth and development, and to best cope with the challenges they face. Lack of urban planning usually leads to wild, unplanned sprawl which creates a host of problems, ranging from lack of infrastructure to high vulnerability to any kind of disruption. Travel behaviour has evolved in unexpected ways in urbanised areas in the early 21st century. This report examines how significant breaks with past trends happened - and why these shifts were not foreseen. The Covid-19 pandemic adds to uncertainty about future demand to travel. Forecast-led transport planning is not well equipped to handle uncertainty. The report presents new approaches which explicitly address uncertainty, are vision-led and enable the development of resilient plans. It also considers how governance and institutions can be adapted to support such a paradigm shift.

An unexpected positive effect of the lockdown measures put in place in March this year was the sudden increase in the use of bicycles.Europeans, encouraged by authorities to reduce the strain on public transport, took to two wheels.

Cycling helps improve air quality and keep down congestion on the roads. Major cities saw air pollution sink to record lows during lockdown, but bicycles also gave people a way to exercise. In May, the EU announced that funding for sustainable infrastructure, including for new or better bike lanes, will be doubled to €20 billion.

Freiburg and Münster are known throughout Europe as examples of successful municipal transport policy. Ramón Linaza, a leading Spanish transport activist, recalls: “we have always seen Freiburg as a reference.” However, Freiburg’s reputation as a cyclist’s city (immortalised in the Tocotronic song Freiburg) is based on a policy that came to fruition in the 1990s. In addition, neither Freiburg nor Münster succeeded in reducing the proportion of cars in the Modal Split (a breakdown of traffic volumes by the different modes of transport). Both roads and car parks continued to be built apace.

Electric cargo bike pilot project launched in Tartu | Eltis

The Velorent pilot project has been launched in the Estonian city of Tartu. The project is part of the CyclUrban+ project, which is supported by the European Climate Change Programme, and will run until the end of summer 2021. The pilot project aims to test the interest of individuals, businesses, and potential providers in the use of cargo bikes. The aim of the Tartu City Government is that the private sector will express an interest in providing cargo bikes as a service, as a result of the pilot.
