Innovation Networks: A Policy Brief from the Policy Learning Platform on Research and innovation
Innovation networks are central to the innovation process as they facilitate mutual learning and knowledge transfer among members.This policy brief explores the role of innovation networks within regional innovation ecosystems. Regional policy makers are designing and implementing innovation networks not only to promote learning and knowledge exchanges but also to reduce fragmentation in their innovation ecosystems. Due to different needs for regional interactions, there is no ‘one-size-fits-all’ innovation network policy intervention. The regional approach to find effective policy solutions for strengthening innovation networks makes Interreg Europe projects the ideal space for policy learning. This policy brief features five policy recommendations using the experience of Interreg Europe projects dealing with innovation networks to offer regions a path towards better regional innovation policymaking. Leuven, Belgium, has been named the 2020 European Capital of Innovation for its use of innovation to improve residents’ lives. The €1 million cash prize, which every year recognises cities’ innovative solutions to social challenges that engage and empower its citizens, was awarded to Leuven in a ceremony with EU Commissioner Mariya Gabrielduring the EU Research and Innovation Days in Brussels, Belgium, on 24 September.

Au niveau central, il nous faut penser à une « Délégation interministérielle à l'aménagement du territoire et à l'attractivité régionale (DATAR) » de la Ville où les connaissances sur le développement urbain pourraient être fédérées, où les innovations seraient recensées et où la culture de l’initiative pourrait être le sujet d’une connectivité dédiée.

Sweden is pursuing a hyperlocal variation, on a national scale. A plan piloted by Swedish national innovation body Vinnova and design think tank ArkDes focuses attention on what Dan Hill, Vinnova’s director of strategic design, calls the “one-minute city.” It’s a order of magnitude smaller than other recent think-local planning conceits. While Paris works with a 15-minute radius and Barcelona’s superblocks with nine-block chunks of the city, Sweden’s project operates at the single street level, paying attention to “the space outside your front door — and that of your neighbors adjacent and opposite,” Hill says.

Le Havre is known as an up-and-coming tourist hotspot in France which is on a voyage towards increased citizen participation and digitisation of public administration. Within the framework of the Intelligent Cities Challenge (ICC), Caroline Maurand (local city ICC manager) explained how they are navigating the challenging waves of economic recovery while overcoming at the same time the difficulties of the pandemic. Le Havre’s main ICC goal is to develop a roadmap for a digital transformation of the city, based on the needs and demands of actual users. It hopes to shine the spotlight on the city’s inhabitants and how they can use advanced technologies to improve their daily lives. Local city ICC manager Caroline Maurand said that this is “intimately linked to our interest in spurring innovation within our community of businesses, which we believe if given the right tools and conditions to work in, can be the source of new solutions responding to the needs of our citizens and driving the transformation of the territory as a whole.”
