Almost 1500 public officials across 129 municipalities in Bulgaria, Croatia, Germany, Romania, Serbia, and Slovenia increased their capacity to devise new energy renovation strategies thanks to the work of the EmBuild project. These officers can now analyse their local building stocks, use new templates to draft public-sector building renovation strategies, and improve the investment climate at local level. The EmBuild Navigator gives practical help for local authorities, including a catalogue of low-cost measures, and guidance on assessing the non-energy benefits of renovation.
Energy efficiency is taking centre stage in the Energy Union. Last summer, after long negotiations between the Parliament and the Council, a new energy efficiency target was set at 32.5 per cent by 2030. To meet the target, Romania is channelling public funds into renovating its residential sector which accounts for as much as 86 per cent of the country’s built environment.
Romania is continuing to prop up its ailing coal sector, blatantly ignoring EU state aid rules, even as the country claims to be defending EU values while holding the rotating presidency of the bloc, writes Alexandru Mustață.

Tirintica has been working in the coal sector since 2014 in Romania’s Jiu Valley region — once a coal economic powerhouse. He was one of 10 miners invited to see how his skills could be adapted to match the needs of the renewable energy industry or those of the energy distribution sector. It’s the test phase of a pilot project spearheaded by the Romanian Wind Energy Association (RWEA). The association’s goal is to get EU funds and strike a deal with an existing renewable energy skills academy located by Romania’s Black Sea coast that could retrain about 100 miners as part of an extended pilot project. The long-term goal is a 10-year project to reskill 800 miners per year. For now, private companies will finance the handful of miners involved in the early trial.

This has been structured to follow the phases of development and implementation. The key steps in developing a renovation strategy can be divided into six phases, with stakeholder consultation throughout the process, and the feedback loop to review and update the strategy regularly.

Romania will need to wrap up various EU legislative files on the decarbonisation of transport, while also defining the EU’s long-term climate policy as well as ensuring the smooth transition and adjustment of the EU’s energy efficiency target to account for the UK’s departure.
