Public authorities across Europe have an important role to play in the development of a sustainable and low-carbon economy, with transformations needed in every sector and area of public life. As such, multiple actors are involved in setting up strategies to direct public policy, across multiple departments and levels of governance – covering areas such as housing,
building codes, land-use, transport, energy, climate change mitigation and environmental policy. These strategies, often developed in silos, need to be harmonised and integrated to ensure that all are pulling in the same direction, and to make optimal use of limited resources. As well as cross-departmental (horizontal) co-operation, vertical co-operation between levels
of government also needs to be enabled. A number of projects and regions have already investigated the integration process and their results and guidelines can provide a number of lessons for others on how to optimally use resources, share data, engage with stakeholders and work across boundaries to develop and achieve regional aims.

The European Union has agreed to make climate neutrality by 2050 a legally binding target and set a target of reducing net greenhouse gas emissions by at least 55% by 2030 compared to the 1990 levels.
The negotiators of the European Parliament and the European Council have reached a provisional agreement on the European Climate Law. The law is the cornerstone of the European Green Deal which aims for climate neutrality by 2050.

In order to be climate neutral by 2050 and to fulfil its 2030 climate targets, Europe needs more green investment. Although total European climate investment is on the rise, thanks in part to the EU’s recovery fund, businesses, households and governments must spend more on green energy, infrastructure and energy efficiency. But Europe’s fiscal rulebook risks holding such investment back, and some highly indebted countries cannot increase debt much further. In this new Centre for European Reform policy brief, ‘How to make EU fiscal rules compatible with net zero’, Claudio Baccianti of Agora Energiewende, and Christian Odendahl European economics editor at The Economist and former chief economist of the CER calculate the spending needed for the EU to meet its climate goals and propose a reform to its fiscal rules that would allow for this.

For renewables, the roadmap is in the form of an inception impact assessment. It will assess whether the EU renewable energy target should be raised and whether other parts of the directive would need to be modified, in line with the ongoing assessment underpinning the Climate Target Plan for 2030 and other initiatives already adopted as the Biodiversity Strategy, the Energy System Integration Strategy and the Hydrogen Strategy, as well as Member State national energy and climate plans.

For energy efficiency, a combined evaluation roadmap and inception impact assessment is foreseen. The evaluation will review the adequacy of the directive in view of the existing energy efficiency targets, policies and measures set out in the national energy and climate plans, and taking into account the higher climate target and recent Commission initiatives such as the Energy System Integration Strategy. The findings of the evaluation will provide insights into the remaining economic, environmental, behavioural and organisational barriers, which will help identify additional solutions for improving the energy efficiency framework.

The number of countries announcing pledges to achieve net-zero emissions over the coming decades continues to grow. But the pledges by governments to date – even if fully achieved – fall well short of what is required to bring global energy-related carbon dioxide emissions to net zero by 2050 and give the world an even chance of limiting the global temperature rise to 1.5 °C.

Ireland’s coalition government has approved a climate bill that enshrines emissions reduction targets in law and puts the country on a path to carbon neutrality by 2050.

The proposed law would commit Ireland to cutting its emissions by 51% between 2018 and 2030 and to net zero no later than 2050. Government is pushing it through parliament as priority legislation.

Through the ’DK2020 – Climate plans for all of Denmark’ project they will all develop climate action plans that live up to the Paris Agreement. The parties behind the project - Realdania, Local Government Denmark and the five Danish regions - describe the level of interest as overwhelming.

The purpose of the calculator is to build an energy pathway that hits the 80% CO2 emission reduction target at the top of the page. As you get closer to achieving this the arrow will move to the right.
The calculator models what is thought to be physically and technically possible in forty-two different sectors. It is based on scientific and engineering data and was built in collaboration with a wide range of organisations from inside and outside of government.
