The City Climate Finance Gap Fund, or the Gap Fund, supports cities with early-stage technical assistance for low-carbon, climate-resilient urban development plans and projects. The Gap Fund has so far attracted €80 million in funds, but it aims to raise as much as €100 million and could eventually unlock an estimated €4 billion in investments. In operation since September 2020, the Gap Fund is a global partnership that helps cities in developing countries plan, prioritise and deliver projects focused on climate change mitigation and adaptation. The Gap Fund also promotes climate-smart urban development plans.

Energy poverty requires holistic efforts at all levels of governance, from the European to the local level. This Energy Poverty Advisory Hub report conducts a thorough scientific literature review of studies that delve into energy poverty assessment and the identification and targeting of the energy-poor population at subnational spatial scales (smaller than national). This report aims to investigate, identify and analyse the variety of data sources, datasets, and methods used in the literature for assessing energy poverty at greater spatial resolution for specific contexts, territories, and populations. Ultimately, the goal is to collect helpful information and knowledge, and channel it in the direction of local governments and organisations to inform their local practice and initiatives. Frequently, local initiatives are supported by local datasets informally collected by local governments and providing a valuable contribution. By tapping into studies in academia, we complement and strengthen both the data resources available to local governments and the toolbox of methods to evaluate this issue and identify the different profiles of vulnerable people.

This report develops a sociotechnical understanding of energy prosumerism to investigate how energy prosumerism can lead to actual reductions of energy and resource demand. The report starts out by explaining what a sociotechnical and broad understanding of prosumerism means. Thereafter, the report summarises already existing research on energy social science and humanities relating to renewable energy generation, domestic energy use, and energy communities. The report then delves into the matter of energy sustainability by explicating the concept of sufficiency and achieving actual reductions instead of continued escalations of energy use. The report concludes with the main findings that a broader and more nuanced understanding of energy prosumerism can provide a novel conceptualisation relating to energy provision and everyday life that can lead to future reductions in energy use, as well as a more multifaceted policy response that moves away from business as usual and towards more variegated and radical propositions for achieving sustainable energy use in the future.

Net zero will not be possible without urgent changes to national planning, a new report claims.
Countryside preservation charity CPRE has conducted the research, sifting through 24 different local net zero plans outside of London adopted since 2019.
The report states that these plans are not ambitious enough, claiming that government inspectors must do more to make having a concise plan to tackle climate change a necessity.

The framing of nature as separate from culture impacts our notion of landscapes and the functions, infrastructures and activities deemed appropriate within these, where natural landscapes are associated with nature conservation, and the built environment with human activity. In this paper, we propose bridging this nature–society dichotomy through a multifunctional perspective as a way to adopt a more systemic view of space in relation to landscape traits as well as material artefacts.

In order to be climate neutral by 2050 and to fulfil its 2030 climate targets, Europe needs more green investment. Although total European climate investment is on the rise, thanks in part to the EU’s recovery fund, businesses, households and governments must spend more on green energy, infrastructure and energy efficiency. But Europe’s fiscal rulebook risks holding such investment back, and some highly indebted countries cannot increase debt much further. In this new Centre for European Reform policy brief, ‘How to make EU fiscal rules compatible with net zero’, Claudio Baccianti of Agora Energiewende, and Christian Odendahl European economics editor at The Economist and former chief economist of the CER calculate the spending needed for the EU to meet its climate goals and propose a reform to its fiscal rules that would allow for this.
