Much of Europe is suffering or still reeling from the scorching effects of the heatwave.

These extreme weather events are becoming fiercer and more frequent as a result of climate change, and for western nations especially, it has been a frightening glimpse into the future.

Record-breaking days have exposed how ill-equipped our cities are to handle plus 40°C plus temperatures. Conversely, they’ve also made us more appreciative of the parts that provide relief: the tree-lined streets, leafy parks, lidos and air-conditioned public venues.

Around the world, cities are implementing measures to reduce or mitigate the effects of rising temperatures. To protect the most vulnerable groups of citizens, the City Council of Barcelona has decided to create a network of climate shelters. These are specially conditioned spaces kept at 26 degrees Celsius with good accessibility, rest, and water areas to ease the sensation of heat. Spaces across the city are adapted to serve as shelters, with local schools being one of the primary resources used in the program.

Researcher calls for ‘climate shelters’ in Porto | TheMayor.EU

Last week, the University of Minho (Portugal) organized a seminar called “Adaptation strategies for urban tourism in the face of climate change within a framework of post-pandemic opportunities”. What drew attention there was a study on climate change in the Porto Metropolitan Area done by geographer Hélder Lopes, who claimed that the city needs to create ‘climate shelters’ in order to withstand the impact of weather fluctuations.

Les épisodes de fortes chaleurs et de canicules poussent les municipalités à revoir leurs aménagements urbains. Pour lutter contre le phénomène des îlots de chaleur, de plus en plus de villes décident de faire sauter le bitume, pour le remplacer par des espaces naturels, des parcs ou des forêts urbaines. Alors que le béton et le bitume emmagasinent la chaleur et la restituent la nuit, les sols naturels restent plus frais et conservent l’humidité. Cities are particularly deadly in a heat wave— but fatalities are not inevitable.

As temperature records tumble across the Continent, the death toll from the extreme heat is starting to become apparent. Last Friday, for example, a municipal street cleaner in Madrid died of heat stroke while working outdoors in temperatures over 40 degrees Celsius. On Saturday another worker died after spending several hours in a warehouse where temperatures surpassed 46C.

Miami-Dade County has named Jane Gilbert as its first ever Chief Heat Officer.

It is understood to be the first position of its type globally. Athens in Greece and Freetown in Sierra Leone have pledged to also appoint Chief Heat Officers, and more cities are expected to follow.
