London, 9 February 2019: The Tripoli Protection Force (TPF), a coaliton of Tripoli's main militias, has called on Libya's Attorney General to immediately and urgently investigate the shipment of armoured vehicles that was seized by customs officers at the port of Khoms. There were unconfirmed reports that guns were fired at the port as there was an attempt to forcibly remove the armoured vehicles form the port. It will be recalled that the Serraj Ministry of Interior announced on Thursday that the seized shipment of armoured vehicles arriving on the Maltese flagged ship Marco was confiscated by its forces upon the instruction of the Attorney General's Office - until the Attorney General's Office concludes its investigation into the case. The shipment had allegedly arrived from Turkey, but reportedly had no official documentation. London, 10 February 2019: Libya's National Oil Corporation (NOC) and it's fuel distribution subsidiary, Brega Petroleum Marketing Company (BPMC), welcomed yesterday the Attorney General’s decision on Thursday to arrest the owners of fuel stations involved in organized smuggling. This fuel smuggling activity is currently costing the Libyan state over US$ 750 million annually, the NOC said. The Attorney General had issued on Thursday arrest warrants for 103 fuel station owners involved in smuggling and the illegal disposal of fuel, It also ordered the sealing of 115 petrol stations with official red wax to stop their supply of fuel. The Attorney General also ordered the Central Bank of Libya to freeze the accounts of owners of these petrol stations across all banks in Libya. TRIPOLI, Jan. 30 (Xinhua) -- Officials from Libya and France discussed the upcoming Libyan UN-sponsored national conference on Wednesday.

Deputy Head of the Libyan Higher Council of State Fawzi Al-Agab met with counselor in charge of the Libyan affairs of the French Ministry of Europe and Foreign Affairs Camby Gorgon, in the capital Tripoli, said a statement issued by the council.

The two officials discussed the latest political, economy and security developments in Libya, as well as the preparations for the upcoming conference.

The conference is part of an action plan proposed by the UN Envoy to Libya Ghassan Salame, with the aim of gathering Libyan political parties in order to end the political division in the country.

Despite signing a UN-sponsored political agreement and appointment of a unity government, Libya still suffers political division as well as escalating violence and chaos.

The United Nations envoy to Libya, Ghassan Salame, stated that the mission is not a peacekeeping force, has no military presence, and is content only with the political process.

In a media statement, Salame said that there is no solution for Libya but a political one, so the mission seeks all its potential to communicate with all political parties in the country

Salame explained that the position of the United Nations and the Mission in Libya is consistent with the fight against terrorism and supports it and seeks to cooperate with all the Libyan parties to combat this “serious scourge.” But the other important thing for the United Nations and the mission is to protect civilians and not endanger them and their properties.

The spokesman of Hifter’s force Ahmed Al-Massmari announced on January 15, the launch of a military operation in the south on the pretext of securing.

The UK High Court issued a ruling on Thursday 14 February 2019 confirming that the Faiez Serraj-led Presidency Council and the Government of National Accord are the legitimate government of Libya and the executive authority of the country. The ruling came in court proceedings brought by the Board of Directors of the Libyan Investment Authority (LIA) in the UK to confirm the legitimacy and legal representation of the LIA. The UK Court refused all the arguments and objections raised by the opponents to the issue of the recognition and constitutionality of the Government of National Accord, considering these arguments to be unfounded. The ruling should put the to bed any legal challenge as to whether Faiez Serraj has the authority to appoint any future LIA chairmen, as well as the appointed chairman having the full and exclusive authority to make executive decisions on behalf of the LIA. London, 17 February 2019: Militia commanders from western Libya representing mainly a coalition of anti Hafter forces, Islamists, the former Libyan Islamic Fighting Group and Libya Dawn, met at Tripoli's Rixos conference centre yesterday to launch a political party with an armed wing. Under the banner of “Together to Build a Civil Sate” the gathered militia commanders launched the Libyan National Assembly party. The gathering had initially been billed as the launchpad for the establishment of a new coalition of the Western Region Protection Force comprising militias from Tripoli, Misrata, Zintan, Zawia and Gharian as an alliance against what they call “counter-revolutionary forces”. London, 18 February 2019: The 14 Tunisian nationals kidnapped last week were successfully freed yesterday, Libya's Tripoli Ministry of Interior (MoI) confirmed in a statement late last night. The Tunisians were reported to be in good health. The kidnappers were not arrested. The Tunisians were kidnapped on their way to work at the Zawia Oil Refinery last week by an "unknown armed group". The MoI did not make public the identity of the armed group, but Zawia and security sources told this paper that they are almost certain they know who they are. This is based on the fact that the kidnappers wanted to arrange a swap deal for a Libyan or Libyans arrested by Tunisian authorities. There is much speculation in Libyan social and traditional media about who that could be, and Libyan security forces have been able to narrow down who the kidnappers are by a process of elimination. The MoU was signed for the UK at the Tripoli headquarters of Libya's Airports Authority by British ambassador Frank Baker last Wednesday. The head of  Libya's Airports Authority, Mohammed Bait Al Maal, signed for the Libyan side. The MoU was part of the establishment of joint cooperation between the Libyan Ministry of Transport and the British Ministry of Transport, aimed at the initial stage of raising the level of security at Libya's airports by providing security devices and equipment. The MoU also includes the training of members of Libya's security personnel in using the supplied devices.

London, 10 February 2019: The Faiez Serraj-led Presidency Council and Government of National Accord (PC/GNA) has condemned the "terror" attack on a civilian airport and a civilian passenger plane at the El-Fil oilfield airport yesterday. The PC/GNA have referred the matter to the UN Security Council. There are conflicting narratives around the incident. The anti-Hafter camp say the LNA fired a missile directly at the passenger plan carrying war wounded to Tripoli for treatment. The Hafter camp say that they fired a warning shot well away from the flight. They say the flight was breaking a clearly announced no-fly zone in the area where there is active military activity. What is clear is that the fighting in the south of Libya is in danger of escalating into a major war between the multiplicity of forces taking part. By Sami Zaptia. London, 31 January 2019: Libya's National Oil Corporation (NOC) says it needs US$ 60 bn of investment in its oil and gas sector over the coming years. The news was confirmed to Libya Herald by the NOC's media department today. The clarification comes on the back of erroneous media reports that the NOC needs this amount in 2019. Libya's total state annual budget is barely half that amount. The NOC said the US$ 60 bn investment would be divided into US$ 20 bn for upstream and US$ 40 bn in downstream investments. It is unclear how soon or how realistic this figure is. The NOC has failed to secure even its modest allocations agreed with the Faiez Serraj Presidency Council and Government of National Accord in recent years. The NOC said it was aiming to produce 1.6 million barrels per day by the end of 2019, up from its 950,000 bpd average in 2018. It has a more ambitious production target of 2 m bpd by 2020. TRIPOLI, Jan. 30 (Xinhua) -- Libya's Interior Ministry on Wednesday warned armed groups to stay outside Tripoli.

The warning came one week after the capital witnessed violent clashes between forces allied with the government and an armed group called the Seventh Brigade from the nearby city of Tarhuna, southeast of Tripoli.

The fighting killed at least 16 people and injured 60 others, including civilians, according to the Ministry of Health.

Libya's UN-backed Prime Minister Fayez Serraj last October approved new security arrangements in Tripoli, which focused on forming joint police and army forces to secure the capital city.

Libya has been plagued by insecurity and escalating violence since the fall of Muammar Gaddafi in 2011.
