The Italian city wants to achieve decarbonization well ahead of the EU 2050 deadline The Municipality of Bologna presented its Action Plan for Sustainable Energy and Climate (SECAP) on 23 April, and it promises to convert the locality into a green, solar, electric, resilient, low-energy consumption and low-emissions city by the year 2040, a whole decade before the milestone set by the European Green Deal. The drafting of such a document comes as a direct result of the commitments taken upon joining the Covenant of Mayors movement.

The European Commission established the Covenant of Mayors (CoM) initiative in 2008, aimed at involving and supporting mayors to encourage accomplishing the European Union (EU) climate mitigation and energy targets. In 2014, the Mayors Adapt initiative was set up in order to promote the climate adaptation pillar. Whereas the mitigation pillar is more developed and peer-reviewed literature can be found, adaptation is still lagging behind, not to mention the absence of information on the effectiveness of the CoM concerning the development of climate adaptation plans. This paper aims at presenting a thorough analysis of climate hazard data declared by CoM signatories as well as the degree of regional agreement of those signatories when reporting climate data. Thus, we assume that the signatories belonging to the same climate region should report similar climate hazard data for both current and future timeframes. Using a new statistical method for measuring the variability of categorical data, we determine that, overall, the signatories show low agreement within climate regions. Hence, we conclude that the CoM, in the corresponding part of climate risk assessment, is not as effective as it could be desired. Furthermore, several recommendations are proposed to improve the current reporting.

The present study aims to present experimentation in addressing climate change in the case of the Nilüfer Municipality in northwestern Turkey and to examine the effect of joining an international network, as a key factor that may support urban climate experiments. The research is designed as a case study built on both primary and secondary sources. The Nilüfer Municipality is selected as the case area as it is the only signatory of Mayors Adapt and one of sixteen signatories of the Covenant of Mayors (CoM) among the 1397 municipalities within the Turkish Republic. Finally, this case study shows that although local governments have not been involved in the climate change policies at the national level in the Turkish context, the Nilüfer Municipality was able to develop its own experiments by being part of a transnational network, especially after signing the Covenant of Mayors in 2014. This finding leads us to the conclusion that supranational organizations can have significant impact on the climate experiments initiation of local governments that are important actors in the implementation of policies to address climate change as a global problem.

This study analyses policies and measures adopted and implemented by local authorities, signatories to the CoM, as reported in their Monitoring Emission Inventories (MEI). More than 12 000 policies reported in 315 MEIs have been assessed. The policies adopted in municipalities across Europe have been classified according to two criteria: (1) the type of policy tool and (2) the field of action. The aggregated policies have then be correlated with the grouping of signatories according to three "contextual" drivers. The contextual drivers allow identifying the factors that may influence the distribution of climate and energy policies and successful examples and methodologies that may be replicated in other cities with comparable characteristics and similar contexts. Overall, results show that the most common policies cover municipal assets and structures. The policies adopted by local governments do change with the population and, therefore, the focus on municipal assets changes with the increase of population, while local authorities’ Gross Domestic Products and climatic conditions have limited influence on the selection and distribution of policies in the framework of this study.

More than 300 European cities have now declared climate emergency at a municipal level. Covenant signatories are at the heart of the movement, and many examples of climate emergency declarations can already be listed amongst the Covenant of Mayors Community.

The present paper provides an updated definition for the concept of local energy generation within the Covenant of Mayors initiative and proposes a new methodology for indirect emission accounting in cities’ greenhouse gas emission inventories. In addition, a broader policy framework in which local action is taken is discussed based on the European Union energy and climate policies, and over 80 exemplary Covenant of Mayors good practices are identified across the technology areas of local energy generation and four modes of urban climate governance. The contributions of the paper demonstrate that local authorities have the capacity to support and mobilize action for local energy generation investments through the multiple modes of urban climate governance to update and strengthen climate action

The Covenant of Mayors Investment Forum – Energy Efficiency Finance Market Place took place in Brussels on 19-20 February 2019. With one and a half day full programme of plenary and parallel sessions, the event gathered more than 550 participants to share results from over 30 projects working towards financing the clean energy transition and making cities more climate resilient. Proceedings including videos of the plenary sessions and presentations will be published soon under the European Commission’s Sustainable Energy Investment Forum's webpage.

