Most modern cities depend on quality urban planning to direct their growth and development, and to best cope with the challenges they face. Lack of urban planning usually leads to wild, unplanned sprawl which creates a host of problems, ranging from lack of infrastructure to high vulnerability to any kind of disruption. Good urban planning can help cities become greener, more resilient, more efficient, healthier, and a nicer place to live with rich cultural offerings and stronger community core.

As temperature records tumble across the Continent, the death toll from the extreme heat is starting to become apparent. Last Friday, for example, a municipal street cleaner in Madrid died of heat stroke while working outdoors in temperatures over 40 degrees Celsius. On Saturday another worker died after spending several hours in a warehouse where temperatures surpassed 46C.

These are specially conditioned spaces kept at 26 degrees Celsius with good accessibility, rest, and water areas to ease the sensation of heat. Spaces across the city are adapted to serve as shelters, with local schools being one of the primary resources used in the program.

Si de nombreux facteurs interviennent dans ce processus, le rôle des parents est primordial : les ressources culturelles et matérielles dont ils disposent, ou encore les normes de présentation de soi qu’ils transmettent, par exemple, concourent à façonner la perception d’un espace extérieur plus ou moins sûr chez leurs enfants.

Since the first lockdown, Paris has become the test site for an ambitious cycling project, rolling out new infrastructure and remapping its transport routes. It is not the only European city where pop-up cycle paths have appeared, almost overnight, but in some cases they have not remained in place for long. Prospects for the changes to become permanent features are threatened by competing interests, however, calling into question whether the city will succeed in generating a long-term shift in transport habits.
En 2017, la Ville de Paris a été la première de France à voter et mettre en œuvre une stratégie de résilience intégrée4, qui vise à répondre à six enjeux écologiques et sociaux prioritaires : la perte de cohésion sociale de proximité, le défi climatique (en considérant que l’adaptation doit être aussi prioritaire que l’atténuation), les enjeux liés au fleuve (inondations et sécheresses), la pollution de l’air, le risque terroriste et la gouvernance territoriale. Elle propose 35 premières actions, articulées autour de trois piliers :
Informer, former et impliquer bien davantage les habitants sur ces enjeux, les risques qu’ils font peser, et sur les solutions pour s’y préparer et les surmonter5 ;
Changer radicalement de vision du projet urbain, de la fabrique de la ville (infrastructures, aménagement, réseaux, matériaux, etc.) ;
Reconsidérer sa gouvernance dans des échelles différentes, de temps et de territoire (avec par exemple de nouvelles coopérations locales urbains-ruraux pour l’alimentation, la production d’énergie, la gestion du fleuve, etc.).
