In May 2019, the largest mining towns in Ukraine came together to form the Platform for Sustainable Development of Coal Towns of Donetsk Region. They are currently developing their joint transformation strategy for a just transition. Meanwhile, in May 2020, the national government established the Coordination Center for Transformation of Coal Regions to guide the re-development of mining towns.

The Secretariat of a new initiative to help coal regions in the Western Balkans and Ukraine transition away from coal towards a carbon-neutral economy has been launched by the European Commission. Mirroring the successful EU Initiative for coal regions in transition, the newly established secretariat will deliver support to coal regions in Bosnia and Herzegovina, Kosovo[1], Montenegro, North Macedonia, Serbia, and Ukraine. 17 regions with significant coal mining activities and coal-based energy production will be the key beneficiaries. The initiative’s secretariat will provide direct support for its implementation and ensure collaboration across the diversity of institutions and actors that the initiative will engage.

Ukraine will increase the energy efficiency of some 1 000 public buildings and reduce energy consumption with a €300 million loan from the EIB. The loan will save 1 250 000 tonnes of CO2 and benefit 2.5 million people. Substantial grant contributions from the E5P and the EU are expected to complement the loan. The EU bank’s investment will improve the medium and long-term resilience to COVID-19 of the country’s public buildings, especially hospitals.

The European Union's partnership with six countries on its eastern border, including Ukraine, should receive significantly more money in the next decade, the European Committee of the Regions said on 5 December in a set of recommendations that also called for the EU to work harder to extend the benefits of cooperation beyond national capitals. Among the many other specific proposals are a call for the creation of an academy to train civil servants in local and regional government and more support for local cross-border projects.

Small cross-border projects and administrative training could have significant impact at low cost, local and regional politicians argue.
The European Union should deepen relations with neighbours on its eastern borders through more localised and targeted engagement, local and regional leaders from the EU and its partner countries have said. In two separate reports adopted on 12 September, they advised the EU to increase its support for small cross-border projects designed to increase community contacts and to establish a public-administration academy for local and regional civil servants from the six Eastern Partnership countries: Ukraine, Belarus, Moldova, Armenia, Azerbaijan and Georgia.
