This document aims at briefly presenting benefits for a local authority to launch a process of assessing its budget under the prism of the climate, and the approach to be set up. It is intended for elected officials, service managers and anyone wishing to quickly familiarize themselves with this tool.
It is accompanied by a methodological guide, a technical appendix for the climate change mitigation component and a technical appendix for the climate change adaptation component (both also in French). These documents are available free of charge to all communities that would like to undertake a climate assessment of their budget.

The time has come for Regions to undertake ecological transition and adapt to climate change. The example of Lille Metropole (MEL) and its climate budget | Energy Transition in Europe | www.energy-cities.eu | Scoop.it

Lille Metropole voted its PCAET on 13 December 2019 by adopting a bold strategy based on three major pillars in terms of climate-air-energy policy:

-Energy transition should lead the region to be carbon neutral by 2050;

-A balanced and supportive transition of the region, based on stakeholders’ mobilisation and participation and paying attention to reducing social   inequalities;

-A transition resulting in a more resilient region faced with the various impacts of climate change, enabling inhabitants’ quality of life to be   preserved and improved. Specific attention is given to environmental health determining factors in particular.

This ambition is based on a unique and original approach in France and gives Lille Metropole a climate budget. The aim of this climate budget is to enrich the financial elements relating to public policies and projects presented in the budget by a section allowing their climate impacts to be understood.

Cadre d’évaluation climat du budget des collectivités

Plusieurs villes et métropoles ont commencé à réfléchir à l’exercice, et expriment le besoin de voir émerger un cadre partagé d’analyse – à un niveau français voire européen ou mondial.
Objectif
Pour répondre à ces demandes, I4CE réalise un travail de co-construction d’un cadre d’évaluation climat du budget en collaboration avec cinq métropoles et villes, l’Ademe, l’Association des Maires de France, Climate KIC et France Urbaine. Ce projet s’appuiera notamment sur les travaux réalisés par I4CE au niveau national et sur l’expertise des collectivités ayant déjà commencé à réfléchir à cet exercice.
Le projet aboutira à établir un cadre d’évaluation climat pour le budget des collectivités qui soit transparent, public, et largement partagé à travers différents réseaux en France, mais aussi potentiellement au niveau européen voire mondial (C40).
Ce cadre d’évaluation visera à analyser l’ensemble du budget d’une collectivité. Il permettra d’évaluer pour chaque ligne du budget si celle-ci est favorable au climat (« verte »), neutre (« gris ») ou défavorable (« marron »).
