React EU, the Just Transition Fund, the European Fund for Regional Development, the Social Fund, the Cohesion Fund, the European agricultural fund for rural development as well as the Recovery and Resilience Facility form a unique toolbox that can deliver an inclusive recovery as well as fair green and digital transitions. Absorbing and implementing all available EU funds is a demanding challenge for national, regional and local governments. As highlighted by the plenary debate, centralisation and top down solutions risk undermine the investment impact in several member states. For this reason, CoR members and Commissioner Ferreira called for the full involvement of regional and local governments in the design of comprehensive recovery plans, in line with the partnership principle, in order to make the best possible use of the synergies between all the available instruments.

In order to be climate neutral by 2050 and to fulfil its 2030 climate targets, Europe needs more green investment. Although total European climate investment is on the rise, thanks in part to the EU’s recovery fund, businesses, households and governments must spend more on green energy, infrastructure and energy efficiency. But Europe’s fiscal rulebook risks holding such investment back, and some highly indebted countries cannot increase debt much further. In this new Centre for European Reform policy brief, ‘How to make EU fiscal rules compatible with net zero’, Claudio Baccianti of Agora Energiewende, and Christian Odendahl European economics editor at The Economist and former chief economist of the CER calculate the spending needed for the EU to meet its climate goals and propose a reform to its fiscal rules that would allow for this.
The EU policy level recognises the existential threat that climate change and environmental degradation poses to Europe. It also acknowledges the insufficiency of conventional technological, governance approaches and the need for innovation. As such, the European Green Deal and related instruments seek to transform the EU into a modern, resource-efficient and competitive economy, where economic growth is decoupled from resource use and no person and no place is left behind.

Clean energy policies are not to blame for recent spikes in gas and electricity prices, and the soaring prices should not derail Europe's green transition, International Energy Agency executive director Fatih Birol said on Monday (27 September).
For renewables, the roadmap is in the form of an inception impact assessment. It will assess whether the EU renewable energy target should be raised and whether other parts of the directive would need to be modified, in line with the ongoing assessment underpinning the Climate Target Plan for 2030 and other initiatives already adopted as the Biodiversity Strategy, the Energy System Integration Strategy and the Hydrogen Strategy, as well as Member State national energy and climate plans. For energy efficiency, a combined evaluation roadmap and inception impact assessment is foreseen. The evaluation will review the adequacy of the directive in view of the existing energy efficiency targets, policies and measures set out in the national energy and climate plans, and taking into account the higher climate target and recent Commission initiatives such as the Energy System Integration Strategy. The findings of the evaluation will provide insights into the remaining economic, environmental, behavioural and organisational barriers, which will help identify additional solutions for improving the energy efficiency framework.
This Paper correlates the contribution of cultural heritage to all key areas of the European Green Deal, including Clean Energy, Circular Economy, the Renovation Wave, Smart Mobility, Farm to Fork, Green Finance and a Just Transition, Research and Innovation, Education and Training, as well as Green Deal Diplomacy. It proposes a series of concrete recommendations both for policy-makers and for cultural heritage stakeholders. Potential conflicts, real or perceived, between heritage safeguarding and European Green Deal action are also identified, as well as win-win strategies for overcoming these conflicts.
The European Green Deal is the most ambitious and challenging goal set by the European Commission. Aiming to make the European Union, the world’s second-largest economy, climate-neutral by 2050, the European Green Deal will transform EU societies and industries. To support the European Commission in this effort, the JRC created a set of indicators to monitor EU citizens’ interest in topics related to the European Green Deal both over time and across Member States and their regions. Using web searches, the JRC created two sets of indicators drawing from the six policy areas indicated by the European Commission. The first set of indicators captures online search data related to citizens’ behaviour in the context of the European Green Deal, such as their searches related to mobility, energy, waste and nutrition. The second set of indicators captures online search data on citizens’ awareness, such as those about pollution, clean energy, ecosystems and climate.

The European Committee of the Regions (CoR) has put forward a Green Deal roadmap for 2021. At the 4th meeting of the Green Deal Going Local working group, local leaders agreed on the political objectives and priorities to accelerate the carbon-neutral transition while placing cities and regions at the heart of the COVID-19 recovery. Fostering active subsidiarity, reinforcing institutional cooperation and facilitating direct access to EU funds are key goals. The renovation of buildings, greening urban areas and decarbonising transport stand as focus areas. The meeting included discussions on the Intelligent Cities Challenge and the Just transition Mechanism. Both have prominent places in delivering the Green Deal agenda.