Launched in Europe in 2008, the Covenant of Mayors initiative came into being to support the efforts of local authorities in tackling climate change. Upon its wide endorsement in the region, the model was expanded to others, including the Southern Mediterranean. This report is a part of series of papers that analyse and highlight best practices in the Covenant Community and reviews Sustainable Energy Action Plans (SEAPs from 7 countries – Algeria, Israel, Jordan, Lebanon, Morocco, the Palestinian Territories and Tunisia. The main findings are organised around the 10 principles of the Covenant of Mayors of the JRC Guidebook “How to develop a Sustainable Energy Action Plan (SEAP) in South Mediterranean Cities”. The analysis shows a good compliance with the same and highlights the challenges linked to technical capacities at the local level, the insufficient financing and the sustainability of the action. The report concludes with a selection of best practices made from the planned actions and governance models of the selected SEAPs.

President Lambertz: EU's new 32% renewable energy and 32.5% energy efficiency targets by 2030 are a step forward when a leap is needed President Karl-Heinz Lambertz said: 'The EU has set the pace in the global race against climate change and is starting to deliver on its promises set out in Paris. The renewable energy and energy efficiency targets are an important step towards Europe's sustainable energy transition. By putting consumers at the heart of the energy transition, the new deal allows citizens, local authorities, small businesses and cooperatives to become active players in the energy market by producing, consuming and selling their own renewable energy. Nevertheless, the targets are a bare minimum and only a step forward when a leap is needed if we are to achieve what cities and regions want: a carbon neutral world by 2050. Local and regional governments are and will continue to go beyond EU's energy and climate targets as shown by nearly 8.000 cities and regions that have signed up to the EU Covenant of Mayors.'

A new study from a European-wide group of researchers titled "How are cities planning to respond to climate change? Assessment of local climate plans from 885 cities in the EU-28" has praised the Covenant of Mayors initiative for mobilising European local governments to plan and take action in the field of climate mitigation and adaptation. The study, published in the renowned Journal of Cleaner Production, has conducted a thorough analysis of the state of play of local climate and energy plans developed by 885 EU cities (data collected in January 2017). The researchers found that city size, national legislation on local climate and energy planning as well as participation in city networks / initiatives (e.g. like the Covenant of Mayors) can positively influence the development of local climate and energy plans.

The Covenant of Mayors was launched in 2008 by the European Commission to support cities and regions with delivering the EU's 2020 climate and energy targets. The Covenant is now reinforcing its role by aligning its climate pledge to the EU's objective of reaching climate neutrality by 2050 together with the launch of a new Chamber of National Ambassadors to support the rollout of the Covenant in each Member State. The Paris agreement recognises the key role of local authorities in reaching the 1,5 °C target. The Covenant of Mayors (CoM) has been an unprecedented phenomenon in the arena of transnational initiatives in climate action at local level. The initiative has expanded tremendously over the past 10 years, covering more than 9 600 local authorities and 327 million inhabitants as of June 2019. Planning for climate change in cities provides the opportunity to consider the integration of mitigation and adaptation actions while maximising their synergies. This research study developed a scoring system to evaluate the level of integration of adaptation and mitigation, and analysed their synergies and co-benefits, in 147 EU urban Climate Change Action Plans (CCAPs).

In 2006, pioneering cities such as London (United Kingdom) and Durban (South Africa) started integrating climate change in their policies and plans in order to prepare infrastructures, communities, ecosystems and institutions for its most likely impacts. Since then, many cities large and small around the globe have followed their example. Important global and regional city networks to promote action on climate change have been created ( C40 ) and global commitments, such as the Global Covenant of Mayors , have been signed.

The Covenant city of Lisbon has been awarded Eurpean Green Capital 2020 during the Awards Ceremony in Nijmegen (Netherlands). The cities of Cornellà de Llobregat (Spain) and Horst aan de Maas (Netherlands) won the European Green Leaf Award 2019, established in 2015 to recognise the environmental efforts and achievements of smaller cities (20 000 – 100 000 inhabitants). The title of European Green Capital is awarded every year to a European city with over 10 000 inhabitants for its commitment to environmental, social and economic sustainability.

Nous savions qu’il n’y avait qu’une poignée de communes wallonnes qui s’étaient jusque-là concrètement impliquées dans ce mouvement en adhérant à la Convention des Maires. Il y avait donc pas mal de travail à faire pour conscientiser les élus locaux sur le rôle concret qu’ils pouvaient jouer dans la transition énergétique.
